Abstract
This paper reviews how long-term relationships between firms and banks shape the structure and integration of banking markets worldwide. Bank relationships arise to span informational asymmetries that are endemic in financial markets. Firm-bank relationships not only entail specific benefits and costs for both the engaged firms and banks, but also directly affect the structure of banking markets. In particular, the sunk cost of screening and monitoring activities and the 'informational capital' collected by the incumbent banks may act as a barrier to entry. The intensity of the existing firm-bank relationships will determine the height of this barrier and shape the structure of international banking markets. For example, in Scandinavia where firms maintain few and strong relationships, foreign banks may only be able to enter successfully through mergers and acquisitions. On the other hand, Southern European firms maintain many bank relationships. Therefore, banks may consider entering Southern European banking markets through direct investment.

Local Taxes and Capital Structure Choice

Abstract
This paper investigates the question of taxation and capital structure choice in Germany. Germany represents an excellent case study for investigating the question of whether and to what extent taxes influence the debt-equity decision of firms, because the relative tax burdens on debt and equity vary greatly across communities. German communities levy local taxes on profits and long-term debt payments in addition to personal and corporate taxes on the federal level. A stylized model is presented incorporating these taxes. The model shows that local taxes create substantial incentives for firms to use debt financing. Furthermore, the paper empirically investigates the effect of local business taxes on the share of debt used to finance incremental investments by German firms. I find that local taxes significantly influence the capital structure choice of firms, controlling for a large number of other factors. In an extensive sensitivity analysis the tax effect are found to be robust across several different specifications.

Abstract
Eine Analyse der Bildungsstruktur der Migranten auf Basis der Daten des SOEP ergibt Anzeichen, dass sich die bis 1997 beobachteten positiven Wanderungssalden bei Personen mit hohen Bildungsabschlüssen seit 1998 in ihr Gegenteil verkehrt haben. Während für die Zuwanderer aus den alten Bundesländern keine wesentlichen Strukturveränderungen festzustellen sind, hat sich der Anteil der Höchstqualifizierten bei den Abwanderern aus Ostdeutschland gegenüber dem Zeitraum 1992-1997 verdoppelt. Außerdem werden Aussagen über Umfang und Altersstruktur der Migration gemacht.

Productivity gap of East German industry: A summarizing evaluation

Abstract
Ten years after German unification labor productivity in the New Laender reaches only 70 per cent of West German levels. Further, in the second half of the 1990ies, convergence did not continue. Because productivity can be regarded as a key for wages, for competitiveness of firms and for future transfer payments, the reasons for low productivity in East Germany are of major importance. In this article, it is argued that the existing productivity gap reflects mainly structural differences between East and West Germany, that is the high share of small firms and the predominance of sectors with low value added per worker. Additionally, difficulties on product markets leading to insufficient selling prices are responsible for the comparative low productivity of East German firms. Differences in capital intensity or in human capital, however, do explain only a small part of the productivity gap.

Abstract
Though the basic economic problems are still of the same kind all over East Germany, partially considerable regional differences exist in respect to the conditions for further economic development. Therefore, detailed empirical analyses for the individual Länder and their sub-regions are necessary making economic policy recommendations. The following contribution deals with this task taking Saxony-Anhalt as an example.
A multitude of indicators is used to bring out the specific strengths and weaknesses of the economy of this state (Land) and its sub-regions. The outstanding strength of Saxony-Anhalt are the high private investment outlays which served to build a modern capital stock during the past ten years. Another fundamental strength of the Land are the universities and public research institutions. Besides these unambiguous strengths some ‘ambivalent’ growth factors exist which are characterized by strengths as well as by weaknesses. Such ‘ambivalent’ growth factors are the infrastructure and the situation of important sectors and branches of economic activity. The weaknesses of Saxony-Anhalt’s economic structure find expression especially in its low supply with human capital and entrepreneurial initiative as well as in the few research and development efforts of its firms.
The aforementioned strengths of the Land are reflected insufficiently in its economic output. Consequently some economic policy measures are proposed to bring about an improvement: Amongst other things Saxony-Anhalt should develop a clear idea of its economic development (Leitbild). Such a Leitbild could be related to the Land’s strengths or to the elimination of its major weaknesses. This also would facilitate a concentrated use of the different economic policy instruments. The latter shouldn’t only be concentrated on singular economic growth factors but also spatially, on the economically stronger sub-regions, as this can lead to larger growth effects for the entire Land. The good provision with public research institutions in Saxony-Anhalt should be used to bring about an improvement of the economic structure to a larger extent than until now. This could be done for example by means of a further strengthening of applied research vs. basic research, possibly via orienting the public research more towards the existing branches of economic activity. Finally, the Land should intensify its efforts to increase the entrepreneurial initiative in Saxony-Anhalt, e. g. by means of introducing courses in economics in its schools.

Human capital in transformation – The example of the new Länder

Abstract
The human capital of a nation is highly correlated to its productivity. Thus, differences in human capital may be seen as one factor determining the productivity gap between East and West Germany. However, a disadvantage of East Germany with regard to hu-man capital only shows up as long as it concerns skills that are built up on the job, i.e., by learning by doing; even more, this disadvantage has been decreasing in the 1990's. In contrast, as long as it concerns skills that have been acquired through formal education, East Germany has a high level of human capital in comparison to West Germany. In general, the problem of East Germany’s human capital proves to be rather demand-sided. It may be due to East Germany’s low skill-intensive industry structure.

Abstract
War die Binnenmigration zwischen Ost- und Westdeutschland von 1989 bis 1991 durch eine überproportionale Abwanderung mittlerer und hoher Bildungsabschlüsse aus Ostdeutschland gekennzeichnet, so hat sich das Bild danach deutlich gewandelt. Seither wandern zwar noch immer überwiegend junge und gut ausgebildete Personen von Ost- nach Westdeutschland, jedoch ist dies auch bei der inzwischen bedeutenden Zahl der Umzüge in der Gegenrichtung der Fall. Der Saldo der Wanderungen von Personen mit einem (Fach-)Hochschulabschluß ist für Ost-deutschland seit 1992 sogar positiv.

n dem Papier wird untersucht, inwieweit Qualifikationsstrukturen das Wachstum bei den produktionsnahen Dienstleistungen in den neuen Ländern behindern. Die Analyse zeigt, dass in manchen Bereichen (z.B. EDV, Steuer- und Rechtsberatung) in absehbarer Zeit die Nachfrage nach Arbeitskräften trotz der hohen Arbeitslosenquote nicht mehr zu decken sein wird. Für einige Bereiche bieten sich berufliche Weiterqualifizierungsmaßnahmen an, für andere eine verstärkte Berufsausbildung.
