Abstract
This paper examines the effects of the minimum wage introduction in Germany in 2015 on the skilled crafts sector in Saxony-Anhalt.
Using novel survey data on the skilled crafts sector in Saxony-Anhalt, we examine three questions: (1) How many employees are affected by the minimum wage introduction in the skilled crafts sector in Saxony-Anhalt? (2) What are the effects of the minimum wage introduction? (3) How did firms react to wage increase?
We find that about 8 % of all employees in the skilled crafts sector in Saxony-Anhalt are directly affected by the minimum wage introduction. A difference-in-difference estimation reveals no significant employment effects of the minimum wage introduction. We test for alternative adjustment strategies and observe a significant increase of output prices.

Abstract
Reforms replacing municipal cooperations by centralized municipalities often aim at increasing municipal efficiency. Empirical evidence supporting this aim, however, is ambiguous. Our paper analyzes the effect of institutions on municipal efficiency. In particular, we distinguish two archetypal institutional settings, a centralized and a confederal one, and argue that bureaucrats in a centralized setting are able to increase the fiscal residual. Our empirical test case is the German federal state of Saxony-Anhalt. We test the effect of the institutional setup using the bootstrap approach suggested by Simar and Wilson (2007), concluding that a decentralized institutional setting improves the efficiency of municipal production.

Abstract
Investitionszuschüsse im Rahmen der Gemeinschaftsaufgabe „Verbesserung der regionalen Wirtschaftsstruktur“ (GRW) haben eine hohe Bedeutung im Rahmen der Wirtschaftsförderung des Landes Sachsen-Anhalt. Die Ziele der GRW-Förderung in Sachsen-Anhalt umfassen den Aufbau einer breitgefächerten, modernen Wirtschaftsstruktur, die Modernisierung und Erneuerung des Kapitalstocks, die Steigerung der Arbeitsproduktivität und die Schaffung neuer wettbewerbsfähiger Arbeitsplätze. Die vorliegenden drei Expertisen evaluieren diese Förderung mit Blick auf die GRW-Landesregeln, den Zusammenhang zwischen den wirtschaftspolitischen Maßnahmen und deren Wirkung sowie die Beschäftigungseffekte als einen Schwerpunkt der gewerblichen Förderung.

The Economic Development of Saxony-Anhalt since 1990

Abstract
This article describes the economic development of Saxony-Anhalt since 1990 in the context of the East German transition from a centrally planned economy to a market economy. In the early 1990s the economy of Saxony-Anhalt caught up quickly with West Germany, mainly because the capital stock was modernized and expanded. Convergence, however, has almost come to a halt for some time now and gross domestic product per employed person is still about 20% below the West German level. The challenge for economic policy is to further the catching-up process by fostering research and innovation and improving the skills of the workforce.

Who Benefits from GRW? Heterogeneous Employment Effects of Investment Subsidies in Saxony Anhalt

Abstract
The paper estimates the plant level employment effects of investment subsidies in one of the most strongly subsidized German Federal States. We analyze the treated plants as a whole, as well as the influence of heterogeneity in plant characteristics and the economic environment. Modifying the standard matching and difference-in-difference approach, we develop a new procedure that is particularly useful for the evaluation of funding programs with individual treatment phases within the funding period. Our data base combines treatment, employment and regional information from different sources. So, we can relate the absolute effects to the amount of the subsidy paid. The results suggest that investment subsidies have a positive influence on the employment development in absolute and standardized figures – with considerable effect heterogeneity.

Abstract
Die Daten zum Wirtschaftswachstum des Arbeitskreises Volkswirtschaftliche Gesamtrechnungen der Länder für das Jahr 2016 zeigen erneut, dass Sachsen-Anhalt von der wirtschaftlichen Entwicklung im übrigen Ostdeutschland abgekoppelt ist. Während das Wirtschaftswachstum in Ostdeutschland im Jahr 2016 insgesamt 2,1% betrug, stellte Sachsen-Anhalt mit nur 1,0% wieder einmal das ostdeutsche Schlusslicht dar. Im gesamtdeutschen Vergleich schnitt lediglich das Saarland noch schlechter ab. Berlin und Sachsen waren mit jeweils 2,7% bundesweit die Spitzenreiter beim Wirtschaftswachstum, Thüringen lag mit 1,8% gleichauf mit Westdeutschland (vgl. Abbildung a).

Plant-based Bioeconomy in Central Germany – A Mapping of Actors, Industries and Places

Abstract
The bioeconomy links industrial and agricultural research and production and is expected to provide growth, particularly in rural areas. However, it is still unclear which companies, research institutes and universities make up the bioeconomy. This makes it difficult to evaluate the policy measures that support the bioeconomy. The aim of this article is to provide an inventory of relevant actors in the three Central German states of Saxony, Saxony-Anhalt and Thuringia. First we take an in-depth look at the different sectors, outline the industries involved, note the location and age of the enterprises and examine the distribution of important European industrial activity classification (NACE) codes. Our results underline the fact that established industry classifications are insufficient in identifying the plant-based bioeconomy population. We also question the overly optimistic statements regarding growth potentials in rural areas and employment potentials in general.

Is the 'Central German Metropolitan Region' Spatially Integrated? An Empirical Assessment of Commuting Relations

Abstract
The 'Central German Metropolitan Region' is a network of cities and their surroundings, located in the three East-German states of Saxony, Saxony-Anhalt and Thuringia. It was founded to bring the bundled strengths of these cities into an inter-municipal cooperation, for making use of the possible advantages of a polycentric region. As theory claims, a precondition for gains from polycentricity is spatial integration of the region. In particular, markets for high skilled labour should be integrated. To assess how this precondition is fulfilled in Central Germany, in the framework of a doubly constrained gravity model the commuting relations between the functional regions of the (until 2013) 11 core cities of the network are analysed. In particular for higher educated employees, the results display that commuting relations are determined not only by distance, but also by the state borders that cross the area.

Abstract
Der Außenhandel Sachsen-Anhalts hat sich in den vergangenen Jahren abgeschwächt. Dies liegt vor allem an der anhaltenden Krise auf dem wichtigen Absatzmarkt Europa. Neue Wachstumsmärkte zu erschließen, ist gerade für die in Sachsen-Anhalt verbreiteten kleinen und mittleren Unternehmen schwierig. Zudem dominieren Vorerzeugnisse und Halbwaren den Export. Obgleich sich die Schwerpunkte in den Handelsregionen aufgrund der aktuellen Konjunktur jüngst leicht verschoben haben, bleibt es eine schwierige Aufgabe, das Außenwirtschaftspotenzial der Unternehmen besser zu entfalten. Mehr Produktinnovation, die Vernetzung von Wissenschaft und Wirtschaft, neue Anreize für die Fachkräftegewinnung und das Gründungsgeschehen sowie die strategische Erschließung von Auslandsmärkten sind Felder, auf denen das neue Außenwirtschaftskonzept des Landes ansetzen will. Es könnte damit zu mehr Internationalisierung der Unternehmen in Sachsen-Anhalt beitragen.
