Upturn in German Economy, but Economic Policy Creates Headwind: Joint Economic Forecast Spring 2014

Abstract
The German economy is experiencing an upturn in spring 2014. Gross domestic product (GDP) is expected to grow by 1.9 percent this year. The 68 percent projection interval ranges from 1.2 percent to 2.6 percent. Domestic demand is the main driver of growth. Consumer prices will increase by a moderate 1.3 percent in 2014. The number of persons in employment looks set to rise steeply once again in 2014. Economic activity, however, will have to weather an economic policy headwind. The entitlement to a full pension as of 63 years is a step in the wrong direction and the introduction of the minimum wage will curb the rise in employment in 2015.

Cooperation Events, Ego-Network Characteristics and Firm Innovativeness – Empirical Evidence from the German Laser Industry

Abstract
We study how firm innovativeness is related to individual cooperation events and the structure and dynamics of firms’ ego-networks employing a unique panel dataset for the full population of 233 German laser source manufactures between 1990 and 2010. Firm innovativeness is measured by yearly patent applications as well as patent grants with a two year time-lag. Network measures are calculated on the basis of 570 knowledge-related publicly funded R&D alliances. Estimation results from a panel data count model with fixed effects are suggestive of direct innovation effects due to individual cooperation events, but only as long as structural ego-network characteristics are neglected. Innovativeness is robustly related to ego-network size and ego-network brokerage whereas ego-network density reveals some surprising results.

Abstract
Subject of this contribution is, whether socio-economic structures which have evolved since German Unification in East Germany are still different from those in West Germany or whether they are similar. The findings reveal similarities in terms of fertility behavior and mortality, and educational attainment measured by the proportion of high-school graduates reveals only minor differences. Contrary, the proportion of persons who have a migration background is considerably lower than in West Germany whereas the proportion of mothers full-time employed exceeds the West German average. Net-migration losses in East Germany linked with the echo-effects of postponed births will exert a strong impact on the future potential of population in working age. This in mind, maintaining human capital will be a great future challenge.

Abstract
During the economic crisis in 2009 mainly the reducing of working hours prevented a strong reduction of employment. This was achieved by the expansion of short time and the reduction of overtime on the one hand and by the replacement of full-time jobs through part-time jobs on the other. Meanwhile the average working time per employee has achieved again the level before the crisis. The most important factor which influences further development of working time is the extension of part-time jobs.

Abstract
The paper takes a fresh look at the governance of the most important macroeconomic objectives: price stability and full employment. On the basis of a post-Keynesian market constellations approach, the necessity and institutional requirements of the coordination of macroeconomic policy areas in general and an optimal central bank setting in particular are analysed, and an amelioration of monetary policy of the neo-Keynesian ‘new macroeconomic consensus’ is provided.

Abstract
A decade after its introduction the European Monetary Union is no more undisputed. While a successful record regarding price stability cannot be doubted, the EMU still suffers from high unemployment – not only related to the Financial Crisis. In this contribution we want to cast light on the question how this might be related to a dismal mix of wage policy and monetary policy. Taking a consideration of the European Macroeconomic Dialogue as a starting point, we develop a game theoretic model which can explain different macroeconomic alternatives. As a result we present a reputation equilibrium which would make full employment and price stability compatible and does not rest on overriding the actors’ independence.

Abstract
It is now a few years since the introduction of the common currency, and Europe is still experiencing high unemployment. The conventional logic attributes this problem to flaws in the labour market. In this article we look at the changes that occur if labour unions and the Central Bank have different options to choose from in a climate of uncertainty. In a single-stage game the most probable outcome is a high unemployment rate. Results change dramatically if the game is repeated. However, this effect does not occur if the Central Bank puts a too high weight on price stability. Secondly, if the trade unions do not possess the capability for coordinating and moderating their wage claims, a full employment equilibrium is out of range.

Abstract
Germany faces a substantial challenge from demographic change in the forthcoming decades. While large cohorts reach retirement age, the working-age population shrinks. One option to curtail economic effects of this imbalance is to increase female labour force participation. The study uses data from the German Socio-Economic Panel (GSOEP) to analyze the impact of children on careers of women in East and West Germany, respectively in terms of participation and realized wages or occupational prestige. Results indicate strong regional differences, with East German mothers returning much faster to the labour market than their western peers. Participation rates – especially full-time employment – of the latter group remain permanently below levels of childless women. Careers of East German mothers are hampered by a higher risk of unemployment. The mother wage gap is relatively large among western mothers and remains so even after taking into account previous experience and unobserved heterogeneity. The study documents a negative and statistically significant relationship between children and occupational prestige only for West Germany. The observed career differences between mothers in both parts of the country may be rooted in a larger supply of institutionalized child-care arrangements in East Germany.

Abstract
In Germany, the typical pattern of employment is still an employee with open-ended full time contract (standard employment relationship). Nearly three out of four employed persons work in that type of employment. However, during the last years, a number of other employment models expanded in the labour market: part-time, temporary, short-term and marginal workers. Main reasons for that development are the effects of globalization, the structural change in modern economies (the increasing importance of the services sector), and changing preferences on the part of employees to achieve a better work-life-balance. The article deals with the rise of atypical employment relationships. We find that atypical work is a domain of female and young people. During the last years, atypical employment relationship in West and East Germany increased similarly due to globalization. Differences in employment patterns between East and West could be linked to employment behaviour and structural determinants.

Low Wages in the Service Sector in Eastern Germany: Extent and Reasons

Abstract
In recent years, employment has grown noticeably in Germany. Although this is good news, some people criticize that many jobs are low-paid, i.e. the wage is less than two thirds of the medium wage. An eye-catching example is the service sector in Eastern Germany. However, a systematic analysis of this sector in Eastern Germany is missing until now. The article closes this gap in the literature.
Concerning the whole service sector in Eastern Germany, about 25 percent of the employees get a low (gross) wage. This is not much more than the average of all sectors. However, in some branches of the service sector, much more employees get low wages. More than 40% of the employees of retail trade, restaurant business and services near to companies (“unternehmensnahe Dienstleistungen”) are paid low. The probability to get a low wage is significantly higher for women and the so-called minijobbers.
Since the tax system adjusts differences, all calculations were also done for net wages. On the one hand, the part of low-paid workers decreases for all branches and all subpopulations. On the other hand, the probability to get a low wage does not differ anymore between minijobbers and full-time employees. Thus, the tax system does not only reduce low-paid employment, it also changes its structure.
