Germany after stagnation: Slow stimulation of overall economy by export driven recovery

Abstract
The main centres of the recovery in this business cycle remain in the US and East Asia. Amid the fading stimuli from economic policy, the US economy loses some of its momentum and GDP will increase by 4.5% in 2004 followed by 3.5% in the coming year. In the euro area, the vibrant external trade more and more spills over into the domestic economy. Still, with 1.5% this year and 2% in 2005, GDP will clearly underperform in comparison to the growth centres of the world. In Germany, even more so than in the euro area, the revival depends on the world economy. Exports will maintain their strong upward trend and in their wake, demand for consumer as well as capital goods will start to increase. But increases in consumption will remain small this year and it will be 2005 before clear improvements can be observed. After stagnating in 2003, GDP will rise by 1.8% both this and next year.

Die Weltwirtschaft expandiert gegenwärtig kräftig, und der Welthandel verzeichnet hohe Zuwachsraten. Der Aufwärtstrend an den wichtigsten Aktienmärkten scheint auch Anfang 2004 anzuhalten. Das weiterhin recht niedrige Niveau der Kapitalmarktzinsen signalisiert, dass die Finanzmärkte Inflationsrisiken in nächster Zeit für gering halten, nicht zuletzt, weil die weltweite Stagnationsphase in erheblichem Umfang freie Kapazitäten hinterlassen hat. Die Ursachen für den konjunkturellen Aufschwung sind verschiedenartig: Das politische Umfeld hat sich stabilisiert, die Zentralbanken in den USA, im Euroraum und in Japan sind auf unverändert expansivem Kurs, und Finanzkrisen größeren Ausmaßes hat es in letzter Zeit nicht gegeben. Günstige Finanzierungsbedingungen konnten so weltweit zu einer Belebung der Investitionstätigkeit führen. Die Weltkonjunktur wird gegenwärtig auch von den dynamischen Wachstumsprozessen Chinas und – in geringerem Ausmaß – anderer asiatischer und mittelosteuropäischer Länder geprägt. Die steigende Nachfrage aus den Schwellenländern erklärt zum großen Teil das Anziehen von Preisen für Rohöl und Industrierohstoffe seit Mitte letzten Jahres.

Abstract
The Economic Outlook 2004 updates the IWH forecast for 2004 and gives a first outlook on 2005. The world recovery is mainly driven by the strong economic impulses from the USA. Whereas the upturn in the US is domestically driven, the impetus in the euro area is coming from external trade. Nonetheless in Germany corporate investment activity still is slow. Although the tax reductions in 2004 will support private consumption, its overall economic impulse will be weak. German GDP in 2004 will increase 1.6% and 1.8% in 2005. At the labour market no clear improvement can be expected till the second half of 2004; on a yearly average employment will decrease by 100 000 persons in 2004. Albeit the partly broad forward third instalment of the tax reform, fiscal policy will have a restrictive aim. Monetary policy on the other hand will continue to be highly expansive, but as the output gap shrinks the ECB can be expected to increase interest rates moderately.

Konjunkturausblick des IWH für 2004 - Das lange Warten auf den Aufschwung geht vorüber
Gestiegene Aktienkurse und Kapitalmarktzinsen kündigten seit dem Sommer 2003 eine konjunkturelle Wende in der Weltwirtschaft an. Jetzt nimmt der Aufschwung reale Gestalt an und markiert den Anfang eines neuen Konjunkturzyklus. Allerdings setzt er in den großen Regionen der Welt nicht gleichzeitig ein. Während in den USA und in Ostasien die gesamtwirtschaftlichen Aktivitäten bereits kräftig gestiegen sind, steht der Euroraum gerade am Beginn einer Erholung, und in Deutschland mehren sich erst die Anzeichen, dass die drei Jahre währende Stagnation bald überwunden wird.

Abstract
Wieder einmal erweisen sich die USA als Vorreiter der konjunkturellen Erholung der Weltwirtschaft. Im Laufe des Jahres haben sich die Aussichten für die US-Wirtschaft spürbar aufgehellt, auch wenn gegenwärtig Unsicherheit bezüglich der Stärke und Nachhaltigkeit des Aufschwungs besteht. Es stellt sich die Frage, in welchem Ausmaß die deutsche Wirtschaft von der erwarteten Belebung in den Vereinigten Staaten profitieren kann. Die Warenausfuhren machen immerhin fast ein Drittel des Bruttoinlandsproduktes in Deutschland aus, und mit einem Anteil von gut 10% sind die USA nach Frankreich der zweitwichtigste Abnehmer deutscher Produkte. Es gilt allerdings zu beachten, dass die Exporte neben der Nachfrage aus dem Ausland auch vom Wechselkurs beeinflusst werden. Im März vergangenen Jahres setzte eine markante Aufwertung des Euro ein.

