Industrial Associations as a Channel of Business-Government Interactions in an Imperfect Institutional Environment: The Russian Case

Abstract
International lessons from emerging economies suggest that business associations may provide an effective channel of communication between the government and the private sector. This function of business associations may become still more important in transition economies, where old mechanisms for coordinating enterprise activities have been destroyed, while the new ones have not been established yet. In this context, Russian experience is a matter of interest, because for a long time, Russia was regarded as a striking example of state failures and market failures. Consequently, the key point of our study was a description of the role and place of business associations in the presentday
Russian economy and their interaction with member companies and bodies of state
administration. Relying on the survey data of 957 manufacturing firms conducted in
2009, we found that business associations are more frequently joined by larger companies, firms located in regional capital cities, and firms active in investment and innovation. By contrast, business associations tend to be less frequently joined by business groups’ subsidiaries and firms that were non-responsive about their respective ownership structures. Our regression analysis has also confirmed that business associations are a component of what Frye (2002) calls an “elite exchange”– although only on regional and local levels. These “exchanges” imply that members of business associations, on the one hand, more actively assist regional and local authorities in social development of their regions, and on the other hand more often receive support from authorities. However, this effect is insignificant in terms of support from the federal government. In general, our results allow us to believe that at present, business associations (especially the
industry-wide and “leading” ones) consolidate the most active, advanced companies and act as collective representatives of their interests. For this reason, business associations can be regarded as interface units between the authorities and businesses and as a possible instrument for promotion of economic development.

Abstract
The ZIM program (Zentrales Innovationsprogramm Mittelstand) is a technologically open program of the Federal Ministry of Economics and Technology to support small and medium enterprises and Science organizations in their research and innovation activities. It became operative July 1, 2008 and offers three program lines: individual projects, cooperative projects, and networks. In reaction to the global economic crisis the ZIM program was increased for the years 2009 and 2010 – in addition to the regulary scheduled 626 Million – by 900 Million Euro through the Konjunkturpaket II (KP II).
In this study, the analysis of the macroeconomic effects of the ZIM program in Germany has been carried out – first time in the evaluation of federal support programs for research and innovation – by the use of the input output method.

Incubating an Illusion? Long-term Incubator Firm Performance after Graduation

Abstract
Local economic development policies worldwide perceive business incubation as an effective measure to promote regional growth through the support of young and innovative ventures. The common assumption is that incubation promotes firm growth, in particular after these firms graduated from their incubator organizations. This article investigates the long-term performance of 324 graduate firms from five German business incubators (incubated between 1990 and 2006) after they have (successfully) completed their incubation. The present study does not suffer from a survivor bias, meaning that performance data of non-surviving firms is also included. Using employment and sales measures as performance indicators, this study contributes to our knowledge with regard to long-term incubator firm performance after graduation. While in the first years after graduation there is significant growth of formerly incubated firms, further results do not support the presumption of continuous firm growth beyond incubation. A minority of graduate firms exhibits a strong increase in performance, but the majority of firms do not experience considerable growth.

Abstract
This study presents empirical insight into willingness to pay (WTP) for microgeneration technologies and the relative influence of subjective consumer perceptions. First, we apply a double-bounded-contingent valuation method to elicit Irish home owners’ willingness to pay for micro wind turbines, wood pellet boilers, solar panels and solar water heaters. Utilizing findings from the adoption of innovation literature, in a second step, we assess the influence of different antecedents on WTP for each of the four technologies, including (1) home owners’ perception of product characteristics, (2) normative influences, and (3) socio demographic characteristics. Our results show that WTP varies significantly between the four technologies. More importantly, however, home owners’ hold different beliefs about the respective technologies, which significantly influence their WTP. The results provide valuable information for marketers and policy makers, aiming to promote microgeneration technologies more effectively in consumer markets.

Abstract
It is generally acknowledged that research organizations require public support to perform research and development activities. In this context, projects grants play a continuously increasing role that, particularly, aim at strengthening network relationships among the actors within an innovation system. Given that, the Halle Institute for Economic Research has investigated whether public research subsidies (i.e. research grants) in the Free State of Saxony promote networks and provide the basis for future cooperation activities. Results of this study suggest that research grants in Saxony, given the self-assessment of the supported scientists, are conducive to the establishment of network relationships (including also industry actors) and can further contribute to make a better use of cooperation agreements in the future.

Abstract
The 'cluster theory' has become one of the main concepts promoting regional competitiveness, innovation, and growth. As most empirical applications focus on measures of concentration of one industrial branch in order to identify regional clusters, the appropriate analysis of specific vertical relations is developing in this discussion. This paper tries to identify interrelated sectors via national input-output tables with the help of minimal flow analysis (MFA). The regionalization of these national industry templates is carried out with the allocation of branch-specific production values on regional employment. As a result, the paper shows concentrations of vertical clusters in only 27 of 439 German Nomenclature des Unite´s Territoriales Statistiques (NUTS)-3 regions.

