Abstract
The article analyses the question whether women and men differ in their tastes for location factors. The question is answered by quantifying the impact of location characteristics on interregional migration flows across Germany. The analysis is based on a grouped conditional logit approach. We augment the framework by controlling for violation of the independence of irrelevant alternatives assumption and for overdispersion. As a result, we find no differences in terms of direction of impact. However, the regressions confirm gender differences in terms of intensity, particularly regarding regional wage levels and the availability of educational institutions.

Abstract
This paper analyzes the importance of teacher quality at the college level. Instructors are matched to objective and subjective characteristics of teacher quality to estimate the impact of rank, salary, and perceived effectiveness on student performance and subject interest. Student and course fixed effects, time of day and week controls, and students' lack of knowledge about first-year instructors help minimize selection biases. Subjective teacher evaluations perform well in measuring instructor influences on students, while objective characteristics such as rank and salary do not. Overall, the importance of college instructor differences is small, but important outliers exist.

In which Ways do Universities React to New Technologies? The Case of Photovoltaics

Abstract
Universities can be conceived as actors in regional innovative systems with the functions to make available new knowledge for a region, to contribute to the human capital formation by teaching, and to the extension of the knowledge by research. These functions are in particular important concerning the adaptation of new technologies, e.g. photovoltaics. 89 German universities – amongst them 65 universities of applied sciences – meanwhile offer 171 full-time study courses with a degree oriented to photovoltaics. Each federal state has at least one university location offering such degrees. A certain spatial concentration of courses can be shown for Saxony, for the Ruhr Area and for the Rhine Main Region. Almost 90% of the degrees are offered by faculties of engineering. 43% of the universities with degrees in photovoltaics have successfully applied for research grants from the photovoltaics research programs of the federal government. These numbers show a spatial concentration of research in the South whereas the photovoltaics industry is concentrated in the East of Germany. This distribution indicates that the research opportunities tied to the photovoltaics industry are not in the Eastern part of Germany. Further research will have to pay more attention to the role of research institutes.

Abstract
Based on theoretical considerations about the ‘third mission’ of
universities and the discussion of different types of university-industry relations, we conclude that the entrepreneurial university is a manifold institution with direct
mechanisms to support the transfer of technology from academia to industry
as well as indirect mechanisms in support of new business activities via
entrepreneurship education. While existing literature usually deals with one or
another linking mechanism separately, our central hypothesis is that direct and
indirect mechanisms should be interrelated and mutually complementary. We
emphasise the importance of a more holistic view of the entrepreneurial university
and empirically investigate the scope and interrelatedness of direct technology
transfer mechanisms and indirect mechanisms, such as entrepreneurship education
at German universities. We find a variety of activities in both fields and most
universities’ technology transfer facilities and the providers of entrepreneurship
education co-operate in support of innovative start-ups.

Economic Effects of the Halle Institute for Economic Research

Abstract
The most important approach to assess the scholarly performance of an institute is to evaluate its academic output. Economic research institutes such as the Halle Institute for Economic Research (IWH) furthermore are targeted at providing policy advice to public authorities. This adds an additional criterion, the ability to impact policy discussions in Germany and beyond.
A rarely discussed issue is the effect of an institute on the local economy. The IWH is located in a region of East Germany that is still catching up economically. Transformation problems are still very visible. In such an economic environment, the expenditures of an institute play an important role in stabilizing local demand. The analysis shows, by using input-output-methods, that the most important factor for the local economy is the demand stemming from wages earned by the employees of the institute. Especially the local area, where most of the staff lives, heavily benefits from this effect. Expenditures of about 4.6 million Euros which include the salaries of the staff of about 70 persons generates sufficient demand in the area to guarantee employment for another 35 persons. In addition, as crowding out of activities by additional demand is presently not an issue in East Germany, the taxes generated account for a considerable part of the budget.

The Stability of Bank Efficiency Rankings when Risk Preferences and Objectives are Different

Abstract
We analyze the stability of efficiency rankings of German universal banks between 1993 and 2004. First, we estimate traditional efficiency scores with stochastic cost and alternative profit frontier analysis. Then, we explicitly allow for different risk preferences and measure efficiency with a structural model based on utility maximization. Using the almost ideal demand system, we estimate input- and profit-demand functions to obtain proxies for expected return and risk. Efficiency is then measured in this risk-return space. Mean risk-return efficiency is somewhat higher than cost and considerably higher than profit efficiency (PE). More importantly, rank–order correlation between these measures are low or even negative. This suggests that best-practice institutes should not be identified on the basis of traditional efficiency measures alone. Apparently, low cost and/or PE may merely result from alternative yet efficiently chosen risk-return trade-offs.

