Abstract
The German Economy seems unable to gather momentum, and impulses continue to come only from foreign trade; the healthy exports have almost completely failed to trigger a domestic revival. At the same time, in the wake of persistently high prices for oil and other crude materials, the world economy is slowing. Although the level of activity will remain relatively high in the near term, the USA – the main world economic engine – has entered the later stage of the current upswing.

Abstract
The article examines the economic performance and the conditions for future economic development in the German Land of Saxony-Anhalt. After the integration of Saxony-Anhalt into the market economy since 1989, strong structural changes have taken place. Nevertheless, agriculture, coal mining and the chemical industry as some of the traditional sectors of the Land’s economy have remained their importance. The weak points of the economy are the low number of entrepreneurs and a low tendency for innovations in the private sector. The Magdeburg region and the Halle region have better conditions for (inter-) national competitiveness than the Altmark region and the Dessau region. But the potentials of the urban centers Magdeburg and Halle are - as compared to other East German cities - not very strong. For improving the eonomic conditions, new instruments for stimulating entrepreneurship and for strengthening the position of the two urban centers should be installed. In addition, innovation activities of private firms could be improved by new linkages between the private sector and Saxony-Anhalt’s public research units.

Abstract
While it is widely acknowledged that there is a technology transfer from parent companies to foreign subsidiaries in central East European countries, there is no clear cut evidence for technology spillovers in favour of domestic companies so far. The paper presents a theoretical framework for how spillover mechanisms are turned into a reality and outlines empirical findings on technology spillovers for transition economies based on a comprehensive literature review. Against the background of an empirical qualitative study, the paper provides firm level explanations for the obvious lack of technology spillovers. Policy oriented issues will be discussed in the conclusions.

Monetary Policy and Bank Lending in Japan: An Agency-based Approach

Abstract
This paper studies the incentive effects on Japanese banks of a low interest rate policy by the Bank of Japan. It utilizes a simplified version of an overlapping principal-agent-style model of corporate finance originally developed in Dietrich (2003). This model is dedicated to study the monetary policy transmission mechanism by combining arguments of the broad credit channel and the bank lending channel taking into account that banks need to be provided with incentives to monitor entrepreneurs. We argue that stipulating banks to possess some amount of own capital generate these incentives. We denote this capital requirement to be market based and show that this requirement depends crucially on interest rates. After revealing some shortcomings of the credit crunch hypothesis, we apply this approach to the Japanese economy. As a result, a policy of very low interest rates may not only be inefficient but counterproductive to reactivate a stumbled economy via the usual credit channel.

Abstract
Wir untersuchen die Bedingungen, unter denen infolge der Globalisierung, insbesondere des Verfalls der (Informations-) Transaktionskosten Wettbewerbspolitik möglich ist. Dabei gelangen die Arrangements der "E-conomy" und der - als Gegensatz begriffenen - "old economy" in das Zentrum des Interesses. Wir zeigen die wesentlichen Unterschiede zwischen beiden Arrangements auf und prüfen, ob die bekannten Wettbewerbsleitbilder mit der E-conomy grundlegend kompatibel sind. Wir erkennen wesentliche Unvereinbarkeiten, die anschließend vor dem Hintergrund des deutschen Kartellrechts reflektiert werden. Dabei liegt der Fokus auf den Instituten der Mißbrauchsaufsicht sowie der Kontrolle von Kartellen und Fusionen.
Wir zeigen, daß die abstrakte Struktur des deutschen Kartellrechts hinreichend ist, daß eine vermehrte Theorieabwägung, welche wettbewerbspolitischen Bedingungen im einzelnen vorliegen, erforderlich wird, um zu wirtschaftlich befriedigenden Ergebnissen zu kommen. Eine besondere Bedeutung gewinnt das Institut der Legalausnahme, das im Rahmen der 7. Kartellrechtsnovelle in das deutsche Kartellrecht im Rahmen der Anpassung an europäisches Recht eingefügt wird.