Abstract
Systemic economic transition is a process of determined radical institutional change, a process of building new institutions required by a market economy. Nowadays, the experience of transition countries with the implementation of new institutions could be reviewed as a method of economic development that despite similar singular steps has different effects on the domestic economic performance. The process of institutional change towards a market economy is determined by political will, thus the government plays an important role in carrying out the economic reforms. Among the variety of outcomes and effects the attention is drawn especially to economic growth that diverges significantly in different post-transition countries. The paper attempts to shed light upon the problem on the basis of institutional economics, of economics of innovation and partially of political economy of growth using an evolutionary, process-oriented perspective. In this context the issue central to the promotion of economic growth is the successful implementation of new institutions through governmental activities. The paper shows that under the conditions of bounded rationality and radical uncertainty economic growth is determined, inter alia, by the capacity for governmental learning.

Analyzing Innovation Drivers in the German Laser Industry: the Role of Positioning in the Social and Geographical Space

Abstract
Empirical and theoretical contributions provide strong evidence that firm-level performance outcomes in terms of innovativeness can either be determined by the firm’s position in the social space (network effects) or by the firm’s position in the geographical space (co-location effects). Even though we can observe quite recently first attempts in bringing together these traditionally distinct research streams (Whittington et al. 2009), research on interdependent network and geographical co-location effects is still rare. Consequently, we seek to answer the following research question: considering that the effects of social and geographic proximity on firm’s innovativeness can be interdependent, what are the distinct and combined effects of firm’s network and geographic position on firm-level innovation output? We analyze the innovative performance of German laser source manufacturers between 1995 and 2007. We use an official database on publicly funded R&D collaboration projects in order to construct yearly networks and analyze firm’s network positions. Based on information on population entries and exits we calculate various types of geographical proximity measures between private sector and public research organizations (PRO). We use patent grants as dependent variable in order to measure firm-level innovation output. Empirical results provide evidence for distinct effect of network degree centrality. Distinct effect of firm’s geographical co-location to laser-related public research organization promotes patenting activity. Results on combined network and co-location effects confirms partially the existence of in-terdependent proximity effects, even though a closer look at these effects reveals some ambiguous but quite interesting findings.

Abstract
Die vorliegende Studie des Instituts für Wirtschaftsforschung Halle (IWH) im Auftrag des Sächsischen Staatsministeriums für Wissenschaft und Kunst (SMWK) evaluiert das Programm „Förderung von Projekten im Forschungsbereich“ des Ministeriums. Das Programm richtet sich an Wissenschaftseinrichtungen in Sachsen. Es zielt auf die Stärkung der Spitzenforschung, der Profilbildung, der Drittmittelfähigkeit, der Internationalisierung sowie der Vernetzung der Wissenschaftseinrichtungen untereinander und mit der Wirtschaft. Gefördert werden grundlagenorientierte Projekte, Geräteausstattungen, Aufenthalte von Gastwissenschaftlern sowie wissenschaftliche Tagungen. Die Finanzierung des Programms erfolgt ausschließlich aus Landesmitteln.
Im Zeitraum 2002 bis 2008 wurden insgesamt 745 Vorhaben mit einem Gesamtvolumen von 20,51 Mio. Euro in 41 Wissenschaftseinrichtungen gefördert. Über 90% der Mittel entfielen auf die Fördergegenstände Projektförderung sowie Geräteausstattung. Befragt wurden 311 für die Fördervorhaben zuständige Wissenschaftler, von denen sich 69% an der Befragung beteiligten. Hinsichtlich der erreichten Effekte nannten die meisten Fördermittelempfänger die „Stärkung der Profilbildung“ (82%, über alle Förderlinien). Bei der Projektförderung sowie der Förderung der Geräteausstattung hoben die Befragten die hohe Wirkung auf die „Stärkung der Drittmittelfähigkeit“ hervor (über 90%). Damit wurden in der Einschätzung der Fördermittelempfänger wesentliche Zielvorgaben des Programms erreicht. Die Erhöhung der Verbundfähigkeit mit der Wirtschaft spielte aus Sicht der Befragten eine untergeordnete Rolle (54% Zustimmung). Der Grund für diesen relativ niedrigen Wert dürfte darin liegen, dass das Förderprogramm vor allem auf grundlagenorientierte Forschung abzielt. Die wissenschaftlichen Tagungen haben einen starken Effekt auf die Vernetzung der Wissenschaftseinrichtungen untereinander, insbesondere mit solchen im Ausland. Damit ist ein weiteres wesentliches Ziel des Programms erreicht worden.

A Control Group Study of Incubators’ Impact to Promote Firm Survival

Abstract
For more than half a century, publicly funded business incubators (BIs) are at the heart of urban and regional technology and innovation policies. However, it is widely unclear as to whether start-up firms supported by publicly-initiated incubator initiatives have higher survival rates than comparable start-up firms that have not received support by such initiatives. The present article contributes to the underlying discussion by performing an empirical analysis of the long-term survival of 371 incubator firms (after their graduation) from five German BIs and contrasting these results with the long-term survival of a control group of 371 comparable non-incubated firms. The analysis covers a 10-year time span. For neither of the five incubator locations, we find statistically significant higher survival probabilities for firms located in incubators compared to firms located outside those incubator organizations. For three incubator locations the analysis even reveals statistically significant lower chances of survival for those start-ups receiving support by an incubator. We therefore arrive at the conclusion that being located in an incubator does not increase the chances of long-term business survival.
