Revival in service sectors, but industrial activity remains weak for the time being
After the recession during winter, the German economy will expand at a moderate pace in the coming quarters and despite higher interest rates, as private consumption will pick up again with slowly declining inflation and increased wage momentum. In its summer forecast, the Halle Institute for Economic Research (IWH) expects gross domestic product to decline by 0.3% in 2023, while growth of 1.7% is forecast for the coming year.

*** Vergleich der Tariflohnabschlüsse von Chemischer Industrie, Deutscher Post, Metall- und Elektroindustrie und öffentlichem Dienst von Bund und Kommunen *** Die hohe Verbraucherpreisinflation hat den Lohndruck bei den Tarifverhandlungen stark erhöht. Das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) hat die Lohnabschlüsse für vier ausgewählte Branchen, die sich im vergangenen Halbjahr auf Neuabschlüsse geeinigt haben, verglichen. Dabei zeigen sich hohe nominale Lohnsteigerungen. Insbesondere die Inflationsausgleichsprämie, die in allen vier Branchen bis zur maximalen Höhe von 3000 Euro vereinbart wurde, lässt die Bruttolöhne kräftig steigen. In der Chemischen Industrie, in der es bereits in der vergangenen Lohnrunde eine hohe Einmalzahlung gab, füllt die vereinbarte Inflationsausgleichszahlung diese Lücke.

The East German economy expanded strongly in the first half of 2022, but falls into recession in the second half of the year ‒ Implications of the Joint Economic Forecast Autumn 2022 and of Länder data from recent publications of the Statistical Office
The energy crisis is pushing the German economy into recession. This also affects the economy in East Germany. According to the Halle Institute for Economic Research (IWH), East German production will expand at a slightly stronger rate of 1.5% than in Germany as a whole. For the coming year, the decline in East Germany is expected to be less pronounced than in the west at 0.1% (Germany: ‒0.4%). For 2024, the economists forecast a growth of 1.7% (Germany: 1.9%).

German economy will pick up speed only slowly
In winter of 2018/2019, the global economy weakened considerably, mainly due to economic policy risks. In Germany, the economy will pick up speed only slowly. According to IWH spring economic forecast, gross domestic product will increase by 0.5% in 2019. Growth in East Germany will amount to 0.7%.

Abstract
This paper investigates the intra-regional development patterns in East Germany with particular reference to the manufacturing sector. When East Germany’s economy was ruled by the central planning regime, the share of industrial workforce in total employment was the greatest in entire Europe. It exceeded the respective value in the Soviet Union at that time. When the transition from a centrally planned economy to a market economy occurred, the East German manufacturing sector faced the greatest challenges.

Abstract
Der Beitrag untersucht, wie es um den industriellen Kern des Chemiestandorts Schkopau in Sachsen-Anhalt, der eng mit dem Namen Buna verbunden ist, mehr als ein Vierteljahrhundert nach der Herstellung der Deutschen Einheit bestellt ist. Anders als in Bitterfeld-Wolfen, wo eine Privatisierung der großen Chemiekombinate nicht zustande kam und stattdessen eine fragmentierte Landschaft kleiner und mittelgroßer Chemie- und anderer Produktions- und Dienstleistungsfirmen entstand, gelang fast fünf Jahre nach dem Übergang zu marktwirtschaftlichen Verhältnissen ein Verkauf des ehemaligen Stammbetriebs des Kombinats VEB Chemische Werke Buna sowie der Sächsischen Olefinwerke in Böhlen und von Teilen des Leuna-Werkes an den US-amerikanischen Investor The Dow Chemical Company, allerdings unter Inkaufnahme einer starken Reduzierung der Beschäftigtenzahl und mit sehr hohen Subventionen. Der industrielle Kern konnte dadurch erhalten werden. Die intra- und überregionale stoffliche Vernetzung ermöglicht eine moderne und flexible Rohstoffversorgung. Gleichwohl ist der mitteldeutsche Chemiestandort wie andere in Deutschland und Europa in seiner Wettbewerbsfähigkeit durch kostengünstige Produktionen in den USA, in Asien und im arabischen Raum herausgefordert.

Abstract
In this article, we describe the results of a multiple case study on the indirect corporate innovation impact of climate change in the Central German chemical industry. We investigate the demands imposed on enterprises in this context as well as the sources, outcomes and determining factors in the innovative process at the corporate level. We argue that climate change drives corporate innovations through various channels. A main finding is that rising energy prices were a key driver for incremental energy efficiency innovations in the enterprises’ production processes. For product innovation, customer requests were a main driver, though often these requests are not directly related to climate issues. The introduction or extension of environmental and energy management systems as well as the certification of these are the most common forms of organizational innovations. For marketing purposes, the topic of climate change was hardly utilized so far. As the most important determinants for corporate climate innovations, corporate structure and flexibility of the product portfolio, political asymmetry regarding environmental regulation and governmental funding were identified.

Abstract
The paper examines how science and industry perceive each other. Cooperation in the field of innovation and research and development has increased in recent years. But comprehensive empirical research on the mutual perception of science and industry is lacking so far. The article presents the results of explorative research based on a number of qualitative interviews with representatives from science and industry on that topic. The interviews were carried out in the Central German Region which is a centre of manufacturing industry especially of chemicals. So the two selected industries are chemical industry (high-tech based) and food processing (low-tech based). The paper provides remarks on the German innovation system. The empirical section summarizes the interview reports. We found only little evidence of conflict of interests between market-oriented industry and science organisations. Cooperation exists and works. The key issue is trust.