Abstract
Trotz der allgemein schwachen Inlandsnachfrage in ganz Deutschland ist die gesamtwirtschaftliche Produktion im Ostteil der Republik 2004 das dritte Jahr in Folge gestiegen. Kräftig erhöht hat sich die Nachfrage des Auslands nach Gütern aus Ostdeutschland. Die Warenausfuhren sind überdurchschnittlich in die alten EU-Länder gestiegen, Impulse aus dem Vollzug der Osterweiterung lassen sich dagegen für die neuen Bundesländer kaum nachweisen. Nach dem Fall der letzten Handelsschranken hat es auch keinen Importboom aus den neuen Mitgliedsländern gegeben. Der Anstoß aus dem Ausland hat zwar die Exportindustrien und ihre Zulieferzweige erreicht, aber infolge des geringen Gewichts dieses Sektors war die Wirkung auf die Gesamtwirtschaft gering....

Abstract
Die ostdeutsche Wirtschaft ist nach ersten Schätzungen des IWH dabei, im laufenden Quartal die Fast-Stagnation zu Beginn des Jahres 2005 zu beenden. Im Unterschied zum kräftigen Zuwachs des Bruttoinlandsprodukts in den alten Bundesländern war die gesamtwirtschaftliche Produktion im Osten in den ersten Monaten des Jahres gegenüber dem Schlussquartal nur geringfügig gestiegen. Im Vergleich zum Vorjahr hatte sich das Produktionsniveau sogar verringert. Ausschlaggebend dafür war der tiefe Absturz im Baugewerbe, der seine Ursache nicht nur im Rückgang der Baunachfrage nach den auslaufenden Sondereffekten bei der Beseitigung der Flutschäden und beim Eigenheimbau hatte, sondern auch in den gesamtwirtschaftlichen Auswirkungen des überdurchschnittlich lang anhaltenden Winterwetters. Die Wertschöpfung im Verarbeitenden Gewerbe sowie bei produktionsnahen Dienstleistern erhöhte sich zwar gegenüber den letzten Monaten des Jahres 2004, aber nur wenig, sodass sich gesamtwirtschaftlich ein geringes Produktionsplus ergab.

Analysis of statements made in favour of and against the adoption of competition law in developing and transition economies

Abstract
The paper is concerned with documenting and assessing statements made by policymakers, opinion formers, and other stakeholders in favour and against the adoption of competition laws with particular reference to transition and developing countries which have not yet enacted these kind of laws. For example, claims that competition enforcement might reduce the inflow of foreign direct investment, or that other policies are successfully used as substitutes for competition law, are assessed. In a first step, the method of generalized analysis structures the list of statements around core issues of common features to make them accessible to further interpretation and assessment. The paper shows that some claims are in fact country or region specific, and specific to the development level of the respective countries. In a second step, the core issues are assessed according to economic and legal criteria. Since the analysis focuses on transition and developing countries, the criteria for economic assessment are predominantly economic growth and development issues, but also include the economic coherency of a set of claims submitted by stakeholders in a given country. The criteria for legal assessment include whether claims are problematic in light of WTO-principles, or are even born out of a political objective which is incompatible with the spirit, if not the letter of WTO-rules.

Abstract
Die ersten Monate des Jahres 2005 warteten mit einigen unangenehmen Überraschungen für die Konjunktur auf. Der Ölpreis überschritt erneut die 50-Dollar-Marke. Die Bundesagentur für Arbeit zählte 5,2 Millionen Arbeitslose, und das Statistische Bundesamt meldete im Februar für das Schlussquartal des vergangenen Jahres einen Rückgang der gesamtwirtschaftlichen Produktion. Zeitgleich fielen auch einige Stimmungsindikatoren. So scheint zu Jahresbeginn die konjunkturelle Zukunft trüber als zuletzt erwartet. Den Hiobsbotschaften zum Trotz: An den äußeren und inneren Rahmenbedingungen der wirtschaftlichen Entwicklung hat sich fundamental wenig geändert. In Japan und in der Eurozone schwächelte die Konjunktur zwar zum Jahresende. In den Wachstumszentren der Weltwirtschaft nahm die Produktion aber erneut mit hohen Raten zu. Der Investitionsboom ist hier ungebrochen. Hohe Gewinne und historisch niedrige Kapitalmarktzinsen regen weiterhin an. Die positiven Impulse, die 2005 von den Kapitalmärkten auf die reale Wirtschaft ausgehen, werden im Frühjahr auch die Entwicklung in Japan und in der Eurozone wieder beleben. Die Notierungen für Rohöl werden nach dem Rückzug des Winters etwas nachgeben...