Germany 2004: Only a transitory economic stimulus from moving tax cuts forward

Abstract
In summer 2003 the German economy once again did not overcome the stagnation, which by now lasted three years. Only by the end of this year the German economy will begin to receive stronger support from a then further improved world economy. In the past months both US and European monetary policy have provided sufficient liquidity by lowering interest rates. In the USA, additional support is provided by fiscal policy; tax reductions and rebates increase domestic demand. Overall, Gross Domestic Product in the US will increase by 2.1% this year; in the euro area GDP will merely expand by a modest 0.8%. For Germany one of its key sectors will not be able to lift the economy as usual and GDP, when compared to last year, will only stagnate. Provided by the brought forward tax reform 2000 the coming year will begin with a stimulus to the German economy. The tax reductions, though, will have limited effect on aggregate production, as the increased consumption will not be able to stimulate investment. Accounting for calendar effects GDP in Germany will increase by at least 1% in 2004 compared with this year, but due to several additional working days in 2004, the unadjusted rate of expansion will be 1.7%. No substantial improvements are expected for the job market.

Economic Development 2002 and 2003: Investments – The Achilles Heel of the Economy

Abstract
The Article analyses and forecasts the economic developments for the World and German in 2002 and 2003. During the winter 2001/2002 the World Economy was able to pull out of its trough. Nonetheless, the upswing did not reach investments and was mainly driven by consumption and exports in the USA and the remaining major economies, respectively. In the course of this and next year Investors will gradually regain their trust in the economy. The same will be the case for consumers in Germany and Europe. As a result a modest recovery on a wide front will develop. In the course of next year this recovery will start to weaken. In Germany, Wage Policy has retracted from its former moderate stance. Hence, although due to the improving economic conditions and the resulting slowed employment cuts by the end of 2002 as well as employment increases in 2003, the upswing on the labour market will not reach the dynamics of the 1999/2000 recovery. Fiscal Policy, caused by the need to consolidate the public budget, will be restrictive. Despite the low inflation risks, by the end of this year the ECB will have raised its major interest rate by 1/2 percentage point. Nonetheless, as interest rates in real terms will remain at relatively low levels a restrictive impact from the Monetary Policy in Germany and the Euro Area will is not expected. Abstract
Im Zusammenhang mit der jüngsten konjunkturellen Schwächephase wurde häufig argumentiert, dass Deutschland stärker von der konjunkturellen Situation in den USA abhängt als andere europäische Staaten. Die hier dargestellten Ergebnisse zeigen, dass sich konjunkturelle Impulse aus den USA auf Deutschland auswirken. Es kann jedoch nicht darauf geschlossen werden, dass die im europäischen Vergleich besonders starke konjunkturelle Eintrübung in Deutschland im Jahr 2001 vor allem auf außenwirtschaftliche Ursachen zurück geführt werden kann, da sich im Zeitraum 1994 bis 2001 die Auswirkungen konjunktureller Impulse aus den USA auf Deutschland nicht von jenen auf die übrigen Staaten der Europäischen Union unterscheiden. Die empirischen Resultate zeigen zudem, dass sich konjunkturelle Schocks aus den Vereinigten Staaten im Zeitraum 1974 bis 1990 geringfügig stärker auf die Bundesrepublik Deutschland auswirkten als nach der deutschen Vereinigung.

Abstract
This article updates the complete analysis and forecast of the economic developments in the World and Germany in particular for 2002, as published in Summer. After six quarters of downturn, the beginning of 2002 does not show signs of a revival in economic activity. Neither internal nor external forces are currently strong enough to reverse the underlying downward trend. It is assumed that by spring time the recession in the USA will have faded. Resulting is a stimulus for the World Economy. This initiating impulse will revive production in Germany and the Euro Area, which by the second half of 2002 will gain pace. The increase in exports, as induced by the upturn in the US-Economy will positively affect domestic demand. With the usual time lag this development will also strengthen the job market. Monetary Policy will remain expansive and begins to show its full effect. Fiscal Policy, on the other hand, due to the need for consolidation, will remain restrictive.

Abstract
Derzeit werden in Deutschland verschiedene Modelle zur Reform des Steuer- und Transfersystems und zur Subventionierung eines Niedriglohnsektors diskutiert. Der Hintergrund dieser Reformansätze ist die Umgestaltung der Sozialtransfers, die in der jetzigen Ausgestaltung durch hohe Transferentzugsraten negative Anreize zur Aufnahme einer gering entlohnten Beschäftigung setzen. Bei hohen Transferentzugsraten kommt es zu der Situation, daß trotz einer Steigerung des Erwerbseinkommens keine wesentliche Erhöhung des verfügbaren Einkommens folgt, da die Transfers gleichzeitig gekürzt werden. Es entsteht eine sogenannten "Arbeitslosigkeitsfalle", in der sich die Aufnahme einer Beschäftigung für Transferempfänger kaum lohnt. Die Fehlanreize des Steuer- und Transfersystems stellen vor allem für Personen mit niedriger Produktivität und entsprechend geringen potentiellen Löhnen ein Problem dar.
