Abstract
We develop an endogenous growth model in which clean and dirty technologies compete in production. Research can be directed to either technology. If dirty technologies are more advanced, the transition to clean technology can be difficult. Carbon taxes and research subsidies may encourage production and innovation in clean technologies, though the transition will typically be slow. We estimate the model using microdata from the US energy sector. We then characterize the optimal policy path that heavily relies on both subsidies and taxes. Finally, we evaluate various alternative policies. Relying only on carbon taxes or delaying intervention has significant welfare costs.

Abstract
Die Belastung der Einkommen mit Steuern und Beiträgen ist in Deutschland im internationalen Vergleich hoch. Ferner nehmen die Steuereinnahmen aufgrund der Steuerprogression im Verhältnis zur Bemessungsgrundlage trendmäßig zu. Um den dadurch zunehmenden ineffizienten Keil zwischen Arbeitgeberkosten und Arbeitnehmerbezügen nicht weiter steigen zu lassen oder sogar zu reduzieren, ist eine Reform des Einkommensteuertarifs erforderlich. In diesem Beitrag werden drei Reformvorschläge unterbreitet, die alle zu einer ähnlichen Gesamtentlastung führen würden, aber unterschiedliche Effizienz- und Verteilungswirkungen haben. Die Entscheidung für einen konkreten Tarifverlauf hängt letztlich von politischen Präferenzen ab.

Germany Benefited Substantially from the Greek Crisis
The balanced budget in Germany is largely the result of lower interest payments due to the European debt crisis. Research from the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association shows that the debt crisis resulted in a reduction in German bund rates of about 300 basis points (BP), yielding interest savings of more than EUR 100 billion (or more than 3% of gross domestic product, GDP) during the period 2010 to 2015. A significant part of this reduction is directly attributable to the Greek crisis. When discussing the costs to the German tax payer of saving Greece, these benefits should not be overlooked, as they tend to be larger than the expenses, even in a scenario where Greece does not repay any of its debts.

Monetary Policy under the Microscope: Intra-bank Transmission of Asset Purchase Programs of the ECB

Abstract
With a unique loan portfolio maintained by a top-20 universal bank in Germany, this study tests whether unconventional monetary policy by the European Central Bank (ECB) reduced corporate borrowing costs. We decompose corporate lending rates into refinancing costs, as determined by money markets, and markups that the bank is able to charge its customers in regional markets. This decomposition reveals how banks transmit monetary policy within their organizations. To identify policy effects on loan rate components, we exploit the co-existence of eurozone-wide security purchase programs and regional fiscal policies at the district level. ECB purchase programs reduced refinancing costs significantly, even in an economy not specifically targeted for sovereign debt stress relief, but not loan rates themselves. However, asset purchases mitigated those loan price hikes due to additional credit demand stimulated by regional tax policy and enabled the bank to realize larger economic margins.

The Effect of Succession Taxes on Family Firm Investment: Evidence From a Natural Experiment

Abstract
This paper provides causal evidence on the impact of succession taxes on firm investment decisions and transfer of control. Using a 2002 policy change in Greece that substantially reduced the tax on intrafamily transfers of businesses, I show that succession taxes lead to a more than 40% decline in investment around family successions, slow sales growth, and a depletion of cash reserves. Furthermore, succession taxes strongly affect the decision to sell or retain the firm within the family. I conclude by discussing implications of my findings for firms in the United States and Europe.

Abstract
German Fiscal Federalism is characterized by a high degree of fiscal equalization which lowers the efficiency of local tax administration. Currently, a reform of the fiscal equalization scheme is on the political agenda. One option is to grant federal states the right to raise surtaxes on statutory tax rates set by the central government in order to reduce the equalization rate. In such an environment, especially those federal states with lower economic performance would have to raise comparatively high surtaxes. With capital mobility, this could further lower economic performance and thus tax revenues. Although statutory tax rates are so far identical across German federal states, corporate tax burden differs for several reasons. This paper tries to identify the impact of such differences on firm location. As can be shown, effective corporate taxation did seemingly not have a significant impact on firm location across German federal states.

Abstract
Am Ende des Jahres 2019 tritt das Finanzausgleichsgesetz außer Kraft. Im Zuge dessen ergibt sich eine historische Chance, die Reibungsverluste im gegenwärtigen Ausgleichssystem durch eine Neuordnung der Bund-Länder-Finanzbeziehungen zu verringern. Ein aktuell viel diskutierter Vorschlag sieht eine flexible Ländersteuer vor. In diesem Beitrag wird analysiert, welche Auswirkungen eine solche erweiterte Steuerautonomie für die Bundesländer hätte und welche Möglichkeiten sich diesbezüglich für eine anreizfreundliche Neugestaltung des Finanzausgleichs mit hoher Ausgleichsintensität ergeben würden.

Abstract
In response to the financial crisis of 2008/2009, numerous new taxes on financial institutions have been discussed or implemented around the world. This paper discusses the connection between the incidence of the taxes, their incentive effects, and policy makers’ objectives. Combining basic insights from banking theory with standard models of tax incidence shows that the incidence of such taxes will disproportionately fall on small and medium size enterprises. The arguments presented suggest it is unlikely that the taxes will have a beneficial impact on financial stability or raise significant amounts of revenue without increasing the cost of capital to bank dependent firms significantly.
