Moderate economic growth in the world – German economy continues to stagnate
Production in Germany has been stagnating for two years and is roughly the same level as shortly before the outbreak of the pandemic. Investment of firms is particularly weak. An important reason for fewer investments is the sluggish export business. Private households are also holding back on consumption, mainly due to concerns about the longer-term economic outlook. According to the autumn forecast of the Halle Institute for Economic Research (IWH), gross domestic product in Germany is likely to stagnate in 2024 and to increase by 1.0% in 2025 as capacity utilisation normalises. In June, the IWH forecast had still assumed a growth of 0.3% in 2024 and of 1.5% in 2025. In East Germany, gross domestic product will increase by 0.3% this year and by 0.9% in 2025.

Abstract
The recent moderate pace of the global economy will continue for the time being. In Europe, the economy is likely to pick up slightly from the winter half-year 2024/2025. In Germany, the sluggish export business in particular is providing a lack of economic impetus. However, private consumption will contribute to a slight economic recovery in the winter half-year. Gross domestic product is likely to stagnate in 2024 and grow by 1.0% in 2025.

Abstract
Why do cities differ so much in productivity? A long literature has sought out systematic sources, such as inherent productivity advantages, market access, agglomeration forces, or sorting. We document that up to three quarters of the measured regional productivity dispersion is spurious, reflecting the “luck of the draw” of finite counts of idiosyncratically heterogeneous plants that happen to operate in a given location. The patterns are even more pronounced for new plants, hold for alternative productivity measures, and broadly extend to European countries. This large role for individual plants suggests a smaller role for places in driving regional differences.

Abstract
Schon seit vielen Jahren ist das Produktivitätswachstum in den USA höher als in Europa, was zu immer größer-werdenden Unterschieden im Pro-Kopf-Einkommen zwischen den beiden Ländern führt. Dieser Artikel dokumentiert, dass die geringere Firmendynamik, das heißt, weniger Eintritt und Austritt von Firmen in den Markt und damit weniger Innovation, ein wichtiger erklärender Faktor für die Unterschiede im Produktivitätswachstum darstellen. Im zweiten Teil des Beitrags werden die drei wichtigsten Initiativen der EU-Politik gegenübergestellt und aufgezeigt, welche Ziele sie verfolgen und wie mehr oder weniger erfolgreich sie tatsächlich implementiert werden. Während ein stabileres Bankensystem für den Erfolg der Bankenunion spricht, kann wenig Fortschritt im Bereich der theoretisch erfolgsversprechenden Absichten und Mechanismen der Kapitalmarktunion verzeichnet werden. Es ist anzuzweifeln, ob der Chips Act die angestrebten geostrategischen Ziele erfüllen kann. Initiativen auf nationaler Ebene bleiben aufgrund der Komplexität und Fragmentierung der europäischen Kapitalmärkte ein wichtiger Faktor.

Abstract
Gegenstand dieses Evaluationsberichts ist die Replikation und Erweiterung der Ergebnisse des vorhergehenden Gutachtens zur Evaluation der Gemeinschaftsaufgabe ‚Verbesserung der regionalen Wirtschaftsstruktur‘ (GRW)
Der vorliegende Evaluationsbericht verfolgt zwei Ziele. Erstens aktualisiert er die Ergebnisse aus dem vorherigen Gutachten. Zweitens betrachtet er einige Aspekte zu den Wirkungen der GRW-Förderung vertiefend. Dazu gehört insbesondere die Frage, ob die GRW für die geförderten Betriebe tatsächlich einen Anreizeffekt im Sinne einer Ausweitung der Investitionstätigkeit hatte und wie sich die Effekte der Förderung unter Verwendung fortgeschrittener Produktivitätsmaße darstellt. Des Weiteren widmet sich der Evaluationsbericht einer vertiefenden Untersuchung heterogener Effekte auf sektoral disaggregierter Ebene sowie nach Betriebsgrößenklassen. Wo es möglich ist, analysiert der Bericht zudem längere Zeiträume nach dem Beginn des Förderprojekts. Schließlich widmet sich der Evaluationsbericht Fragen zur Wirtschaftlichkeit des GRW-Programms auf einzelbetrieblicher Ebene, indem er die Effekte in Beziehung setzt zur Höhe der aufgewendeten Fördermittel.

Linking the Mannheim Enterprise Panel (MUP) with Administrative Establishment Data of IAB

Abstract
This report describes the novel key between establishment and enterprise identifiers. This key enables the combination of administrative employment data of the Institute for Employment Research (IAB) with external enterprise data that has a Creditreform or Moodys (former Bureau van Dijk) identifier. To establish this combination, we performed a record linkage between the address data of the IAB and the address data of the Mannheim Enterprise Panel (MUP) hosted at the Leibniz Centre for European Economic Research (ZEW). We briefly describe the record linkage process, present quality and representativeness checks and also discuss limitations of the data. The key will be the base of standard data products that will be available via the Research Data Centre of the IAB (FDZ). Moreover, the presented key allows to generate customized data sets.

Robot Adoption at German Plants

Abstract
Using a newly collected dataset at the plant level from 2014 to 2018, we provide the first microscopic portrait of robotization in Germany and study the correlates of robot adoption. Our descriptive analysis uncovers five stylized facts: (1) Robot use is relatively rare. (2) The distribution of robots is highly skewed. (3) New robot adopters contribute substantially to the recent robotization. (4) Robot users are exceptional. (5) Heterogeneity in robot types matters. Our regression results further suggest plant size, high-skilled labor share, exporter status, and labor shortage to be strongly associated with the future probability of robot adoption.

German economy still on the defensive – but first signs of an end to the downturn
In the first half of 2024, signs of an economic recovery are increasing. Production, however, is likely to expand only modestly during summer. From the autumn, the recovery is likely to pick up speed with higher real incomes and a modest increase in exports. In its summer forecast, the Halle Institute for Economic Research (IWH) expects gross domestic product to expand by 0.3% in 2024 and by 1.5% in 2025 (East Germany: 0.6% and 1.4%). In March, the IWH forecast had assumed a growth of 0.2% in 2024 and of 1.5% in 2025.

Abstract
Die Aussichten für die internationale Konjunktur bleiben leicht eingetrübt. In Europa setzt sich die zaghafte Erholung fort. In Deutschland vermehren sich die Anzeichen für eine konjunkturelle Besserung. Alles in allem wird die Produktion im Sommerhalbjahr wohl nur verhalten ausgeweitet, doch ab Herbst dürfte die Belebung Fahrt aufnehmen. Das Bruttoinlandsprodukt dürfte im Jahr 2024 um 0,3% expandieren, für 2025 prognostiziert das IWH einen Zuwachs um 1,5%.
