The East German economy expanded strongly in the first half of 2022, but falls into recession in the second half of the year ‒ Implications of the Joint Economic Forecast Autumn 2022 and of Länder data from recent publications of the Statistical Office
The energy crisis is pushing the German economy into recession. This also affects the economy in East Germany. According to the Halle Institute for Economic Research (IWH), East German production will expand at a slightly stronger rate of 1.5% than in Germany as a whole. For the coming year, the decline in East Germany is expected to be less pronounced than in the west at 0.1% (Germany: ‒0.4%). For 2024, the economists forecast a growth of 1.7% (Germany: 1.9%).

Regional effects of a recession in Germany triggered by an import stop for Russian gas
A halt in Russian gas deliveries would lead to a recession in the German economy. Abstract
Ein Stopp der russischen Gaslieferungen würde zu einer Rezession der deutschen Wirtschaft führen. Nicht alle Regionen wären davon gleich betroffen: Vor allem wäre dort, wo das Verarbeitende Gewerbe ein großes Gewicht hat, mit einem deutlich stärkeren Einbruch der Wirtschaftsleistung zu rechnen als andernorts. Deshalb wäre Westdeutschland und dort insbesondere der Süden stärker betroffen als der Osten Deutschlands. Dagegen spielt für die Frage, wie viele Arbeitsplätze durch einen bestimmten Rückgang der Wertschöpfung gefährdet sind, die Höhe der Arbeitsproduktivität eine ausschlaggebende Rolle.

Economy in East Germany will not suffer more from the war in Ukraine than in Germany as a whole – Implications of the Joint Economic Forecast Spring 2022 and new data for the East German economy
The recovery of the East German economy, like that of Germany as a whole, will weaken considerably due to Russia’s war in Ukraine. However, the economic slump and recovery were not as pronounced as in West Germany. In 2021, East German output grew by 2.3%, less than in Germany as a whole (2.9%). According to the Halle Institute for Economic Research (IWH), GDP growth in East Germany is also likely to be lower than in Germany as a whole in 2022 (2.1% in East Germany vs. 2.7% in Germany) and 2023 (2.5% vs. 3.1%).

Economy in East Germany shrank less than in the West, but will have weaker momentum when pandemic disappears – Implications of the Joint Economic Forecast Spring 2021 and new data for East Germany
At 3%, the increase in gross domestic product in eastern Germany in 2021 is likely to be lower than in Germany as a whole (3.7%), as the slump due to the pandemic was smaller in 2020. In the course of the economic recovery in the second half of the year, the unemployment rate is expected to fall slightly.

Abstract
Der Vergleich der Lebensverhältnisse in Ost- und Westdeutschland orientiert sich häufig am Bruttoinlandsprodukt je Einwohner:in. Dieses Maß ist jedoch für sich genommen kein guter Wohlfahrtsindikator. Es ist davon auszugehen, dass gemessen am Bruttoinlandsprodukt je Einwohner:in in absehbarer Zukunft keine wesentliche weitere Angleichung der Wirtschaftskraft in Ost- und Westdeutschland mehr stattfinden wird. Denn die Altersstruktur Ostdeutschlands, d. h. das Verhältnis von Erwerbstätigenzahl zu Einwohnerzahl, ist ungünstiger als im Westen. Betrachtet man hingegen wichtige Wohlfahrtsindikatoren wie Konsummöglichkeiten, Lebenserwartung, Freizeit und Einkommensungleichheit, so sind die Lebensverhältnisse in Ost- und Westdeutschland ähnlicher als das Bruttoinlandsprodukt je Einwohner:in suggeriert. In den Debatten über den Aufholprozess Ostdeutschlands sollte daher stärker auf die Arbeitsproduktivität als Maß für die Wirtschaftskraft und auf andere Wohlfahrtsindikatoren als Maß für die Angleichung der Lebensverhältnisse abgestellt werden.

Abstract
Die Zahl der Selbstständigen in Ostdeutschland (ohne Berlin) beläuft sich derzeit auf rund 600 000 und ist das Ergebnis eines über die Jahre zunehmenden Trends. Selbständigkeit wurde in der DDR kaum ein Platz eingeräumt. Zum Zeitpunkt der Wiedervereinigung besaß Ostdeutschland eine Selbständigenquote von nur rund 2,2 Prozent. Dieser Anteil hat sich 2018 auf 9,2 Prozent erhöht. Damit übersteigt die Selbständigenquote Ostdeutschlands diejenige Westdeutschlands seit dem Jahr 2013. Es gilt hierbei jedoch zu beachten, dass das Wachstum der Selbständigenanzahl insbesondere in Ostdeutschland von den Solo-Selbstständigen getragen war. Zudem bestehen im Hinblick auf die sektorale Zusammensetzung mit einem geringeren Anteil an wissensintensiven Wirtschaftszweigen als in Westdeutschland noch Unterschiede zwischen Ost- und Westdeutschland.

Economic slump in East Germany not as severe as in Germany as a whole ‒ Implications of the Joint Economic Forecast and new data for East Germany
The German economy started recovering quickly after the drastic pandemic-related slump in spring 2020. The recovery, however, loses much of its momentum in the second half of the year. The Joint Economic Forecast predicts that production levels seen before the crisis will not be reached again until the second half of 2021. In principle, the East German economy is following this pattern, although the economic slump is likely to be somewhat milder.
