Testing for Structural Breaks at Unknown Time: A Steeplechase

Abstract
This paper analyzes the role of common data problems when identifying structural breaks in small samples. Most notably, we survey small sample properties of the most commonly applied endogenous break tests developed by Brown, Durbin, and Evans (1975) and Zeileis (2004), Nyblom (1989) and Hansen (1992), and Andrews, Lee, and Ploberger (1996). Power and size properties are derived using Monte Carlo simulations. Results emphasize that mostly the CUSUM type tests are affected by the presence of heteroscedasticity, whereas the individual parameter Nyblom test and AvgLM test are proved to be highly robust. However, each test is significantly affected by leptokurtosis. Contrarily to other tests, where skewness is far more problematic than kurtosis, it has no additional effect for any of the endogenous break tests we analyze. Concerning overall robustness the Nyblom test performs best, while being almost on par to more recently developed tests in terms of power.

Abstract
Der ostdeutsche Maschinenbau verlor im Zuge des marktwirtschaftlichen Umbaus seine einst führende Rolle in der Industrie Mittel- und Ostdeutschlands. Weitgehend ohne Unterstützung durch westdeutsche und ausländische Mutterunternehmen und erschwert durch die lang anhaltende Investitionsschwäche in der ersten Hälfte der 1990er Jahre nahm die Umstrukturierung mehr Zeit als in anderen Industriebranchen in Anspruch und führte zu tiefen Einschnitten bei Produktion und Beschäftigung. In der Privatisierungsphase wurden mit der Konzentration auf das Kerngeschäft die Fertigungstiefe verringert und die Beschäftigtenzahl reduziert. Verstärkt wurde der Personalabbau durch die Politik der schnellen Lohnangleichung. Mit der Etablierung und Entwicklung der Unternehmen auf privater Grundlage erhöhte sich die Fertigungstiefe wieder und die Vorleistungskosten wurden anteilmäßig gesenkt. Ein deutlich geschrumpfter Bestand an kleinen und mittleren Unternehmen erreichte erst im Jahr 2002 das Etappenziel des marktwirtschaftlichen Umbaus, die Gewinnzone; 2003 stieg die Rendite weiter an. Bei der Rendite besteht noch ein Rückstand gegenüber Maschinenbauern im früheren Bundesgebiet, wenngleich die wenigen größeren Unternehmen besser abschneiden als ihre westdeutschen Wettbewerber. Der einstige Schlüsselsektor in der DDR bietet heute 58 600 Beschäftigten Arbeit, das entspricht 10% des Standes am Ende der DDR. Er rangiert nun deutlich hinter dem umsatzstärksten Zweig in Ostdeutschland, dem Ernährungsgewerbe. Seine Bedeutung für Produktion und Beschäftigung insgesamt ist gering.

Macroeconomic Modelling of the German Economy in the Framework of Euroland

Abstract
An attempt to develop a new macroeconometric model for Germany is confronted with several questions that range from the general rationality of such an approach to specific problems of an appropriate model structure. One important aspect of this discussion is the introduction of the Euro as a common currency of the European monetary union. This institutional change may result in structural breaks due to changing behavior of economic agents. In addition, the definition of the spatial unit that is appropriate for modelling becomes a problem. Additional problems come from the introduction of the European Single Market and the increasing international economic integration not only within the European union but also beyond its borders. And in the case of Germany, the unification of the West and the East demand special attention. Last but not least, the harmonization of national accounting for the member states of the European Union has to be dealt with. Thus, the introduction of the Euro as a common currency is just one problem besides others that must be addressed.
