Abstract
In der Wirtschaftsleistung je Einwohner haben die ostdeutschen Flächenländer laut amtlichen Angaben seit einigen Jahren kaum noch Fortschritte gegenüber dem Stand in den Ländern des früheren Bundesgebiets erzielt (gemessene Konvergenz). Damit ist der Konvergenzvorsprung der ostdeutschen Pro-Kopf-Produktion gegenüber dem „neoklassisch“ bestimmten Angleichungspfad nicht nur geschmolzen, sondern bereits verschwunden.

Die Entwicklungsperspektiven der Neuen Länder sind nicht losgelöst von der künftigen gesamtdeutschen Wachstumsdynamik. Nicht nur in Ostdeutschland, sondern in Deutschland insgesamt besteht die Herausforderung darin, die Produktivität zu steigern, und zwar stärker als bislang.

Abstract
Die Wirtschaft in Ostdeutschland (ohne Berlin) dürfte im Jahr 2015 um 1,5% expandieren. Sie partizipiert dank der engen Integration in den gesamtdeutschen Konjunkturverbund am bundesweiten Aufschwung des privaten Konsums und der Investitionen. Wegen der überwiegenden Orientierung der Exporte auf den Euroraum und die angrenzenden mittel- und osteuropäischen Länder dürfte die ostdeutsche Wirtschaft auch von der dort einsetzenden Erholung profitieren. Allerdings gibt der Handel mit Russland wohl weiter nach.

The Joint Dynamics of Sovereign Ratings and Government Bond Yields

Abstract
In the present paper, we build a bivariate semiparametric dynamic panel model to repro-duce the joint dynamics of sovereign ratings and government bond yields. While the individual equations resemble Pesaran-type cointegration models, we allow for different long-run relationships in both equations, nonlinearities in the level effect of ratings, and asymmetric effects in changes of ratings and yields. We find that the interest rate equation and the rating equation imply significantly different long-run relationships. While the high persistence in both interest rates and ratings might lead to the misconception that they follow a unit root process, the joint analysis reveals that they converge slowly to a joint equilibrium. While this indicates that there is no vicious cycle driving countries into default, the persistence of ratings is high enough that a rating shock can have substantial costs. Generally, the interest rate adjusts rather quickly to the risk premium that is in line with the rating. For most ratings, this risk premium is only marginal. However, it becomes substantial when ratings are downgraded to highly speculative (a rating of B) or lower. Rating shocks that drive the rating below this threshold can increase the interest rate sharply, and for a long time. Yet, simulation studies based on our estimations show that it is highly improbable that rating agencies can be made responsible for the most dramatic spikes in interest rates.

Abstract
This paper reports the results of several investigations into the determinants of company shutdowns using administrative data for Germany. We show that between 1975 and 2008, the average shutdown rate has risen considerably in western Germany. For most of the time, shutdown rates in eastern Germany were higher, but they have converged to the western level recently. The shutdown risk falls with company size and is substantially higher for young companies. Shutdown rates initially decline as companies age, reaching a minimum at ages 15 to 18, and then rise again. Companies begin to shrink several years before closure, and the remaining workforce becomes on average more skilled, more female and older in companies about to close compared to surviving ones.

Abstract
The sluggish convergence between East and West Germany and the persistent productivity deficit of the East Germany economy are the motivation of a large number of studies and analyses. Public physical capital and human capital play a major role therein. However, there are no appropriate time series to verify the hypotheses which are discussed in the literature in empirical studies. Therefore, in this thesis public and private physical capital as well as human capital will be estimated for East and West Germany. The newly constructed data are then used to derive more exact estimates of total factor productivity in both regions.

Abstract
The article demonstrates that the most important reason for the slowdown and stagnation of economic convergence in East Germany is the weakness in terms of research and development and innovation. It analyzes the interrelationship between industrial and innovative development in the East German federal states since 1990. The article shows how the East German industry sector and its R&D activities looked like in the late 1980s and which transition it had undergone in the course of privatization. The industrial development of the new federal states after 1990 is analyzed. The paper reveals structural shortcomings in East Germany's economy and considers their impact on the progress in R&D.
