Local Economic Structure and Sectoral Employment Growth in German Cities

Abstract
This study systematically examines the impact of fundamental elements of urban economic structure on sectoral employment growth in German cities (“urban growth”). We test four elements simultaneously – sectoral specialisation, diversification of economic activities, urban size and the impact of local competition. To account for the effect of varying spatial delimitations in the analysis of urban growth, we further differentiate between cities and planning regions as geographical units. Our regression results show a U-shaped relationship between localisation economies and urban growth and positive effects of local competition on urban growth. With respect to diversification, we find positive effects on urban growth on the city level, but insignificant results on the level of the planning regions. The impact of urban size also differs between free cities and planning regions; in the former, a U-shaped relationship is found, whereas the effect is inversely U-shaped for the latter.

Cluster Policies in the Federal States of Bavaria and Thuringia: Discrepancies between Practice and Theory

Abstract
The contribution analyzes cluster policies pursued in the Federal States of Bavaria and Thuringia. The investigation is based on the exploration of government documents. In both countries cluster policy is target at strengthening competitiveness. The documents explored do not reveal an economic justification for cluster policy in the sense of eliminating market failures, e. g. externalities, information asymmetries and coordination failures. Therefore, it is unclear whether the support schemes under consideration really tie in with factors that hamper cluster evolution. Policies in both states support state-wider clusters and networks. The state-wide focus, however, might undervalue advantages of spatial proximity. As another critical point the ex-ante selection of industries or technologies eligible under cluster policy can be regarded. Despite readiness of considering new technologies etc., public administration generally suffers from a lack of information about the future development perspectives of industries and technologies. A way to mitigate the limited capability of public administration in terms of forecasting might be favoring economic support based on competition for the best concepts/projects instead of focusing on certain industries. Several support schemes offered by the Federal government in Germany are already competition-based. In Thuringia cluster policy is strongly motivated by several structural shortcomings, e. g. by the fragmented firm landscape mainly consisting of small units. Therefore, beyond cluster policy, the necessity will remain to abolish directly the structural shortcomings mentioned, especially by providing an economic environment that enhances firm growth.

Related Variety, Unrelated Variety and Regional Functions: Identifying Sources of Regional Employment Growth in Germany from 2003 to 2008

Abstract
This article analyses how regional employment growth in Germany is affected by related variety, unrelated variety and the functions a region performs in the production process. Following the related variety literature, we argue that regions benefit from the existence of related activities that facilitate economic development. However, we argue that the sole reliance of related variety on standard industrial classifications remains debatable. Hence, we offer estimations for establishing that conceptual progress can indeed be made when a focus for analysis goes beyond solely considering industries. We develop an industry-function based approach of related and unrelated variety. Our findings suggest that related variety only in combination with a high functional specialization
of the region facilitates regional growth in Germany. Additionally, also unrelated
variety per se fails to wield influences affecting development of regions. It is rather unrelated, but functionally proximate variety in the groups “White Collar” and “Blue Collar Workers” positively affects regional employment growth.

Abstract
Determinants of the efficiency of regional innovation systems, Regional Studies. This paper analyses differences in the efficiency of regional innovation systems. Alternative measures for the efficiency of regional innovation systems based on the concept of a knowledge production function are discussed. The empirical findings suggest that spillovers from within the private sector as well as from universities and other public research institutions have a positive effect on the efficiency of private sector research and development. It is particularly the intensity of interactions between private and public sector research and development that increases the efficiency. It is found that regions dominated by large establishments tend to be less efficient than regions with a lower average establishment size.

Metropolitan Area „Central Germany“: How Strong are the Commuting Flows between the Cities?

