Abstract
In the course of the liberalization of European energy markets, the German government opted – diverging from all other European countries – for Negotiated Third-Party Access. In this article we analyze if, theoretically, this institutional regime can be superior to regulation. We review empirically whether certain aspects of the actual implementation, in particular publication of the network access charges for each network supplier, facilitated or inhibited competition. In the first place we reconsider previous research, showing that NTPA can – under certain conditions – be economically effective. Our empirical analysis shows that the duty of publishing access charges supported market transparency and imposed a regulatory threat, particularly to suppliers with significantly above-average charges. On the other hand observable price adjustments over time serve as an indicator of tacit collusion. Although the expensive suppliers cut their prices, the cheaper ones raised theirs.

Abstract
Worin unterscheiden sich erfolgreiche von weniger erfolgreichen "Bewältigern des Risikos", und welche Techniken sind verfügbar, die den Umgang mit Risiko erleichtern. Zunächst wird der Frage nachgegangen, was sich institutionell geändert hat, weshalb (ökonomische) Risiken möglicherweise stärker als zu früheren Zeiten auf das Individuum bzw. das Unternehmen (insbesondere das KMU) durchschlagen. Die Antwort findet sich vor allem in Prozessen, die mit den Begriffen "Globalisierung" und "Netzwerkökonomie" verbunden sind. Sodann werden ökonomische Aspekte des Risikos vertieft, dabei auch der Frage nachgegangen, wodurch eigentlich Wohlstand entsteht, um schließlich zu prüfen, welche Wirkungsbeziehungen in Richtung auf den Unternehmenswert bestehen. Dabei wird zwischen vollkommenen und unvollkommenen Märkten unterschieden. Darauf aufbauend wird schließlich eine Systematik des Risikomanagements vorgestellt und daran aufgezeigt, wie dieser "Wertreiber" zur Unternehmensentwicklung beitragen kann. Darauf baut eine Darstellung der Organisation des Risikomanagements im Unternehmen auf. Ein Ausblick zeigt auf, wie volkswirtschaftliche Institutionen weiterentwickelt werden können, um die Risikoallokation zu optimieren.

Abstract
Seit Januar 2005 wird die Höhe der Erwerbslosigkeit durch das Statistische Bundesamt nicht mehr nur jährlich, sondern monatlich bekannt gegeben. Damit gibt es in Deutschland neben der Statistik der registrierten Arbeitslosigkeit der Bundesagentur für Arbeit (BA) ein zweites Maß zur Arbeitslosigkeit, das monatlich veröffentlicht wird. Hinter dem Konzept der Erwerbslosigkeit steht das Ziel einer international vergleichbaren Statistik, die unabhängig von nationalen Besonderheiten in der Berechnung der registrierten Arbeitslosigkeit ist. Daher wurde von der International Labour Organisation (ILO) 1982 das Konzept der Erwerbslosigkeit eingeführt, das in der Europäischen Union im Rahmen der EU-Arbeitskräfteerhebung einheitlich angewendet wird. Mit dem Messkonzept der Erwerbslosigkeit soll das „ökonomische Ausmaß“ der Arbeitslosigkeit beschrieben werden, da unabhängig von einer Meldung bei der Agentur für Arbeit nur aktiv Arbeit suchende und gleichzeitig keiner Tätigkeit nachgehende Personen gezählt werden. Von der Arbeitslosenstatistik der BA können dagegen nur die bei den Agenturen für Arbeit registrierten Personen erfasst werden. Trotz Wirtschaft im Wandel 4/2005 93 dieser weitreichenderen Definition der Erwerbslosenstatistik ist auch sie nicht in der Lage, alle Teilnehmer an Maßnahmen der aktiven Arbeitsmarktpolitik oder entmutigte Arbeitslose zu berücksichtigen. Die beiden Messkonzepte unterscheiden sich nicht nur in den Abgrenzungen, auch die Art der Erhebung ist grundsätzlich verschieden: Die Zahlen zur Erwerbslosigkeit werden vom Statistischen Bundesamt im Rahmen des Mikrozensus, einer 1%-Stichprobe der Bevölkerung, ermittelt. Die Höhe der registrierten Arbeitslosigkeit wird dagegen von der BA aus ihren Verwaltungsvorgängen bestimmt. Dadurch ist im Gegensatz zur Erwerbslosenstatistik, die mit einmonatiger Verspätung veröffentlicht wird, eine zeitnahe und zudem sehr detaillierte Statistik gewährleistet. Beide Statistiken haben ihre Vor- und Nachteile, keine kann generell als die „bessere“ bezeichnet werden. Vielmehr muss abhängig von der Fragestellung entschieden werden, welche Statistik gewählt wird.

