Industrial Cores in East Germany and Its Interaction with the Surrounding Territories—Findings from Four Case Studies

Abstract
Subject to this article is how four cases of so called industrial cores have developed in East Germany since 1990. Industrial cores represent former state-owned firms which were regarded as economically viable by the Treuhand. But there was no chance to privatize them in the short run. The case studies show the development prior to and after privatization. A special focus is laid on the interaction between the respective firm and its spatial environment. To sum up: All four firms are still existent. They provide competitive goods and services. Nonetheless, the interaction with the surrounding region differs from case to case. There were spin-offs in all cases. Organizational units previously belonging to the former state owned firms were split up, and became independent firms. In addition, new firms were established. Partly the establishment of new firms was supported directly by—de facto—structural policy measures implemented by the core firms. Partly the new establishments were simply cases of co-location resulting from a prospering regional environment. Taking the four cases, urban areas obviously formed a particularly fertile economic environment.

Abstract
Multinational enterprises invest abroad to tap into location-specific advantages and to enhance their own competitiveness. At the same time, they increase productivity and industrial up-grading in the region of location and can be considered agents of technological and economic development. The aim of the thesis is to contribute to current research by investigating, which determinants and motives influence foreign investors to locate in European post-transition economies, how they appraise the quality of location factors on-site and under which conditions a knowledge and technology transfer takes place between the foreign owned firm and domestic firms, thereby leading to a better understanding of what is the impact and benefit of foreign investment in these regions.

Abstract
There is an ongoing debate on the effectiveness and efficiency of EU structural policies. New empiricial results for this discussion are now presented by a research group of the German Academy for Spatial Research and Planning (Akademie für Raumforschung und Raumordnung, ARL) for the institutional settings in the field of interregional support measures in Northwest Germany. The conclusions by the research group for future policies for regional and local economic development policies are not only relevant for Germany’s Northwest Region, but may in general stimulate the academic and public discussion on interregional support policy.

Abstract
Due to ongoing globalisation tendencies and the increasing intensity of exchanges of information, goods and services, competition between regions seems likely to continue to intensify. Numerous changes in framework conditions also give rise to new approaches to planning and management. These range from various types of competition to questions relating to new strategies for regional and urban development policy. This volume uses various different issues to trace, order and specify the multiple dimensions and underlying causes of structural changes in competition between locations, supported by cross-sectional studies primarily based on existing investigations. As empirical proof of the concrete consequences of changed competitive conditions is largely lacking in the existing literature, explorative case-studies of chosen cities and regions are also used to investigate the extent to which changes expected to arise from new structures of locational competition can be verified and how the political actors responsible have reacted thus far.
