Abstract
The Halle Institute for Economic Research (IWH) is a member of AIECE (Association d'Instituts Europeens de Conjoncture Economique/Association of European Conjuncture Institutes), an association of independent European institutes involved in surveying economic conditions and developments, and in short-term macroeconomic forecasting. The main objective of the Association is to stimulate the exchanges between its members with a view to improve their insight into international economic developments. This ranges from the exchange of statistical or institutional information to discussions on economic policy Guidelines to common research activities. The AIECE organises between its members an exchange of view, of information and of literature on international economic developments, in particular in Europe. The Association provides the framework for joint activities of its members in areas of common interest. Its structure allows its members to develop common views on the future cyclical development. In order to meet these objectives the Association has half-yearly plenary meetings, centred around a general report on the European conjuncture prepared in turn by one of the members in cooperation with the other member institutes, but also with discussions of the working group reports and of special surveys prepared by member institutes. In Spring 2023, the report was written by the Halle Institute for Economic Research (IWH).

Abstract
Im Sommer 2023 deuten Stimmungsindikatoren auf einen weltweiten Aufschwung in den Dienstleistungsbranchen, die Konjunktur im Verarbeitenden Gewerbe bleibt aber schwach. Hohe Inflation und gestiegene Leitzinsen dämpfen die Konjunktur in den meisten Weltregionen. In Europa belasten auch im langjährigen Vergleich hohe Energiepreise. Insgesamt bleibt die Dynamik der Weltwirtschaft im Jahr 2023 verhalten. Die deutsche Wirtschaft wird in mäßigem Tempo expandieren, denn mit sinkender Inflation und erhöhter Lohndynamik wird der private Konsum wieder zulegen. Das Bruttoinlandsprodukt dürfte 2023 um 0,3% zurückgehen, für das kommende Jahr ist ein Zuwachs von 1,7% prognostiziert. Für 2023 ist mit einer Inflationsrate von 6,1% und für 2024 mit 2,7% zu rechnen.

Loan Securitisation during the Transition to a Low-carbon Economy

Abstract
Banks play a crucial role in the transition to a low-carbon economy, but they also expose themselves to climate transition risk. This column shows that banks use corporate loan securitisation to shift climate transition risk to less-regulated shadow banking entities. This behaviour affects carbon premia in loan contracts. When banks can use securitisation to manage transition risk, their climate policies that target only activities reflected in their books may not be as effective as bank regulators hope for.

Abstract
Das Sondierungspapier von SPD, Grünen und FDP ist in einigen Punkten überraschend konkret. Zwölf Euro Mindestlohn, keine Steuererhöhungen, die Schuldenbremse bleibt, ein Bürgergeld, Bürokratieabbau, eine Solardachpflicht. Abgesehen davon, dass unklar bleibt, wie ohne Steuererhöhungen und mit Schuldenbremse die Ausgaben finanziert werden sollen, ist das Papier allerdings in einem entscheidenden Punkt erstaunlich vage: Wie sollen die Renten vor dem Hintergrund des demographischen Wandels finanziert werden?

Hysteresis from Employer Subsidies

Abstract
This paper uses administrative data to analyze a large and 8-year long employer payroll tax rate cut in Sweden for young workers aged 26 or less. We replicate previous results documenting that during the earlier years of the reform, it raised youth employment among the treated workers, driven by labor demand (as workers’ take-home wages did not respond). First, drawing on additional years of data, this paper then documents that the longer-run effects during the reform are twice as large as the medium-run effects. Second, we document novel labor-demand-driven “hysteresis” from this policy – i.e. persistent employment effects even after the subsidy no longer applies – along two dimensions. Over the lifecycle, employment effects persist even after workers age out of eligibility. Three years after the repeal, employment remains elevated at the maximal reform level in the formerly subsidized ages. These hysteresis effects more than double the direct employment effects of the reform. Discrimination against young workers in job posting fell during the reform and does not bounce back after repeal, potentially explaining our results.

Abstract
We estimate the wage effects of shared governance, or codetermination, in the form of a mandate of one-third of corporate board seats going to worker representatives. We study a reform in Germany that abruptly abolished this mandate for stock corporations incorporated after August 1994, while it locked the mandate for the slightly older cohorts. Our research design compares firm cohorts incorporated before the reform and after; in a robustness check we draw on the analogous difference in unaffected firm types (LLCs). We find no effects of board-level codetermination on wages and the wage structure, even in firms with particularly flexible wages. The degree of rent sharing and the labor share are also unaffected. We reject that disinvestment could have offset wage effects through the canonical hold-up channel, as shared governance, if anything, increases capital formation.

Abstract
Die „Gemeinschaftaufgabe ‚Verbesserung der regionalen Wirtschaftsstruktur‘ (GRW)“ repräsentiert das wichtigste Instrument der Regionalpolitik in Deutschland. Das Förderprogramm gewährt nicht-rückzahlbare Zuschüsse als Anteilsfinanzierung für Investitionsprojekte von Betriebsstätten (und Kommunen) im GRW-Fördergebiet. Die Festlegung des Fördergebiets erfolgt anhand eines aus verschiedenen Teilindikatoren zusammengesetzten Strukturschwächeindikators und eines von der Europäischen Union festgelegten Anteils der in Fördergebieten lebenden Bevölkerung. Verantwortlich für die Auswahl der geförderten Projekte ist das jeweilige Land, in dem das GRW-Projekt beantragt wird.
