Abstract
Building on the right-to-manage model of collective bargaining, this paper tries to infer union power from the observed results in wage setting. It derives a time-varying indicator of union strength taking account of taxation, unemployment benefits, and the labour market situation and confronts this indicator with annual data for Germany. The results show that union power did not change much from 1992 to 2002 but fell markedly (by about one-third) from 2002 to 2007 in the aftermath of substantial labour market reforms.

Abstract
This article conducts a plant-level study of the factors affecting foreign direct investment (FDI) inflow to a large opening economy endowed with specific factor advantages. We conclude that the distribution of FDI in Russian regions depends on market access and can be most notably described by the knowledge-capital framework. Factor endowments built by natural resources are more successful in explaining the location decisions of export–platform affiliates. The impact of natural resources depends on how the availability of these resources is measured. The results reject the crowding out effects of resource FDI and prove co-location mode, when service investments are attracted to resource-rich regions. Labour cost advantages better explain the preferences of non-trading service affiliates.

Abstract
Measuring skill mismatch is problematic, because objective data on an individual skill level are often not available. Recently published data from the Program for the International Assessment of Adult Competencies (PIAAC) provide a unique opportunity for gauging the importance of skill mismatch in modern labor markets. This paper systematically compares existing measures of skill mismatch in terms of their implications for labor market outcomes. We also provide a new measure that addresses an important limitation of existing measures, namely, assigning a single competency score to individuals. We find that the importance of skill mismatch for individual earnings differs greatly, depending on the measure of mismatch used.

Abstract
In the decade prior to the economic and financial crisis, Germany’s net exports increased in absolute terms as well as relative to the growing level of import intensity of domestically produced export goods and services. This article analyses the direct and indirect employment effects induced both by exports as well as by of the import intensity of the production process of export goods and services on the skills used. It shows that Germany’s export surpluses led to positive net employment effects. Although the volume of imports of intermediate goods increased and was augmented by the rise in exports, it could not undermine the overall positive employment effect.

Abstract
In diesem Artikel wird die Konjunkturprognose des IWH vom 12. Dezember 2013* zusammenfassend dargestellt. Die Weltwirtschaft dürfte im Jahr 2014 in moderatem Tempo expandieren. Die wirtschaftliche Erholung im Euroraum bleibt schleppend. In Deutschland setzt sich dagegen der im Frühjahr 2013 begonnene Aufschwung fort. Er wird von der binnenwirtschaftlichen Nachfrage getragen. Das Bruttoinlandsprodukt dürfte im Jahr 2014 um 1,8% (66%-Prognoseintervall: 1,0% bis 2,7%) zulegen, nach 0,4% im Jahr 2013. Die Arbeitslosenquote sinkt leicht auf 6,5%, die Verbraucherpreise steigen wie schon 2013 um 1,5%. Der Finanzierungssaldo des Staates nimmt konjunkturbedingt noch etwas zu, auf 0,3% im Jahr 2014.

