Abstract
The German government provides discretionary investment grants to structurally weak regions in order to reduce regional inequality. We use a regression discontinuity design that exploits an exogenous discrete jump in the probability of regional actors to receive investment grants to identify the causal effects of the policy. We find positive effects of the programme on district-level gross value-added and productivity growth, but no effects on employment and gross wage growth.

Abstract
In the years after the economic crisis, the economic situation of establishments in West and East Germany has improved steadily. At the same time, increased labor market dynamics and a positive trend in total employment can be observed. Also the demand for skilled employees reached a new high of 2.7 million in 2018. Only about 60 percent of the demand could be covered, which is also reflected in a further increase of the so-called non-occupancy quota. With regard to the distribution of this indicator for skilled labor shortages, we observe clear sector- and size-specific differences as well as regional heterogeneity. The quota is particularly high in the construction industry and in agriculture and forestry, with more than half the positions left vacant. A positive correlation between shortages of skilled labor and the use of temporary work, flexible working hours and investments in vocational training and further education is assessed in a multivariate analysis. The structure of formal occupational skill requirements did not change very much over recent years. However, a clear trend towards more flexible work organization can be observed. For example, about one quarter of the establishments offer teleworking. The share of part-time employment is also increasing nationwide, especially in sectors with a higher proportion of women, such as the service industries or the public sector. The share of marginal employment is particularly high in sectors that are characterized by cyclical and/or seasonal demand fluctuations or comparatively unspecific skill requirements – and above-average shortages of skilled labor. In 2018, the proportion of establishments authorized to provide in-house vocational training rose for the first time since 2010 – to 54 percent in Germany. In Eastern Germany, the share is significantly lower at 49 percent. The proportion of authorized establishments that actually train apprentices has been relatively stable at around 50 percent for several years. Both successfully occupied and vacant apprenticeships are distributed very heterogeneously across sectors. The recruitment rate of successful graduates is about three quarters. In establishments with skilled labor shortages, both the training rate and the graduate hiring rate are higher, suggesting that vocational training is already used here as an alternative strategy for recruiting skilled employees. The share of establishments supporting further education of their employees remains stable at about fifty percent for several years, and the proportion of employees participating in training is still about one third. A comparatively higher rate of further education among unskilled employees in establishments with skilled labor shortages indicates that internal resources are being increasingly used here to meet the demand for skilled employees.

Abstract
The present study examines the socio-economic consequences of a climate policy-driven coal phase-out in Germany. A focus lies on the lignite industry – especially in the lignite regions. In a first step, the regions are spatially defined and described. Additional analysis is based on energy economic modelling. The model examines phase-out scenarios, which differ in the chosen criteria for the order of power plant closure (specific emissions or plant age). An input-output-model and a regional macroeconomic model build up on these phase-out pathways and examine the socio economic effects of the phase-out in the lignite regions as well as in the rest of Germany. The combination of both models offers the advantage to consider the phase-out from different perspective and hence derive different and more robust effects. The models show, on the one hand, that in an early phase-out the negative effects of structural change are visible earlier. On the other hand, recuperative effects can counteract the negative consequences according to the regional economic model.
Furthermore, the structural change creates economic opportunities. Those opportunities are primarily diversified economic activities. Case studies show significant employment potentials for the lignite regions. New jobs in renewable energies and energetic optimization of buildings can already counteract the negative employment effects associated with the investigated structural change. The study concludes, describing accompanying political instruments that can support the regions on their way to master the challenges of the up-coming structural change.

Bank profitability increases after eliminating consolidation barriers
When two banks merge because political consolidation barriers are abolished, the combined entity is considerably more profitable and useful to the real economy. This is the headline result of an analysis of compulsory savings banks mergers carried out by the Halle Institute for Economic Research (IWH). The study yields important insights for the German and the European banking market.

New IWH publication takes stock: “United country – three decades after the Wall came down”

A new publication by the Halle Institute for Economic Research (IWH) uses illustrative maps and graphs to show how the Federal Republic has developed compared to other countries and how economic unification has progressed. The publication presents many new findings, including on productivity differences between east and west, urban and rural development, as well as the availability of skilled labour.

Do Diasporas Affect Regional Knowledge Transfer within Host Countries? A Panel Analysis of German R&D Collaborations

Abstract
Interactive regional learning involving various actors is considered a precondition for successful innovations and, hence, for regional development. Diasporas as non-native ethnic groups are regarded as beneficial since they enrich the creative class by broadening the cultural base and introducing new routines. Using data on research and development (R&D) collaboration projects, the analysis provides tentative evidence that the size of diasporas positively affects the region’s share of outward R&D linkages enabling the exchange of knowledge. The empirical analysis further confirms that these interactions mainly occur between regions hosting the same diasporas, pointing to a positive effect of ethnic proximity rather than ethnic diversity.

Identifying Cooperation for Innovation – A Comparison of Data Sources

Abstract
The value of social network analysis is critically dependent on the comprehensive and reliable identification of actors and their relationships. We compare regional knowledge networks based on different types of data sources, namely, co-patents, co-publications, and publicly subsidised collaborative Research and Development projects. Moreover, by combining these three data sources, we construct a multilayer network that provides a comprehensive picture of intraregional interactions. By comparing the networks based on the data sources, we address the problems of coverage and selection bias. We observe that using only one data source leads to a severe underestimation of regional knowledge interactions, especially those of private sector firms and independent researchers. The key role of universities that connect many regional actors is identified in all three types of data.

