Incubation Time, Incubator Age, and Firm Survival after Graduation

Abstract
On the basis of a sample of 149 graduate firms from five German business incubators, this article contributes to incubator/incubation literature by investigating the effects of the age of the incubators and the firms´ incubation time in securing long-term survival of the firms after leaving the incubator facilities. The empirical findings from Cox proportional hazards regression and parametric accelerated failure time models reveal a statistically significant negative impact for both variables incubator age and incubation time on post-graduation firm survival. One important implication that follows from the empirical results for policy makers and managers of those initiatives is that, when incubator managers become increasingly involved in various regional development activities, this may reduce the effectiveness of incubator support. Also, our finding speaks in favour of a strict limitation of incubation times and reinforces arguments of the supporters of maximum tenancy.

Abstract
Technologie-, Gründer- oder Innovationszentren (TGZ) sind als Instrumente städtischer Technologieund Innovationsstrategien kaum mehr wegzudenken.
Das fundamentale Ziel einer Unternehmensförderung durch TGZ besteht darin, die Startschwierigkeiten junger Unternehmen zu kompensieren und sie langfristig lebensfähig zu machen. Bislang ist jedoch nicht geklärt, inwiefern TGZgeförderte Unternehmen tatsächlich langfristig höhere Überlebenschancen besitzen als nicht geförderte Unternehmen außerhalb der TGZ. Dieser Frage widmet sich das IWH in der aktuell laufenden IWH-TGZ-Kontrollgruppenstudie. Der vorliegende Artikel stellt erste Ergebnisse daraus vor. Die Studie berücksichtigt insgesamt 371 geförderte Unternehmen aus TGZ in den Städten Dresden, Halle (Saale), Jena, Neubrandenburg und Rostock. Diesen wird eine ebenso große Kontrollgruppe von Unternehmen gegenübergestellt, die nicht durch TGZ gefördert wurden, ansonsten den TGZUnternehmen aber in wesentlichen Merkmalen gleichen. Signifikant höhere Überlebenschancen geförderter Unternehmen gegenüber der jeweiligen Kontrollgruppe sind für keinen der fünf untersuchten Standorte nachweisbar. In drei von fünf Fällen besitzen die geförderten Unternehmen langfristig signifikant niedrigere Überlebenschancen gegenüber der Kontrollgruppe. Die Ergebnisse legen daher den Schluss nahe, dass es für Unternehmen der untersuchten Standorte für ihr Überleben unerheblich ist bzw. negative Auswirkungen hat, wenn sie eine Förderung durch TGZ erhalten haben.

Abstract
The paper investigates strategic motives, technological activities and determinants of foreign investment enterprises’ embeddedness in post-transition economies (Eastern Germany and selected Central East European countries). The empirical study makes use of the IWH FDI micro database. Results of the descriptive analysis of investment motives show that market access dominates over efficiency seeking and other motives. The majority of investors are technologically active in the region as a whole, but countries differ in terms of performance. The probit model estimations show that firm specific characteristics, among them innovativeness and autonomy from parent company, are important determinants of foreign investment enterprises’ embeddedness.

Cooperation Patterns of Incubator Firms and the Impact of Incubator Specialization: Empirical Evidence from Germany

Abstract
The article examines cooperation patterns of 150 firms located in German business incubators (BIs). More specifically, this study distinguishes between networking within the tenant portfolio and the academic-industry linkages of the tenant firms. We further contribute to the relevant literature by explicitly considering differences in cooperation patterns between firms located on diversified and specialized incubator facilities. Empirical results do not support the common assumption that specialized incubation strategies increase the effectiveness of incubator-internal networking compared to diversified BIs. Also, incubator specialization is not superior to diversified incubators with respect to the promotion of linkages of their tenants with academic institutions. For academic linkages, industry effects matter more than incubator characteristics.

Beyond Incubation: An Analysis of Firm Survival and Exit Dynamics in the Post-graduation Period

Abstract
With regard to the survival rates of business incubator (BI) firms, the literature mainly presents findings of failure rates only during the incubation period. Little is known about the survival or exit dynamics of firms after leaving the incubator facilities. The study approaches this research question by examining the survival of 352 firms from five German BIs after their graduation. The findings suggest that graduation causes an immediate negative effect on survivability that lasts up to three years after leaving the incubators. Furthermore, heterogeneous patterns of post-graduation exit dynamics between the BIs were observed. It was also found that performance during the incubation period is an indicator of the propensity of business closure after graduation. This study offers valuable insights and implications for all stakeholders of BI-initiatives.

Despite the vast amount of research that focused on the effectiveness of incubator initiatives and how to measure incubator performance, there is still a lack of understanding of how to determine incubators that are more effective than others. Based on data from 410 graduate firms, the present article concentrates on this crucial question and compares the long-term effectiveness of five BIs in Germany by applying the multi-criteria outranking technique PROMETHEE. In particular, we investigate whether PROMETHEE is a well suited methodological approach for the evaluation and comparisons in the specific context of business incubation.

Abstract
Der Beitrag untersucht, inwieweit es durch eine Förderung mittels Technologie- und Gründerzentren (TGZ) gelingt, Unternehmen beim Aufbau von Kooperationsbeziehungen zu unterstützen. Im Rahmen einer Querschnittsuntersuchung wird sowohl die Vernetzung der Unternehmen innerhalb der Zentren als auch die Initiierung von Kontakten zu Wissenschafts- und Forschungseinrichtungen untersucht. Erstmalig wird dabei den vermuteten Unterschieden zwischen spezialisierten und diversifizierten Zentrenkonzepten nachgegangen. Entgegen der vorherrschenden Meinung in der Literatur zeigen die empirischen Ergebnisse, dass sich bei Mietern in spezialisierten TGZ, trotz größerer Überschneidungen, keine intensiveren Netzwerkbeziehungen entwickeln als in diversifizierten Zentren. Signifikante Vorteile einer Spezialisierung von TGZ können hingegen bei der Wissenschaftsanbindung der Mieterunternehmen nachgewiesen werden, wobei nur jedes zweite Unternehmen in diversifizierten TGZ Kontakte mit Wissenschafts- und Forschungseinrichtungen unterhält.

The empirical findings from Cox-proportional hazards regression and parametric accelerated failure time models reveal a statistically negative impact for both variables incubator age and incubation time on post-graduation firm survival. One possible explanation for these results is that, when incubator managers become increasingly involved in various regional development activities (e.g. coaching of regional network initiatives), this may reduce the effectiveness of incubator support and therefore the survival chances of firms.