Abstract
In Germany exists a 40 year tradition of institutionalised and consensus orientated round tables. The following article considers the ´Concerted Action´ (1966-1977) and the ‘Alliance for Jobs´ (1998-2003) as examples and analyses - by setting several conditions for success - the reasons of their failure. The distribution of power and give-and-take between the social partners, the role of the state representatives as well as the application area and the organisational set-up of the instruments serve as aspects for the analysis. It can be demonstrated that the experiences with the ‘Concerted Action´ were taken into account regarding the ‘Alliance for Jobs´, that however important conditions for success still remained unaccomplished.

Opportunities and Risks for Regional Development in Former East German Brown Coal Mining Areas: The Case of the “Geiseltal” Mining Area in Saxony-Anhalt

Abstract
The rehabilitation of former brown coal open mining locations represents an important section of the economic and ecological restructuring process in East Germany, taking place since 1990. The recent progress in rehabilitation has led to large amounts of newly disposable space and thus expands the opportunities for regional development, especially with respect to tourism. But the possible positive effects are at risk because of diverse obstacles. In the case of the former open mining location of the “Geiseltal” in the south of Saxony-Anhalt such obstacles show up in form of a strong identification of the residents with the tradition of mining industry, in form of the expansive interests of nature protection organizations, and in form of inadequate organisational structures of the local public administration. In the case of a tourism-oriented development strategy risks arise concerning the actual duration of the remaining recultivation process and concerning the competition with locations with similar development targets.

Abstract
Steigende Sozialhilfeausgaben haben die Kommunen in den letzten Jahren bewogen, die kommunale Arbeitsmarktpolitik zu intensivieren. Dieses Bestreben hat dazu geführt, dass die Kommunen unter dem programmatischen Motto „Arbeit statt Sozialhilfe“ eigenständige Konzepte und Organisationsformen entwickelt haben, um möglichst viele arbeitsfähige Sozialhilfeempfänger wieder in den Arbeitsmarkt zu integrieren. Der Erfolg dieser kommunalen Aktivitäten ist von der Ausgestaltung verschiedener Typen beschäftigungspolitischer Maßnahmen abhängig, aber auch vom organisatorischen Rahmen dieser Maßnahmen. Das betrifft sowohl die Aufgabenverteilung im Sozialamt, die Zahl und die Qualifikation des dort eingesetzten Personals als auch die Form der Zusammenarbeit mit Trägern von beschäftigungspolitischen Maßnahmen. In diesem Bereich gibt es erfolgreiche Ansätze, aber auch noch verschiedene Defizite. Erfolgversprechend erscheinen Ansätze wie das case management, welches die Kompetenzen der Sozialamtsmitarbeiter erweitert und ihnen die Möglichkeit bietet, Hilfeempfänger individueller zu betreuen und damit auch deren Chancen auf eine erfolgreiche Maßnahmenteilnahme und nicht zuletzt eine gelungene Rückkehr in den Arbeitsmarkt zu erhöhen. Andererseits sind die Anreize der Akteure im Bereich „Hilfe zur Arbeit“, die Zahl der Hilfeempfänger zu reduzieren, nicht überall optimal gestaltet und stehen im besonderen Maße einer Effektivitätssteigerung in diesem Bereich entgegen.

Korean unification and banking system - An analysis in view of German experiences and Korean differences

Abstract
One of the reforms that have to be launched in a future unification process in Korea, which seems possible after the political negotiations last year, is the transformation of the North Korean banking system. The question arises whether Korea could profit from the German experience where banking transformation was one of the rather few success stories in unification. In 1990 the East German banking transformation was achieved relatively fast and uncomplicated due to considerable direct investments of the West German banks compounded with state guarantees for bad loans resulting from the credit business with existing GDR-corporations. Unfortunately, South Korea currently lacks some major prerequesites that contributed to the German banking unification, among them – and probably the most important one – is the lack of a sound and efficient banking
system that could become active in the North. Consequently, depending on the circumstances of a future Korean unification either a more gradual process is recommended or, if inner-Korean migration requires a more dynamic transition, considerable investment by foreign banks and assistance from international organisations is recommended.

Structural change, specialization patterns, and the productivity gap between Central and Eastern Europe and the European Union

Abstract
The transition countries of Central East Europe exhibit significantly lower productivity levels than that of the average of the 15 European Union countries. Since the outset of transition, however, this gap has clearly narrowed.
Next to technological and organisational factors it is sectoral structures which play an important role for the development and level of national productivities: in most transition economies, structural change clearly contributed positively to productivity growth. Poland is an exception here, no significant effect of structural change between sectors and industrial branches on the growth of the national productivity level could be found. The low intensity of structural adjustment in Poland in particular in the agricultural sector corresponds with a decisive role played by the sectoral pattern of specialisation within the European division of labour as determinant of the productivity gap. Hungary and to some degree also Slovenia, the country with the lowest productivity gap, exhibit similar results. Only in the cases of the Czech Republic and Slovakia remain negligible the explanatory powers of respective patterns of specialisation as productivity determinants.
