What Drives Innovation Output from Subsidized R&D Cooperation? — Project-level Evidence from Germany

Abstract
Using a large dataset of 406 subsidized R&D cooperation projects, we provide detailed insights into the relationship between project characteristics and innovation output. Patent applications and publications are used as measures for the innovation output of an R&D project. We find that large-firm involvement is strongly positively related with the number of patent applications, but not with the number of publications. Conversely, university involvement has positive effects on projects’ innovation output in terms of the number of publications but not in terms of patent applications. In general, projects’ funding as measure of projects’ size is an important predictor of the innovation output of R&D cooperation projects. No significant effects are found for the number of partners as (an alternative) measure of projects’ size, for spatial proximity between cooperation partners, for the involvement of a public institute for applied research, and for prior cooperation experiences. We derive conclusions for the design of R&D cooperation support schemes.

The experience with similar strategies in regional policy and in innovation policy is reflected upon. After the presentation of some cases, the advantages and disadvantages of development strategies based on competitions are compared.

Abstract
Der Beitrag berichtet über den Inhalt der Tagung „Analysen und Politik für Ostdeutschland – aus der Forschung des IWH“ am 21. September 2011, die – wie bereits die vier Vorgängerveranstaltungen seit 2007 – ein wirtschaftspolitisches Fachpublikum mit neuen Forschungsergebnissen des IWH vertraut machte. Im ersten Teil der Tagung lag, beginnend mit dem Eröffnungsvortrag der Ministerin für Wissenschaft und Wirtschaft des Landes Sachsen-Anhalt, Prof. Dr. Birgitta Wolff, der thematische Schwerpunkt bei Fragen der Innovationsförderung, des Technologietransfers und der Wissensflüsse. Diese Faktoren gelten – nicht nur in Ostdeutschland – als wichtig für die wirtschaftliche Konvergenz oder Divergenz von Regionen. Anschließend wurden auf der makroökonomischen Ebene Faktoren analysiert, die das Wirtschaftswachstum in Ostdeutschland beeinflussen. Es folgte ein Beitrag über die Effekte des Programms „Stadtumbau Ost“ für den Immobilienmarkt, bei dem Wirkungen von Abriss- und Aufwertungsmaßnahmen untersucht worden waren. Der abschließende Beitrag hatte die künftige Ausgestaltung der EU-Strukturpolitik zum Gegenstand, die bislang die wirtschaftliche Entwicklung in den Neuen Ländern massiv unterstützt hat.

Abstract
To what extent and in what form should the intellectual property rights (IPR) of innovators be protected? Should a company with a large technology lead over its rivals receive the same IPR protection as a company with a more limited advantage? In this paper, we develop a dynamic framework for the study of the interactions between IPR and competition, in particular to understand the impact of such policies on future incentives. The economy consists of many industries and firms engaged in cumulative (step-by-step) innovation. IPR policy regulates whether followers in an industry can copy the technology of the leader. We prove the existence of a steady-state equilibrium and characterize some of its properties. We then quantitatively investigate the implications of different types of IPR policy on the equilibrium growth rate and welfare. The most important result from this exercise is that full patent protection is not optimal; instead, optimal policy involves state-dependent IPR protection, providing greater protection to technology leaders that are further ahead than those that are close to their followers. This is because of a trickle-down effect: providing greater protection to firms that are further ahead of their followers than a certain threshold increases the R&D incentives also for all technology leaders that are less advanced than this threshold.

Abstract
The integration of post-communist countries into the European and global economy after 1990 has led to a renewed interest in the role of multinational enterprises (MNEs) in economic restructuring and technological development. This book explains the expansion of MNEs into a transition economy from the technology accumulation perspective. Key assumptions of the technological accumulation approach towards firms' internationalisation are tested, using the examples of foreign and West German MNEs in East Germany. The effects of technological externalities on MNE location choice are analysed, in addition to an exploration of the factors driving the location of foreign affiliates' research and development (R&D) and innovation activities. The book provides a novel and comprehensive empirical approach to assess the developmental role of MNEs, deriving significant economic policy implications for transition and emerging economies.

Namentlich werden die Produktivitäts- und Lohn-, die Innovations- sowie die Mobilitätseffekte des Alters auf empirischem Weg analysiert, der räumliche Fokus liegt dabei auf dem deutschen Arbeitsmarkt. Mit Blick auf die Produktivitäts- und Lohnwirkung des Alters liefert die ökonometrische Analyse von Betrieben des Verarbeitenden Gewerbes Hinweise auf einen positiven Einfluss des Anteils der mittleren Jahrgänge auf die betriebliche Produktivität.

Abstract
The contribution analyzes cluster policies pursued in the Federal States of Bavaria and Thuringia. The investigation is based on the exploration of government documents. In both countries cluster policy is target at strengthening competitiveness. The documents explored do not reveal an economic justification for cluster policy in the sense of eliminating market failures, e. g. externalities, information asymmetries and coordination failures. Therefore, it is unclear whether the support schemes under consideration really tie in with factors that hamper cluster evolution. Policies in both states support state-wider clusters and networks. The state-wide focus, however, might undervalue advantages of spatial proximity. As another critical point the ex-ante selection of industries or technologies eligible under cluster policy can be regarded. Despite readiness of considering new technologies etc., public administration generally suffers from a lack of information about the future development perspectives of industries and technologies. A way to mitigate the limited capability of public administration in terms of forecasting might be favoring economic support based on competition for the best concepts/projects instead of focusing on certain industries. Several support schemes offered by the Federal government in Germany are already competition-based. In Thuringia cluster policy is strongly motivated by several structural shortcomings, e. g. by the fragmented firm landscape mainly consisting of small units. Therefore, beyond cluster policy, the necessity will remain to abolish directly the structural shortcomings mentioned, especially by providing an economic environment that enhances firm growth.

Abstract
Drawing on the systems perspective of innovation processes, this article proposes a conceptual approach for a comprehensive analysis of regional knowledge generation and transfer. Instead of focusing on one single indicator, the approach emphasizes the importance to take multiple channels of knowledge transfer into account. This provides valuable insights into the spatial structure of innovation processes on different levels. We disentangle the innovation process and consider four different layers: i.) publications in peer-reviewed journals, ii.) patent applications, iii.) formal R&D collaboration projects, the iv.) localized input-output relations. Further, we demonstrate the relevance of the „multi-layer approach‟ by applying it empirically to a specific regional innovation system: The Free State of Saxony – a federal state in Germany. We argue that the approach could be a valuable tool to inform policy-makers about knowledge-based regional development strategies.