Public Investment Subsidies and Firm Performance – Evidence from Germany

Abstract
This paper assesses firm-level effects of the single largest investment subsidy programme in Germany. The analysis considers grants allocated to firms in East German regions over the period 2007 to 2013 under the regional policy scheme Joint Task ‘Improving Regional Economic Structures’ (GRW). We apply a coarsened exact matching (CEM) in combination with a fixed effects difference-in-differences (FEDiD) estimator to identify the effects of programme participation on the treated firms. For the assessment, we use administrative data from the Federal Statistical Office and the Offices of the Länder to demonstrate that this administrative database offers a huge potential for evidence-based policy advice. The results suggest that investment subsidies have a positive impact on different dimensions of firm development, but do not affect overall firm competitiveness. We find positive short- and medium-run effects on firm employment. The effects on firm turnover remain significant and positive only in the medium-run. Gross fixed capital formation responses positively to GRW funding only during the mean implementation period of the projects but becomes insignificant afterwards. Finally, the effect of GRW-funding on labour productivity remains insignificant throughout the whole period of analysis.

TV boosts entrepreneurial identity
Entrepreneurship is a key driver of development in free-market economies – and TV is one channel in transporting and promoting an entrepreneurial identity or ‘culture’, as IWH economist Viktor Slavtchev and his co-author Michael Wyrwich find in a recent study. For their analysis, they compare – for the period after 1990 – the entrepreneurship incidence among the inhabitants of East German regions that had West Ger¬man TV signal prior to 1990 to that of the inhabitants of regions without such a signal.

Abstract
The reunification of Germany, which marked the end of the Cold War in the 20th century, is regarded as one of the most exemplary cases of social integration in human history. Nearly three decades after the German reunification, the economic and social shocks that occurred at the beginning of the reunification process have largely been resolved. Moreover, the unified Germany has grown into one of the most advanced economies in the world.
The unification process that Germany underwent may not necessarily be the way that the Republic of Korea would choose. However, the economic and social exchanges between East and West Germany prior to unification, and the cooperation in a myriad of policies based on these exchanges, served as the crucial foundation for unification. The case of Germany will surely help us find a better way for the re-unification of the Korean Peninsula.
In this context, this is the first edition of a joint research which provides diverse insights on social and economic issues during the process of unification. It consists of nine chapters whose main topics include policies on macroeconomic stabilization, the privatization of state-owned enterprises in East Germany, labor policies and the migration of labor, integration of the social safety nets of the North and South, and securing finances for reunification. To start with, the first part covers macroeconomic stabilization measures, which include policies implemented by the federal government of Germany to overcome macroeconomic shocks directly after the reunification. There was a temporary setback in the economy at the initial phase of reunification as the investment per GDP went down and the level of fiscal debt escalated, reverting to its original trend prior to the reunification. While it appears the momentum for growth was compromised by reunification from the perspective of growth rate of real GDP, this state did not last long and benefits have outpaced the costs since 2000.
In the section which examines the privatization of state-owned enterprises in East Germany, an analysis was conducted on the modernization of industrial infrastructure of East German firms. There was a surge in investment in East German area at the beginning stages but this was focused on a specific group of firms. Most of the firms were privatized through unofficial channels, with a third of these conducted in a management buy-out (MBO) process that was highly effective. Further analysis of a firm called Jenoptik, which was successfully bailed out, is incorporated as to draw implications of its accomplishments.
In the section on migration, we examine how the gap between the unemployment rates in the West and East have narrowed as the population flow shifted from the West to East. Consequently, there was no significant deviation in terms of the Gross Regional Domestic Product (GRDP) per capita in each state of East Germany. However, as the labor market stabilized in East Germany and population flows have weakened, the deviation will become larger. Meanwhile, if we make a prediction about the movement of population between the North and the South, which show a remarkable difference in their economic circumstances, a radical reunification process such as Germany’s case would force 7% of the population of the North to move towards the South. Upon reunification, the estimated unemployment rate in North Korea would remain at least 30% for the time being. In order to reduce the initial unemployment rate, it is crucial to design a program that trains the unemployed and to build a system that predicts changes in labor demand.
It seems nearly impossible to apply the social safety nets of the South to the North, as there is a systemic difference in ideologies. Taking steps toward integration would be the most suitable option in the case of the Koreas. We propose to build a sound groundwork for stabilizing the interest rates and exchange rates, maintain stable fiscal policies, raise momentum for economic growth and make sure people understand the means required to financially support the North in order to reduce the gap between the two.
This book was jointly organized and edited by Dr. Hyung-gon Jeong of the Korea Institute for International Economic Policy (KIEP) and Dr. Gerhard Heimpold of the Halle Institute for Economic Research (IWH). We believe that this report, which examines numerous social and economic agendas that emerged during the reunification of Germany, will provide truly important reference for both Koreas. It is also our view that it will serve as a stepping-stone to establish policies in regard to South-North exchanges across numerous sectors prior to discussions of reunification. KIEP will continue to work with IWH and contribute its expertise to the establishment of grounds for unification policies.
