Business Incubators in Eastern Germany: Positive Interim Results

Abstract
Business incubators (BIs) are local technology and innovation policy measures that have attracted a great deal of attention by cities and municipalities in Eastern Germany. The enthusiasm of local-policy makers has led to a current number of nearly 130 incubator organizations in Eastern Germany. The article is based on a wider research project that focuses on the evaluation of the effectiveness of five BIs in Eastern Germany. In this article, three key issues of BI-effectiveness are concerned: the incubation time of client and graduate companies, the technological competence of supported firms and the share of newly founded firms in the BIs. Empirical results are positive concerning the indicators incubation time and the share of start-ups in the BIs. Deficiencies of the five BIs are found regarding the technological competence of the supported firms. The article concludes with a short outlook on future research questions.

Abstract
Real costs of freight transportation have strong increased in Russia particularly during the period of price liberalization 1992–93. This paper investigates possible connections between rising transport costs and the evolution of the size structure of the system of cities in the Russian Federation and its federal subjects. Empirical findings suggest that under conditions of a closed system agglomeration processes according to the predictions of the model of Tabuchi et al. (2005) would have taken place especially in the periphere regions of the North and Far East.

Abstract
Different lobby groups that fear a discrimination of the old and historic housing stock with its cultural value recently challenged the success of the urban renewal program „Stadtumbau Ost“. To make the discussion about it more objective, the subsidies for deconstruction and for improvement of the program are examined for the Free State of Saxony. The descriptive empirical analysis shows that the deconstruction of old houses mainly took place in cities with a higher share of old houses. Insofar, the danger of a total loss of the old housing stock may be low. Considering the allocation of the improvement subsidies, it can be shown that areas with old housing do profit relatively more, but not so often like the prefabricated socialist residential areas of the former GDR. The development of the historic housing stock, an explicit goal of the program “Stadtumbau Ost”, has been carried out in a minor degree in favour to the goal of housing market-adjustment.

Abstract
The article is evaluating the existing system of Property Taxation in Canada: how efficient is the system in general, and how is the Canadian Property Tax corresponding to the criteria for an efficient local taxation? The fiscal relevance of the Property Tax for Canada's cities is - as compared to other local revenues - much too high. But the Canadian Property Tax shows a lot of positive features. For local policymakers, the system of Property Taxation leads to strong incentives for measures which are able to increase or to stabilize the value of local property. In general, an adoption of some core features of the Canadian system of Property Taxation by European countries could be recommended.

Abstract
The article presents the results of an empirical investigation into urban reconstruction measures of selected East German cities in the field of infrastructure. Due to the general demographic trend of a shrinking population, it has been claimed that urban infrastructure has to be deconstructed or reconstructed, in response to the shrinking process. The article shows that (up to the year 2005) in all cities measures for an expanding infrastructure were dominant; only in the fields of schools, children’s day-care and water supplies, the cities had already started measures to reduce the existing infrastructure.

Abstract
The trend of cities, serving as a location for universities and research institutes, to take into consideration new strategies utilizing this location factor for growth-oriented urban development can also be observed in Germany. An overview of the quantitative preconditions shows that many German cities dispose of favorite preconditions for such a knowledge city strategy. An analysis of the policy arena comes to the result that the political actors are confronted with the task of a complex multi-level-policy where networking skills become essential. A comparison with the policy conditions in the U.S. makes it quite clear that especially the German universities have the status of semi-autonomous actors complicating negotiating and coordinating activities between city and science representatives. First examples of deregulation show that these hurdles can be overcome in the future.

Abstract
Many East German cities are suffering from housing vacancies and depopulation. The federal state has launched a subsidy program “Stadtumbau Ost” (City Reconstruction East) to fight the problems caused by these conditions. Cities getting funds from this subsidy program have installed committees and expert circles for making decisions where in the city to remove housing units. The institutionalisation of these decisional structures besides the established local political system is the starting point of the author to examine if these structures already are qualifying as “urban regimes” an approach primarily developed by US-American political scientists.

Abstract
Political measures in the field of urban development have relevant impacts on the local and regional economy, for example on private investment, the value of real estate or the image of a city. An evaluation of national (federal) programs for the support of urban development would not be complete without considering these impacts. For the measures, which are supported by the federal program for support on “Urban Redevelopment in East Germany” (“Stadtumbau Ost”), the economic conditions of the supported cities have played, so far, only a minor role. One expression for this is that the measures for demolishing (“Rückbau”) were concentrated on quarters with prefabricated buildings. From the perspective of local and regional economic development, there have also been failures in the allocation of money for increasing the value of real estate (“Aufwertung”), as the article shows for the example of the state of Saxony.

Abstract
Im Bemühen um eine verbesserte wirtschaftliche Entwicklung stellen Städte, die über Wissenschaftseinrichtungen verfügen, vermehrt Überlegungen an, diesen Standortfaktor als Grundlage für neue Wachstumsstrategien heranzuziehen. Ein Überblick über die quantitativen Voraussetzungen, die die deutschen Städte für die Verfolgung einer derartigen „Knowledge City“-Strategie haben, zeigt, daß 29% der deutschen Städte mit mehr als 20 000 Einwohnern als Standort für Hochschulen und Forschungsinstitute dienen. Auch unter den Mittelstädten sind in quantitativer Hinsicht die Chancen für die Anwendung einer solchen Strategie gut verteilt. Die Analyse des Politikfelds nach Instrumenten und beteiligten Politikebenen ergibt, daß sich hier die Aufgabe einer komplexen Mehrebenenpolitik mit begrenzt autonomen Akteuren stellt. Gerade die Akteure auf der kommunalen Ebene, denen eine Initiativ- und Führungsrolle im Politikprozeß zukommt, verfügen über sehr geringe Entscheidungsmacht, so daß die Erfolgschancen einer „Knowledge City“-Strategie stark vom Geschick abhängen, Netzwerke zu knüpfen und Kooperationen einzuleiten. Eine besondere Hürde stellt bisher noch die geringe Autonomie der Hochschulen dar, die unter der Direktive der jeweiligen Landesregierung stehen. Erste politische Reaktionen wie z. B. in Nordrhein-Westfalen zeigen, daß die Problematik dieser Regulierungspraxis zunehmend erkannt und den Wissenschaftseinrichtungen ein Autonomiezuwachs ermöglicht wird. Würden diese ersten Anzeichen zu einem flächendeckenden Trend anwachsen, könnte dies mehr Städte motivieren, eine „Knowledge City“- Strategie einzuschlagen.

Analysis of location of large-area shopping centres - A probalistic gravity model for the Halle-Leipzig area

Abstract
A profund analysis of large-area shopping centres from the perspective of retail, but also of communes is of importance for the choice of site selection. In central Germany, the Halle–Leipzig area represents an example of strong competitiveness between the different participants in retail. The analysis described in this article is based on the MCI Model of Nakanishi and Cooper, which is used to investigate the regional influences of nine large shopping centres in the area of interest. The analysis demonstrates, that the studied shopping centres intensely affect the structure of retail in the region and exert a strong influence on the structural weakness of the surrounding cities due to their relative success in comparison to other retail locations city centres. An important volume of the turnover of the administrative districts flows to the analysed shopping centres. On the other hand, the article describes the influence of a systematic location decision on the reachable turnover potential of the modelized large-area shopping centres among each other. The shopping centres Saale Park (today Nova Eventis) near Leipzig and the Paunsdorf Center in Leipzig show the biggest influence on the competing centres.
