Abstract
We integrate international business theory on foreign direct investment (FDI) with institutional theory on intellectual property rights (IPR) to explain characteristics and behaviour of foreign investment subsidiaries in Central East Europe, a region with an IPR regime-gap vis-à-vis West European countries. We start from the premise that FDI may play a crucial role for technological catch-up development in Central East Europe via technology and knowledge transfer. By use of a unique dataset generated at the IWH in collaboration with a European consortium in the framework of an EU-project, we assess the role played by the IPR regimes in a selection of CEE countries as a factor for corporate governance and control of foreign invested subsidiaries, for their own technological activity, their trade relationships, and networking partners for technological activity. As a specific novelty to the literature, we assess the in influence of the strength of IPR regimes on corporate control of subsidiaries and conclude that IPR-sensitive foreign investments tend to have lower functional autonomy, tend to cooperate more intensively within their transnational network and yet are still technologically more active than less IPR-sensitive subsidiaries. In terms of economic policy, this leads to the conclusion that the FDI will have a larger developmental impact if the IPR regime in the host economy is sufficiently strict.

Abstract

This article examines the strategy of supporting the sector of Media Industry (´MI´) by policy makers in the region of Halle in East Germany, where a strong de-industrialization has taken place after the German reunification. Stimulated by the policy makers’ support measures, there actually was a remarkable development of MI. However, the number of MI firms and their employees did not further increase in recent years, after having reached a certain level. This illustrates the limits of political measures for turning a city’s path of industrial development voluntarily.

Will Oil Prices Decline Over the Long Run?

Abstract
At present, oil markets appear to be behaving in a fashion similar to that in the late 1970s and early 1980s when oil prices rose sharply over an extended period. Furthermore, like at that time, analysts are split on whether such increases will persist or reverse, and if so by how much. The present paper argues that the similarities between the two episodes are not as strong as they might appear at first sight, and that the likelihood of sharp reversals in prices is not particularly great. There are a number of reasons in support of the view that it is unlikely that the first two decades of this century will mimic the last two decades of the previous century. First, oil demand is likely to grow significantly in line with strong economic growth in non-OECD countries. Second, on the supply side, OPEC is likely to enhance its control over markets over the next two decades, as supply increases in newly opened areas will only partially offset declining rates of production in other geologically mature non-OPEC oil regions. Moreover, while concerns about climate change will spur global efforts to reduce carbon emissions, these efforts are not expected to reduce oil demand. Finally, although there is much talk about alternative fuels, few of these are economically viable at the prices currently envisioned, and given the structural impediments, there is a reduced likelihood that the market will be able to generate sufficient quantities of these alternative fuels over the forecast horizon. The above factors imply that oil prices are likely to continue to exceed the USD 70 to USD 90 range over the long term.

Abstract
Regional economic policy faces the challenge of two competing policy goals - reducing regional economic disparities vs. promoting economic growth. The allocation of public funds has to weigh these goals particularly under the restriction of scarce financial re- sources. If, however, some region turns out to be a regional growth pole with positive spillovers to its disadvantaged periphery, regional policies could be designed to recon- cile the conflicting targets. In this case, peripheral regions could indirectly participate in the economic development of their growing cores. We start our investigation by defining and identifying such growth poles among German regions on the NUTS 3 administrative level based on spatial and sectoral effects. Using cluster analysis, we determine significant characteristics for the general identification of growth poles. Patterns in the sectoral change are identified by means of the change in the employment. Finally, we analyze whether and to what extent these growth poles ex- ert spatial spillover effects on neighbouring regions and thus mitigate contradictory in- terests in regional public policy. For this purpose, we apply a Spatial-Cross-Regressive- Model (SCR-Model) including the change in the secondary sector which allows to con- sider functional economic relations on the administrative level chosen (NUTS 3).

What Determines the Efficiency of Regional Innovation Systems?

Abstract
We assess the efficiency of regional innovation systems (RIS) in Germany by means of a knowledge production function. This function relates private sector research and development (R&D) activity in a region to the number of inventions that have been registered by residents of that region. Different measures and estimation approaches lead to rather similar assessments. We find that both spillovers within the private sector as well as from universities and other public research institutions have a positive effect on the efficiency of private sector R&D in the respective region. It is not the mere presence and size of public research institutions, but rather the intensity of interactions between private and public sector R&D that leads to high RIS efficiency. We find that relationship between the diversity of a regions’ industry structure and the efficiency of its innovation system is inversely u-shaped. Regions dominated by large establishments tend to be less efficient than regions with a lower average establishment size.

Economic convergence across German regions in light of empirical findings

Abstract
This paper challenges the convergence hypothesis advanced by R. Barro and X. Sala-i-Martin as it is applied to explain the forces behind, patterns exhibited by and time line for German regional convergence. Exposed in some detail are the spurious neoclassical and marginalist assumptions, purporting that 'automatic' forces would indeed bring about a convergence in per capita incomes between two German regions. A trend exhibiting slow growth in per capita income in Germany's eastern region renders a Beta coefficient so low as to rule out convergence altogether. In addition, capital fails to move between German regions in the pattern assumed by the convergence hypothesis.

