Power Generation and Structural Change: Quantifying Economic Effects of the Coal Phase-out in Germany

Abstract
In the fight against global warming, the reduction of greenhouse gas emissions is a major objective. In particular, a decrease in electricity generation by coal could contribute to reducing CO2 emissions. We study potential economic consequences of a coal phase-out in Germany, using a multi-region dynamic general equilibrium model. Four regional phase-out scenarios before the end of 2040 are simulated. We find that the worst case phase-out scenario would lead to an increase in the aggregate unemployment rate by about 0.13 [0.09 minimum; 0.18 maximum] percentage points from 2020 to 2040. The effect on regional unemployment rates varies between 0.18 [0.13; 0.22] and 1.07 [1.00; 1.13] percentage points in the lignite regions. A faster coal phase-out can lead to a faster recovery. The coal phase-out leads to migration from German lignite regions to German non-lignite regions and reduces the labour force in the lignite regions by 10,100 [6,300; 12,300] people by 2040. A coal phase-out until 2035 is not worse in terms of welfare, consumption and employment compared to a coal-exit until 2040

Abstract
The present study examines the socio-economic consequences of a climate policy-driven coal phase-out in Germany. A focus lies on the lignite industry – especially in the lignite regions. In a first step, the regions are spatially defined and described. Additional analysis is based on energy economic modelling. The model examines phase-out scenarios, which differ in the chosen criteria for the order of power plant closure (specific emissions or plant age). An input-output-model and a regional macroeconomic model build up on these phase-out pathways and examine the socio economic effects of the phase-out in the lignite regions as well as in the rest of Germany. The combination of both models offers the advantage to consider the phase-out from different perspective and hence derive different and more robust effects. The models show, on the one hand, that in an early phase-out the negative effects of structural change are visible earlier. On the other hand, recuperative effects can counteract the negative consequences according to the regional economic model.
Furthermore, the structural change creates economic opportunities. Those opportunities are primarily diversified economic activities. Case studies show significant employment potentials for the lignite regions. New jobs in renewable energies and energetic optimization of buildings can already counteract the negative employment effects associated with the investigated structural change. The study concludes, describing accompanying political instruments that can support the regions on their way to master the challenges of the up-coming structural change.

Abstract
Die Bundesregierung plant, bis zum Jahr 2038 die Produktion von Strom aus Braunkohle zu beenden. Den von dem Braunkohleausstieg besonders betroffenen Regionen will die Bundesregierung finanzielle Hilfe für den Strukturwandel gewähren. Dazu soll das „Strukturstärkungsgesetz Kohleregionen“ beschlossen werden. In dieser Stellungnahme werden ökonomische Aspekte des vorgesehenen beschleunigten Braunkohleausstiegs diskutiert. Zentrale Aussagen der Stellungnahme sind, dass ein beschleunigter Braunkohleausstieg zwar geeignet ist, nationale Emissionsziele zu erreichen, aber die europäischen bzw. globalen Treibhausgasemissionen dadurch kaum beeinflusst werden. Die gesamtwirtschaftlichen Kosten eines beschleunigten Braunkohleausstiegs dürften überschaubar sein, aber die wirtschaftliche Entwicklung in einzelnen Regionen würde aufgrund der regionalen Konzentration des Braunkohleabbaus deutlich beeinträchtigt werden. Maßnahmen zur Förderung des Strukturwandels in den betroffenen Regionen sollten an den wichtigsten langfristigenWachstumstreibern Bildung sowie Forschung und Entwicklung ansetzen und vor allem das Humankapital stärken. Eine Konzentration auf die Förderung von Sachinvestitionen, auf die Industrie oder auf bestimmte Technologien ist hingegen nicht aussichtsreich in Bezug auf langfristige ökonomische Ziele.

Abstract
Ohne weitere staatliche Maßnahmen können die Klimaschutzziele der Bundesregierung nicht erreicht werden. Eine Möglichkeit, Emissionen zu reduzieren, ist der Ausstieg aus der Braunkohleverbrennung. Die Braunkohlenwirtschaft zahlt allerdings doppelt so hohe Löhne im Vergleich zum durchschnittlichen Lohnniveau. Der Braunkohleausstieg wird voraussichtlich Einkommenseinbußen und Abwanderung aus den Braunkohleregionen mit sich bringen.

Joint Economic Forecast Spring 2019: Significant cooling of the economy – Political risks high
Berlin, April 4 – Germany’s leading economics research institutes have revised their forecasts for economic growth in 2019 significantly downward. They expect Germany’s gross domestic product to increase by 0.8%. This is more than one percentage point less than in autumn 2018, when the forecast was still for 1.9% growth. In contrast, the institutes confirm their previous forecast for the year 2020: gross domestic product is expected to increase by 1.8%. These are the results of the Joint Economic Forecast for spring 2019, which will be presented in Berlin on Thursday.

Joint Economic Forecast Autumn 2018: Upturn Loses Momentum
Berlin, 27 September – Germany’s leading economics research institutes have downwardly revised their forecasts for 2018 and 2019. They now expect economic output to increase by 1.7 percent in 2018, and not 2.2 percent as forecast in spring. They also scaled back their 2019 forecast slightly from 2.0 to 1.9 percent. These are the results of the Joint Economic Forecast for autumn 2018 that will be presented in Berlin on Thursday.

Cyclical upswing in Germany and in the world
At the turn of the year, the cyclical upswing in Germany continues. Gross domestic product is expected to increase by 2.2% in 2017, and because this year has seen significantly fewer working days than before, the rate of change amounts, adjusted for calendar effects, to even 2.5%. “The upswing is broad-based”, says Oliver Holtemöller, head of the Department Macroeconomics and IWH vice president. “For quite a long time now, significant increases in employment have been driving private incomes, consumption and housing construction. The latter was, in addition, stimulated by low interest rates.” Currently, German exports are benefiting from the vivid international economy. Not least since monetary policy in the euro area remains expansionary for the time being, we expect the upturn to continue in 2018 and production to increase again by 2.2%. Consumer price inflation is, with 1.7%, still moderate in both 2017 and 2018. Although domestic price pressures are on the rise, the effects of the energy price increase in 2017 expire in 2018, and the appreciation of the euro in the summer of 2017 will dampen price dynamics.