Abstract
Innovation ist der wesentliche Motor wirtschaftlicher Entwicklung. Denn vor allem die Andersverwendung von Ressourcen, weniger deren Mehreinsatz führt zu Wachstum und Wohlstand. Aus diesem Grund stellt Innovation auch einen wichtigen Ansatzpunkt für eine auf Wachstum zielende Politik dar. Dies gilt sowohl auf gesamtwirtschaftlicher Ebene als auch für einzelne Branchen und Regionen.
In Innovationsprozessen stellt Wissen die entscheidende Ressource dar. Wissen ist mehr als bloße Information. Es umfasst insbesondere auch die Fähigkeit, Informationen zu interpretieren und anzuwenden bzw. ihre Anwendbarkeit einzuschätzen. Wissen ist an Menschen gebunden und lässt sich vielfach nur in direktem persönlichen Kontakt weitergeben. Aus diesem Grund hat Wissen eine regionale Dimension: Die Verfügbarkeit von Wissen hängt davon ab, wo sich die Menschen aufhalten, die über dieses Wissen verfügen. Dies ist ein wesentlicher Grund dafür, dass die Fähigkeit zur Innovation von Region zu Region wesentliche Unterschiede aufweisen kann.
Für eine Politik, die auf die Stärkung der Innovationsfähigkeit von Regionen gerichtet ist, kommt den öffentlichen Forschungseinrichtungen – Universitäten, Fachhochschulen und außeruniversitären Forschungsinstituten – aus mindestens zwei Gründen zentrale Bedeutung zu:
Erstens verfügen die öffentlichen Forschungseinrichtungen in besonderem Maße über innovationsrelevantes Wissen. Ihre Kernaufgabe ist es, Wissen zu produzieren, zu sammeln und weiterzugeben.
Zweitens ist der Bereich der öffentlichen Forschungseinrichtungen – im Gegensatz zur privaten Wirtschaft – von der Politik direkt gestaltbar.
Aus diesen Gründen stellt die Steuerung des Hochschulsektors ein zentrales Handlungsfeld der Innovationspolitik dar.

Abstract
The trend of cities, serving as a location for universities and research institutes, to take into consideration new strategies utilizing this location factor for growth-oriented urban development can also be observed in Germany. An overview of the quantitative preconditions shows that many German cities dispose of favorite preconditions for such a knowledge city strategy. An analysis of the policy arena comes to the result that the political actors are confronted with the task of a complex multi-level-policy where networking skills become essential. A comparison with the policy conditions in the U.S. makes it quite clear that especially the German universities have the status of semi-autonomous actors complicating negotiating and coordinating activities between city and science representatives. First examples of deregulation show that these hurdles can be overcome in the future.

We emphasize the importance of a more holistic view and empirically investigate the scope and interrelatedness of entrepreneurship education and direct technology transfer mechanisms at German universities. We find a variety of activities in both fields and evidence for an identification of HEI with the mission of knowledge commercialisation. Furthermore, it shows that the HEIs’ technology transfer facilities and the entrepreneurship education providers co-operate in support of the creation of spin-offs and innovative start-ups.

Abstract
The world economy continues to expand healthily, but risks have increased during summer. The crisis of the housing sector in the US has deepened: A revaluation of mortgage backed assets has triggered turbulences on global financial markets. The institutes expect that financial markets will calm down during the coming months, but that the downswing in the US will slow the pace of the world economy. The economy in the euro area will, in addition, be dampened by the appreciation of the euro. The German economy is, in spite of a restrictive fiscal policy, in a robust upswing. Because wage setting and inflation continues to be moderate, there will be no need for a restrictive monetary policy. Thus the German economy will, due to slower demand from the US and higher costs of financing, lose momentum, but chances are good that the upswing will only take a break. In the coming year private consumption is expected to be the main contributor to growth, because wage incomes will expand strongly. Unemployment will continue to shrink, albeit at a smaller rate than during 2007. Fiscal policy will no longer be restrictive. Economic policy has improved the conditions for growth in Germany; there is, however, still much to do. Public finances have to be consolidated further, but at the same time, public investment has to be strengthened. This can be achieved if public consumptive expenditure growth is limited. The institutes suggest to increase public expenditure by 2% per annum over the cycle in nominal terms; this is, by less than by the trend growth rate of nominal GDP.
The institutes advise against a reversal of the recent labour market reforms. Instead, incentives for taking up jobs should be increased further.