Abstract
Zum Ende des Jahres 2013 expandiert die Weltproduktion in einem Tempo, das in etwa dem Durchschnitt der vergangenen Jahrzehnte entspricht. Im Jahr 2014 dürfte die gegenwärtige konjunkturelle Dynamik in etwa gehalten werden. In den USA wird die Konjunktur voraussichtlich deutlich anziehen. Die Wirtschaft des Euroraums dürfte sich weiter langsam erholen, denn die Dämpfung von Seiten der Finanzpolitik lässt deutlich nach, und die Schrumpfungsprozesse laufen langsam aus.
In Deutschland setzt sich der im Frühjahr begonnene binnenwirtschaftliche Aufschwung fort. Das Bruttoinlandsprodukt dürfte im Jahr 2013 zwar nur um 0,4% zunehmen (66%-Prognoseintervall: 0,3 bis 0,5%). Insgesamt weist die deutsche Wirtschaft aber eine gute Konstitution auf. Die Erwerbstätigkeit ist auch wegen arbeitsmarktbedingter Zuwanderung aus Europa auf einem historischen Hoch und die realen verfügbaren Einkommen steigen beschleunigt. Die binnenwirtschaftlichen Expansionskräfte dürften deshalb nach dem mäßigen Winterbeginn wieder stärker an Boden gewinnen. Dieses Gesamtbild bleibt auch für den weiteren Verlauf von 2014 und 2015 bestimmend. Mit der langsamen Erholung in Europa werden die Exporte an Kraft und Dynamik gewinnen. Angesichts der breit angelegten Belebung der Binnennachfrage werden aber auch die Importe im Prognosezeitraum weiter kräftig zulegen, sodass der Außenhandel wohl per saldo einen negativen Beitrag zur gesamtwirtschaftlichen Expansion liefern wird. Alles in allem wird sich die Produktion in Deutschland im Jahr 2014 beschleunigen. Nach einer leichten Unterauslastung der Kapazitäten im Jahr 2013 dürfte die Produktionslücke im Prognosezeitraum positiv ausfallen. Die gesamtwirtschaftliche Produktion steigt im Jahr 2014 wohl um 1,8% (66%-Prognoseintervall: 1,0 bis 2,7%). Die Verbraucherpreisinflation dürfte in den Jahren 2013 und 2014 bei 1,5% liegen. Die öffentlichen Haushalte werden im Jahr 2013 einen etwas höheren Überschuss aufweisen als im Jahr zuvor. Im Jahr 2014 wird sich der Finanzierungssaldo des Staates trotz der Mehrausgaben für sozialpolitische Maßnahmen und staatliche Investitionen aufgrund konjunkturbedingt beschleunigt expandierender Einnahmen weiter verbessern.

Abstract
In seinem Vortrag vor den ostdeutschen CDU-Abgeordneten in der Kommission Aufbau Ost bezweifelt Oliver Holtemöller, dass mit einem flächendeckendem Mindestlohn die intendierten Ziele erreicht werden. Teilzeitbeschäftigte und geringfügig Beschäftigte erzielen auch mit Mindestlohn kein ausreichendes Markteinkommen. Vor allem für Geringqualifizierte ist mit negativen Beschäftigungswirkungen zu rechnen. Denn deren Arbeitsproduktivität überschreitet den Mindeststundenlohn häufig nicht.

Adjustments in the Use of Temporary Agency before and during the 2008/2009 Economic Crisis

Abstract
The use of temporary agency work in Germany strongly increased between 2002 and the economic crisis of 2008 and 2009. This increase was characterised by an intensified use in medium and large manufacturing plants and was concentrated within user firms, i.e. the intensive margin was dominant. These phenomena can be explained with reduced transaction costs and strong international competition and they indicate increased productivity amongst user firms. The sharp decline in the use of temporary agency work during the economic crisis was concentrated among exporters and large manufacturing plants and mostly driven by the extensive margin. Employment opportunities in the temporary work sector were in particular sensitive to changes in the international demand for goods of the German manufacturing sector.

Der Schwerpunkt der Vorträge und Diskussionsbeiträge lag auf den speziellen Problemen der Zuwanderung aus dem Ausland und den damit verbundenen Herausforderungen.

Cost of Transaction and the Search for Skilled Workers: A Theoretical Explanation Based on the Theory of Institutions

Abstract
Germany will have an increasing need of qualified staff across regions and economical sectors. Not only does this concern highly qualified of so-called MINT-professions (mathematics, IT, natural sciences and technology), but expands to qualified laborers of the health business and the arts and crafts sector. This demand cannot be met through the employment of jobless people from within the country, as the demographic change of a shrinking and ageing population works against it. Societal responsibility thus demands to attract qualified laborers as immigrants. In order to improve Germany’s image as a country of immigration for qualified staff, so-called soft-criteria should be strengthened aside hard facts, like income or employment opportunities. Such a policy actively needs to communicate to migrants that they and their family members are welcome to stay for good. Such an approach has recently been discussed as “Willkommenskultur” (“culture of welcoming”). It signals a change of paradigm in German immigration policy. A policy of „Willkommenskultur“ does not yet exist in Germany, at least it has not yet reached a satisfying level to be recognized and accepted as such by potential immigrants. Based on the theoretical conception of the Institutional Economy, approaches of a political change and its implementation are outlined. Those changes would imply governmental, societal and micro-economical shifts and changes.
