Abstract
The accurate measurement of the level and composition of private consumption is one of the crucial tasks of official statistics. There are different ways of measurement that have to be compared and assessed. In the following, a comparison between a supplier side based and a consumers side based measurement (household budget surveys) shows, that the the later one still has some drawbacks. Additionally the household budget surveys are used for microeconometric consumption analysis. Recommendations, potentials and drawbacks will be worked out.

Abstract
In this paper examines the data of the income and consumption survey of 1998 with regard to savings and wealth. Households owning their property (owner households) and households renting the property (tenant households) are analysed seperatly and then compared. For further insight these two groups are also devided into East and West German households. In 1998, almost half of the West German and almost a quarter of the East German private households owned property they occupied themselves. The average owner household saves a monthly amount three times as large as the tenant household. The decisive economizing motive for the owner households is servicing its mortgages and loans. However, at the same time, there is the necessity to form reserves for the property maintainance as well as the renovation. In comparison to tenant households, owner households which no longer have to service mortgages or loans, have a higher average rate of saving. The estimate of the saving by means of regression analysis confirms the significant positive influence of the “owner” status on savings. However, in every estimate the houshold’s income proves to be the main influence on savings activity.

Housing Vacancies in East German Cities: A Problem not only for Housing Policy

Abstract
In numerous East German cities extreme imbalances in the housing
market have developed with the consequence of extensive housing vacancies. Primarily inner city housing units constructed in the late 19th and early 20th century and housing units constructed within the period of the socialist regime are concerned. The causes for these imbalances can be found in decisions of socialist urban planning, in demographic
factors, in oversized federal promotion of new housing construction after the German unification, and in income increases of private households. The commission “Structural Change in the Housing Economy of the New Länder“, installed by the federal government, has examined this problem and submitted preliminary political recommendations on the federal level in order to reduce the housing market imbalances. The commission recommends federal subsidies for tearing off vacant housing units within a period of ten years. A measure like this raises the question how the risk can be handled that too many flats are torn down. In addition, the commission recommends to double the subsidies for households acquiring already existing flats for own use and to halve the subsidies for households investing in newly built owner-occupied housing in East Germany. These incentives to acquire existing housing units might prove too weak because of the strong preferences of East German households to live in single-family houses. Measures on the federal level can support but cannot replace necessary concrete planning and solution strategies in the vacancy-plagued cities “in situ“.

Abstract
From 1991 to 1998 the structure of expenditure of East German households has changed. The largest increase was in spending on housing, health care, entertainment and personal equipment. Espenditure patterns of households in East and West Germany converged. However, differences still excists. For example the expenditure share of spending on housing in East Germany is clearly lower than in West Germany.

Abstract
In dem Beitrag wird untersucht, ob die „Nachfragehypothese zur Erklärung des Strukturwandels“ Gültigkeit besitzt. Die Überprüfung mit Hilfe einer Regressionsrechnung auf Basis des mikroökonomischen „Almost Ideal Demand Systems“ und unter Verwendung der Einkommens- und Verbrauchsstichprobe zeigt, dass entsprechend der Nachfragehypothese Haushalte mit höheren pro Kopf Konsumausgaben auch mehr für Dienstleistungen ausgeben. Besonders einkommensabhängig sind Dienstleistungen im Bereich Gesundheitspflege, Häusliche Dienste sowie Urlaubsreisen. Auch die zunehmenden Einpersonen- und Rentnerhaushalte sowie die steigende Erwerbsneigung der Frauen trägt zur Tertiarisierung bei.

Mit Hilfe der Input-Output-Rechnung wird der Importgehalt des privaten Konsums für Deutschland ermittelt. Neben den Direktimporten von Konsumgütern wird ein beachtlicher Teil an importierten Vorleistung für den privaten Konsum benötigt. Letztlich fließt rund ein Viertel der Nachfrage der privaten Haushalte in Waren und Dienstleistungen, deren Produktionsstätten nicht in Deutschland liegen.

Eigentums- und Vermögensstrukturen werden getrennt für den Unternehmenssektor und die privaten Haushalte in Ostdeutschland ermittelt. Im Unternehmenssektor wird die Verteilung der Betriebe auf Eigentümergruppen anhand der Anzahl der Betriebe und der Beschäftigten sowie für das produzierende Gewerbe anhand des Stammkapitals analysiert. Beim Vermögen der privaten Haushalte wird zwischen dem Geld- und Grundvermögen unterschieden und es werden Disparitäten im Vermögen zwischen den alten und neuen Bundesländern aufgezeigt.

Abstract
Der Aufsatz untersucht die Entwicklung der relativen Kaufkraft der privaten Haushalte in Ostdeutschland im Vergleich zu Westdeutschland von 1991 bis 1995. Für einen gleich hohen Verbrauch von Waren und Dienstleistungen in Höhe von 100 D-Mark in Westdeutschland brauchten die Privathaushalte in Ostdeutschland im Jahr 1991 nur rund 76 DM auszugeben, im Jahr 1995 mussten sie dafür bereits 91 DM aufwenden. Dieser regionale Unterschied der relativen Kaufkraft ist hauptsächlich auf bestehende Subventionen für Waren und Dienstleistungen mit staatlich administrierten Verbraucherpreisen in den neuen Bundesländern zurückzuführen.

In Ostdeutschland war 1994 gut ein Viertel des Erwerbspersonenpotentials von Arbeitslosigkeit betroffen beziehungsweise befand sich in arbeitsmarktpolitischen Maßnahmen. Auf der Haushaltsebene wird dabei die Unterbeschäftigung zu einem großen Teil von Haushalten älterer Personen absorbiert. Die übrigen Haushalte sind eher unterdurchschnittlich von Unterbeschäftigung betroffen.
