IWH-Tarif-Check: Auch real steigen die Einkommen im öffentlichen Dienst kräftig. Reale Netto-Lohnzuwächse bei den Beschäftigten von Bund und Kommunen in den nächsten Jahren
Der neue Tariflohnabschluss verheißt Positives für die 2,3 Millionen Beschäftigten des öffentlichen Dienstes von Bund und Kommunen: Rückwirkend zum 01.03.2018 erhalten sie 3,2%, ab dem 01.04.2019 weitere 3,1% und zum 01.03.2020 nochmals 1,1% mehr Lohn. Die Beschäftigten bis zur Entgeltgruppe 6 erhalten zudem eine Einmalzahlung von 250 Euro.

Regional, Individual and Political Determinants of FOMC Members' Key Macroeconomic Forecasts

Abstract
We study Federal Open Market Committee members' individual forecasts of inflation and unemployment in the period 1992–2004. Our results imply that Governors and Bank presidents forecast differently, with Governors submitting lower inflation and higher unemployment rate forecasts than bank presidents. For Bank presidents we find a regional bias, with higher district unemployment rates being associated with lower inflation and higher unemployment rate forecasts. Bank presidents' regional bias is more pronounced during the year prior to their elections or for nonvoting bank presidents. Career backgrounds or political affiliations also affect individual forecast behavior.

Progressive Tax-like Effects of Inflation: Fact or Myth? The U.S. Post-war Experience

Abstract
Inflation and earnings growth can push some tax payers into higher brackets in the absence of inflation-indexed schedules. Moreover, inflation may affect the composition of individuals’ income sources. As a result, depending on the relative tax burden of labour and capital, inflation may decrease or increase the difference between before-tax and after-tax income. However, whether some and if so which percentiles of the income distribution net benefit from inflation via taxation is a widely unexplored question. We make use of a novel dataset on U.S. pre-tax and post-tax income distribution series provided by Pike ty et al. (2018) for the years 1962 to 2014 to answer this question. To this end, we estimate local projections to quantify dynamic effects. We find that inflation shocks increase progressivity of taxation not only contemporaneously but also with some repercussion of several years after the shock. While particularly the bottom two quintiles gain in share, it is not the top but the fourth quintile that lastingly loses.

Cyclical upswing in Germany and in the world
At the turn of the year, the cyclical upswing in Germany continues. Gross domestic product is expected to increase by 2.2% in 2017, and because this year has seen significantly fewer working days than before, the rate of change amounts, adjusted for calendar effects, to even 2.5%. “The upswing is broad-based”, says Oliver Holtemöller, head of the Department Macroeconomics and IWH vice president. “For quite a long time now, significant increases in employment have been driving private incomes, consumption and housing construction. The latter was, in addition, stimulated by low interest rates.” Currently, German exports are benefiting from the vivid international economy. Not least since monetary policy in the euro area remains expansionary for the time being, we expect the upturn to continue in 2018 and production to increase again by 2.2%. Consumer price inflation is, with 1.7%, still moderate in both 2017 and 2018. Although domestic price pressures are on the rise, the effects of the energy price increase in 2017 expire in 2018, and the appreciation of the euro in the summer of 2017 will dampen price dynamics.

Joint Economic Forecast—Autumn 2017: Upturn Remains Robust—Amid Mounting Tensions
The German economic upturn has gained both in terms of strength and breadth. In addition to consumer spending, external trade and investments are now also contributing to economic expansion. These are the conclusions drawn by the economic research institutes in their autumn report for the German federal government. Whereas the very high economic momentum in the first half of the current year will slow slightly, expansion of economic output this year and next will exceed production capacity growth. As a result, overall capacity utilization will increase, with economic output exceeding potential output. Gross Domestic Product is likely to grow by 1.9 percent this year and by 2 percent in 2018 (calendar-adjusted: 2.2 and 2.1 percent, respectively).

Abstract
Ursprünglich galt die Sicherung des Lebensstandards nach dem Ausscheiden aus dem Erwerbsleben als zentrale Aufgabe der gesetzlichen Rentenversicherung. In der öffentlichen Diskussion gilt deshalb der Entwicklung des Rentenniveaus, welches das Verhältnis der Standardrente zum durchschnittlichen Arbeitsentgelt wiedergibt, besondere Aufmerksamkeit. Ein kontinuierlich sinkendes Rentenniveau wird häufig als nicht hinnehmbar angesehen, weil dadurch soziale Härten entstehen können. Aufgrund des demographischen Wandels, der sich in den kommenden Jahren beschleunigen wird, ginge eine Fixierung des Rentenniveaus jedoch mit einem deutlichen Anstieg des Beitragssatzes zur gesetzlichen Rentenversicherung und damit der Lohnnebenkosten einher. Mit dem Altersvermögens- und dem Altersvermögensergänzungsgesetz wurde deshalb ab dem Jahr 2001 ein Paradigmenwechsel in der gesetzlichen Rentenversicherung vollzogen. So wurde unter anderem ein Nachhaltigkeitsfaktor in die Rentenanpassungsformel aufgenommen, welcher die Rentenanpassung bei einer Alterung der Bevölkerung dämpft. Für das Rentenniveau wurde lediglich eine Untergrenze von 43% im Jahr 2030 festgelegt; der Beitragssatz soll bis dahin die Obergrenze von 22% nicht übersteigen.

Four Essay on Banking Globalization and Financial Stability in Emerging Countries

Abstract
A distinctive aspect of the recent financial crises is that they emerged primarily in the industrial world. Since the 2008-2009 global financial crisis emerging countries have been therefore confronted with financial shocks triggered at the core of the international financial system, affecting the volatility of capital flows worldwide. Emerging countries’ dependence on capital and trade flows, combined with a large presence of foreign-owned banks, has been identified as a central driver of the cross-border transmission of these crises (see IMF, 2009). While historical events such as the Latin American debt crisis or the 1997 Asian financial crisis highlighted the importance of sound balance of payments and inflation targeting policies at the macroeconomic level, the global financial crisis has revealed the importance of weighing the costs and benefits of banking globalization. This is foremost important from a policy perspective, since emerging countries faced for the first time in decades an external shock in a context free of large local macroeconomic imbalances, having to adapt their traditional policy framework to new challenges. This has been emphasized, among others, by the former Chairman of the U.S. Federal Reserve Ben Bernanke. In particular, this changing scenario implied that microeconomic aspects involved in the cross-border transmission of shocks gained increasing momentum in the international policy debate (see for instance Freixas et al., 2015).
