Abstract
The proponents of municipal area reforms – e.g. the recently completed reform in Saxony-Anhalt – expect that municipal amalgamations or centralized organizational forms save costs or increase the efficiency of local public service provision. This article examines the potential efficiency deficits of Saxony-Anhalt´s fragmented municipal structures on the eve of the crucial phase of the municipal reform. The results of a two-step DEA bootstrap procedure show that decentralized municipalities (“Verwaltungsgemeinschaften”) do not have to be significantly less efficient than centralized municipalities (“Einheitsgemeinden”). Furthermore, the results of the scale efficiency analysis suggest that the majority of Saxony-Anhalt´s communities already had an approximately efficient “firm size” – if the aggregated level of the municipal associations is examined. The relationship between scale efficiency and population is U-shaped. On the one hand, the results do not support the preservation of micro-municipalities or the formation of municipal associations with more than ten members. On the other hand, the results provide also no evidence for the necessity to reduce the number of towns and municipalities in Saxony-Anhalt from 1118 in 2004 to currently 219 – even if the looming population decline is taken into account.

Large swings of current accounts have been a side-effect of economic integration in the European Monetary Union. Moreover, there seems to be a correlation between current accounts and the budget balance. This contribution is an inquiry into possible ways of equilibration of these balances. The focus is on fiscal policy advancements in EMU.

Abstract
Modeling the price risk of CO2 emission allowances is an important aspect of integral corporate risk management related to emissions trading. In this paper, a pricing model is developed which may be the basis for evaluating the risk of emission certificate prices. We assume that the certificate price is determined by the expected marginal CO2 abatement costs in the current trade period as well as by the long-term marginal abatement costs. The price risk is modeled on the basis of a mean reversion process. Due to uncertainties about the future state of the environment, we suppose that within one trade period erratic changes in the expected marginal abatement costs may occur leading to shifts in the price level. In addition to the parameter estimation, it is also an objective of this work to modify the mean reversion process so that such abrupt changes in the expected reversion level can be displayed. Because of the possibility of transferring spare allowances to a subsequent period we take into account the fact that the expected long run marginal abatement costs act as a lower limit for the price in the trading period.

Abstract
During the last decades, current account imbalances increased all over the world. In this context, countries with current account surpluses, in the European Union especially Germany, are increasingly blamed for their modest wage policies, which are seen as the main reason for global imbalances. On the basis of a panel data model, the present paper indentifies the determinants of current account imbalances of EU Member States. As the results show, price competitiveness is, although significant, only one out of many explanatory variables. Instead, current account imbalances are substantially caused by divergent propensities to save. This does not only relate to public, but also to private savings. Accordingly, demands addressed to Germany and other countries for higher wage agreements alone would be unrewarding. Instead, domestic demand in surplus countries should be increased by other means. On the other hand, in countries with current account deficits, existing savings potentials should be adequately exploited.

Abstract
In the European Monetary Union there is an ongoing debate about the sustainability of high and long-lasting current account deficits and surpluses. In light of the questions of its proper working as a currency area and inspired by the Optimum Currency Area theory, economic policy proposals have been developed for the institutional amendment of European fiscal policy. This contribution questions if the existing proposals are suitable for addressing the problem of current account balances which are deemed to be excessive. Alternatives have to be developed with a symmetrical impact, thus targeting excessive current account deficits and surpluses as well. At the same time, a challenge for such an alternative would be a more effective implementation than the existing modes of European economic policy coordination.

Abstract
Germany faces a substantial challenge from demographic change in the forthcoming decades. While large cohorts reach retirement age, the working-age population shrinks. One option to curtail economic effects of this imbalance is to increase female labour force participation. The study uses data from the German Socio-Economic Panel (GSOEP) to analyze the impact of children on careers of women in East and West Germany, respectively in terms of participation and realized wages or occupational prestige. Results indicate strong regional differences, with East German mothers returning much faster to the labour market than their western peers. Participation rates – especially full-time employment – of the latter group remain permanently below levels of childless women. Careers of East German mothers are hampered by a higher risk of unemployment. The mother wage gap is relatively large among western mothers and remains so even after taking into account previous experience and unobserved heterogeneity. The study documents a negative and statistically significant relationship between children and occupational prestige only for West Germany. The observed career differences between mothers in both parts of the country may be rooted in a larger supply of institutionalized child-care arrangements in East Germany.

Abstract
East Germany’s economy growth was not able to close, over the last ten years, the lag against the West German economy. This paper inquires into the economic reasons, especially those that can be traced in history. It is shown that the exodus of elites from what was Central Germany started in the 1930s because of the persecution of the Jewish elites. During the period after the Second World War until the construction of the wall in 1961 especially young and qualified people left the Soviet Zone and later the G.D.R. Thus, the elites destroyed in the Third Reich and the Second World War could not be replaced exogenously. In the 1970s, an inadequate economic system destroyed the still existing industrial middle class which was an important base of productivity and helped to generate foreign income because of its export intensity to the Western countries. This generated a current account crisis which was only overcome by a loan from West Germany, the so-called “Strauß-Kredit”. In 1988, however, the fundamental problems again became visible and enforced a change of the economic system. The privatisation strategy by the Treuhand by and large did not sell or restitute enterprises but sold plants out of the fragmented combines. Today, the visible deficit in headquarter function is the most important single obstacle against growth and wealth in the New Lander. It can be expected that this will only disappear within a new technology cycle.

Abstract
This contribution analyses whether the behaviour of rating agencies has changed since their failure to predict the Asian crisis. The paper finds no robust econometric evidence that rating agencies have started to take micro-mismatches into account when assigning sovereign ratings. Thus, given the current approach of credit rating agencies, we have reservations concerning the effectiveness of Basel II to prevent the transmission from currency crises to banking crises for potential future crises.

Abstract
In recent times the strategies of monetary policy, in particular that of the ECB, have been in the limelight of both scientific and public attention. After introducing into conceptual basics of monetary policy strategies, we compare inflation targeting and monetary targeting as the two prevalent strategies. The criteria established for this comparison are the way how the transmission of monetary policy is modeled, the role of expectations, the meaning of a nominal anchor as well as transparency and accountability. We conclude with a critical appraisal of the current ECB strategy.