Economic Capability of East German Regions: Results of a Cluster Analysis

Abstract
This paper analyses the economic capability of East German regions compared with West German regions. Based on new growth theory and new economic geography, and using relevant empirical literature, regions are clustered according to a set of growth factors. The clustering results find little evidence that the economic capability of East German regions is already comparable with West German regions. Economic disadvantages are particularly rooted in lower technical progress, a lack of entrepreneurship, lower business and industrial concentration, and a loss of human capital. However, there are a few East German regions with a high economic capability, but even those suffer from economic disadvantages such as lower technical progress, lower industrial activity and a poorer regional accessibility.

Abstract
The paper is concerned with documenting and assessing statements made by policymakers, opinion formers, and other stakeholders in favour and against the adoption of competition laws with particular reference to transition and developing countries which have not yet enacted these kind of laws. For example, claims that competition enforcement might reduce the inflow of foreign direct investment, or that other policies are successfully used as substitutes for competition law, are assessed. In a first step, the method of generalized analysis structures the list of statements around core issues of common features to make them accessible to further interpretation and assessment. The paper shows that some claims are in fact country or region specific, and specific to the development level of the respective countries. In a second step, the core issues are assessed according to economic and legal criteria. Since the analysis focuses on transition and developing countries, the criteria for economic assessment are predominantly economic growth and development issues, but also include the economic coherency of a set of claims submitted by stakeholders in a given country. The criteria for legal assessment include whether claims are problematic in light of WTO-principles, or are even born out of a political objective which is incompatible with the spirit, if not the letter of WTO-rules.

Das Statistische Bundesamt hat seine ersten Berechnungen zum Bruttoinlandsprodukt und zu seinen Komponenten für das zweite Quartal 2004 vorgelegt und die bisherigen Ergebnisse für die zurückliegenden Vierteljahre überarbeitet – Anlass für eine Überprüfung der Konjunkturprognose des IWH. Laut amtlicher Neuberechnung für die ersten drei Monate des Jahres fiel die konjunkturelle Spaltung zwischen Auslands- und Inlandsnachfrage in Deutschland noch deutlicher aus als ursprünglich gemeldet, und diese Schere hat sich in den Monaten April bis Juni nicht verringert. Die Anpassung der Prognosewerte für das zweite Halbjahr, die dominiert wird von einer Aufwärtskorrektur des außenwirtschaftlichen Beitrags zur gesamtwirtschaftlichen Produktion, hat eine Erhöhung der Wachstumsprognose des Bruttoinlandsprodukts für dieses Jahr von 1,8% auf 2% zur Folge. Im Zuge der Verlangsamung des weltwirtschaftlichen Aufschwungs wird der konjunkturelle Impuls aus dem Ausland im weiteren Verlauf dieses und des nächsten Jahres an Stärke verlieren. Dafür gewinnt die Inlandsnachfrage wieder etwas an Schwung. Voraussetzung ist, dass die Unternehmen ihre Investitionszurückhaltung aufgeben und die über die Außenwirtschaft erzielten Gewinne in den Wirtschaftskreislauf zurückführen. Das Bruttoinlandsprodukt wird 2005 um 1,8% höher als in diesem Jahr sein. Ohne Arbeitstageeffekt ergibt sich infolge des – wenn auch nur zögerlichen – Übergreifens der Konjunktur auf die Binnennachfrage ein Anstieg um 2%, nach 1,5% in diesem Jahr.

Abstract
Die Investitionstätigkeit in Ostdeutschland ist durch massive staatliche Förderung gekennzeichnet. Die mit Abstand wichtigsten Instrumente, hinsichtlich des Fördervolumens sowie der Inanspruchnahme durch die Betriebe, sind die Investitionszulage und die Gemeinschaftsaufgabe zur „Verbesserung der regionalen Wirtschaftsstruktur“ (GA). In diesem Beitrag wird der Einfluss untersucht, die die Teilnahme an der Gemeinschaftsaufgabe auf die Investitionshöhe ausübt. Das dabei auftretende Problem der Selbstselektion wird mit Hilfe eines Selektionsmodells gelöst. Auf der ersten Stufe wird mit einem Probitmodell die Teilnahmewahrscheinlichkeit an der GA-Förderung geschätzt.
Daran anschließend wird die Investitionshöhe der Betriebe erklärt, u.a. durch
die Teilnahme bzw. Nichtteilnahme an der GA-Förderung. Dabei stellt sich heraus, dass die Fördervariable im betrachteten Zeitraum einen signifikant positiven Effekt sowohl auf die Investitionen je Beschäftigten als auch auf die Investitionen je Umsatzeinheit ausübt, die GA-Förderung also investitionssteigernd wirkte.