Abstract
The metropolitan area „Central Germany“ is an institutional agreement on co-operation between the bigger cities of the German Länder Saxonia, Saxony-Anhalt and Thuringia. It is one of now eleven “European Metropolitan Areas” acknowledged by the Conference of German Ministers for Spatial Planning. In the face of the multitude of cities and the large distances between the cities at the fringe and the geographical centre of the metropolitan area “Central Germany” should be regarded as a very special case. Another peculiarity is that the hinterland of the metropolitan area has not yet been delineated. The paper analyses the networking interrelations between the eleven cities on the basis of commuting flows. Additionally, proposals for the delimitation of this metropolitan area as a polycentric functional urban area are suggested for the first time. The investigation yields that network connectivity between the cities that have shaped the former metropolitan area “Halle/Leipzig-Saxonian Triangle”, as well as the Thuringian cities is much more intensive than the commuting flows between these subareas that are well connected from history. As a functional area, the metropolitan area “Central Germany” would have a very large hinterland, but its population density would be rather small, and it would interact only with the nearest regional centres. One can conclude that the preconditions for successful cooperation are better for adjacent cities which collaboration has already a long tradition.

Abstract
If regional development agencies assume the cluster concept to be an adequate framework to promote regional growth and
competitiveness, it is necessary to identify industrial clusters in a comprehensive manner. Previous studies used a diversity of methods to identify the predominant concentrations of economic activity in one industrial sector in a region. This paper is based on a multidimensional approach developed by Titze et al. With the help of the combination of concentration measures and input–output methods they were able to identify horizontal and vertical dimensions of industrial clusters. This paper aims to refine this approach by using a superior measure of spatial concentration and by integrating information about spatial interdependence of industrial cluster structures to contribute to a more adequate framework for industrial cluster identification.

Regional Entrepreneurial Opportunities in the Biotech Industry: Exploring the Transition from Award-winning Nascent Entrepreneurs to Real Start-ups

Abstract
Knowledge of factors that determine the transition from nascent entrepreneurship into real entrepreneurship is of major importance for policies aiming to effectively stimulate start-ups. Whereas scholars concentrated on person-specific factors to explain transition probabilities, environmental characteristics have been fairly neglected. Given that entrepreneurship is a strongly localized phenomenon, this paper argues that regional entrepreneurial opportunities are a driving force behind the transition from nascent entrepreneurship to new venture creation. Based on unique data on 103 nascent entrepreneurs in the German biotechnology industry, we empirically assess the importance of regional entrepreneurial opportunities on transition probabilities. Further, we introduce a new
approach to measure nascent entrepreneurship by capturing individuals that actively participate in start-up competitions and have won at least one competition. Controlling for technology and individual characteristics, we find strong support for our hypotheses relating to the significant impact of general regional opportunities, specific regional opportunities and the entrepreneurial environment for the probability of transition from award-winning nascent entrepreneurs to real start-ups.

The Russian System of Cities from the Perspective of New Economic Geography

Abstract
The rise in energy prices may result in long-lasting rise in costs of freight transports. Which effects do rising freight transport costs have for the development of urban systems? Such rise of transport costs in real terms has happened in Russia after price liberalisation in 1992. At the same time, the Russian official demographic statistics provides data that can be used to test hypotheses concerning the development of urban systems affected by rising transport costs. In the present study, these data are comprehensively evaluated. The theoretical background is provided by modelling of a linear shaped urban system in the framework of New Economic Geography. By means of this tool, analysis can be applied to spacious urban systems with large transport distances. For the first time, the underlying theoretical approach is explained in detail. The empirical results provide evidence for the outcomes of the theoretical model: In spacious countries or regions, respectively, whose urban systems are drawn-out on long lines, rising costs of freight transport are conducive to tendencies of concentration of population in large cities in the centre of the system, while peripheral regions are increasingly disconnected.

How Does Industry Specialization Affect the Efficiency of Regional Innovation Systems?

Abstract
This study analyzes the relationship between the specialization of a region in certain industries and the efficiency of the region in generating new knowledge. The efficiency measure is constructed by relating regional R&D input and output. An inversely u-shaped relationship is found between regional specialization and R&D efficiency, indicating the presence of externalities of both Marshall and Jacobs’ type. Further factors influencing efficiency are externalities resulting from high R&D intensity of the local private sector as well as knowledge from local public research institutions. The impact of both the specialization and the additional factors is, however, different for regions at different efficiency levels.
