Abstract
This paper argues that outward direct investment (ODI) is replacing international trade as the new way China integrates into the world. Based on two complementary datasets, we document the pattern of Chinese ODI. We argue that the rapid growth of China’s ODI is the result of strong economic development, increasing domestic constraints, and supportive government policies. Compared with trade integration, investment integration involves China more deeply in global business. As a new global investor, China’s ODI in the future is full of opportunities, risks, and challenges. The Chinese government should improve bureaucracy coordination and participate more in designing and maintaining international rules to protect ODI interests.

Abstract
The rapid growth exhibited by peer-to-peer finance markets raises hopes that especially young ventures might obtain better access to funding. Yet, consumer protection concerns are looming as borrowers and projects requesting finance from the crowd are inherently opaque. We suggest clear rules to enable peer-to-peer lenders and investors to more effectively screen projects. We plea for strengthening self-responsibility of the investor crowd by clearly assigning, and limiting the responsibilities of regulatory authorities and recognizing the regulatory difference between new peer-to-peer, and traditional financial markets. As a result the peer-to-peer market can develop to more effectively complement traditional sources of finance, instead of turning into a funding source for bad investment projects looking to exploit uninformed lenders and investors.

Tail-risk Protection Trading Strategies

Abstract
Starting from well-known empirical stylized facts of financial time series, we develop dynamic portfolio protection trading strategies based on econometric methods. As a criterion for riskiness, we consider the evolution of the value-at-risk spread from a GARCH model with normal innovations relative to a GARCH model with generalized innovations. These generalized innovations may for example follow a Student t, a generalized hyperbolic, an alpha-stable or a Generalized Pareto distribution (GPD). Our results indicate that the GPD distribution provides the strongest signals for avoiding tail risks. This is not surprising as the GPD distribution arises as a limit of tail behaviour in extreme value theory and therefore is especially suited to deal with tail risks. Out-of-sample backtests on 11 years of DAX futures data, indicate that the dynamic tail-risk protection strategy effectively reduces the tail risk while outperforming traditional portfolio protection strategies. The results are further validated by calculating the statistical significance of the results obtained using bootstrap methods. A number of robustness tests including application to other assets further underline the effectiveness of the strategy. Finally, by empirically testing for second-order stochastic dominance, we find that risk averse investors would be willing to pay a positive premium to move from a static buy-and-hold investment in the DAX future to the tail-risk protection strategy.

Plant-based Bioeconomy in Central Germany – A Mapping of Actors, Industries and Places

Abstract
The bioeconomy links industrial and agricultural research and production and is expected to provide growth, particularly in rural areas. However, it is still unclear which companies, research institutes and universities make up the bioeconomy. This makes it difficult to evaluate the policy measures that support the bioeconomy. The aim of this article is to provide an inventory of relevant actors in the three Central German states of Saxony, Saxony-Anhalt and Thuringia. First we take an in-depth look at the different sectors, outline the industries involved, note the location and age of the enterprises and examine the distribution of important European industrial activity classification (NACE) codes. Our results underline the fact that established industry classifications are insufficient in identifying the plant-based bioeconomy population. We also question the overly optimistic statements regarding growth potentials in rural areas and employment potentials in general.

Abstract
Subsidies for research and development (R&D) are an important tool of public R&D policy, which motivates extensive scientific analyses and evaluations. This article adds to this literature by arguing that the effects of R&D subsidies go beyond the extension of organizations’ monetary resources invested into R&D. It is argued that collaboration induced by subsidized joint R&D projects yield significant effects that are missed in traditional analyses. An empirical study on the level of German labor market regions substantiates this claim, showing that collaborative R&D subsidies impact regions’ innovation growth when providing access to related variety and embedding regions into central positions in cross-regional knowledge networks.

Abstract
In this paper we study the relationship between task complexity and the occupational wage- and employment structure. Complex tasks are defined as those requiring higher-order skills, such as the ability to abstract, solve problems, make decisions, or communicate effectively. We measure the task complexity of an occupation by performing Principal Component Analysis on a broad set of occupational descriptors in the Occupational Information Network (O*NET) data. We establish four main empirical facts for the U.S. over the 1980–2005 time period that are robust to the inclusion of a detailed set of controls, subsamples, and levels of aggregation: (1) There is a positive relationship across occupations between task complexity and wages and wage growth; (2) Conditional on task complexity, routine-intensity of an occupation is not a significant predictor of wage growth and wage levels; (3) Labor has reallocated from less complex to more complex occupations over time; (4) Within groups of occupations with similar task complexity labor has reallocated to non-routine occupations over time. We then formulate a model of Complex-Task Biased Technological Change with heterogeneous skills and show analytically that it can rationalize these facts. We conclude that workers in non-routine occupations with low ability of solving complex tasks are not shielded from the labor market effects of automatization.

Abstract
Das Unternehmen IDT Europe GmbH mit Sitz in Dresden, das bis Dezember 2015 als Zentrum Mikroelektronik Dresden (ZMDI AG) firmierte, kann ein Beispiel auch für andere Industrieunternehmen in Deutschland sein: Fokus auf Forschung, Entwicklung und Design – ohne eigene Fertigung. Die IDT Europe GmbH war als Forschungseinrichtung für die mikroelektronische Industrie der DDR gestartet und konnte nach der Herstellung der Deutschen Einheit als ein wichtiger Bestandteil der Halbleiterindustrie und -forschung in der Region Dresden erhalten werden. Das Unternehmen befand sich bis 1998 faktisch im Eigentum des Freistaates Sachsen. Ende 1998 erfolgte die Privatisierung. In den 2000er Jahren spezialisierte sich das ZMDI vor allem auf Halbleiter-Erzeugnisse für energieeffiziente Lösungen insbesondere in Automobilen, der Medizintechnik, Industrieautomatisierung und Konsumelektronik. Im Jahr 2007 wurde die eigene Halbleiterfertigung aufgegeben, und es erfolgte eine Konzentration auf Forschung und Entwicklung. Das ZMDI profilierte sich als ein mittelständisches Headquarter-Unternehmen mit Sitz in Dresden. Im Dezember 2015 wurde die ZMDI AG vom US-Halbleiter-Unternehmen Integrated Device Technology, Inc. (IDT) erworben, bildet im neuen Unternehmensverbund das Exzellenzzentrum für Halbleiteranwendungen in Automobilen und entwickelt auch Produkte für industrielle Anwendungen und die Konsumelektronik.

Why They Keep Missing: An Empirical Investigation of Rational Inattention of Rating Agencies

Abstract
Sovereign ratings have frequently failed to predict crises. However, the literature has focused on explaining rating levels rather than the timing of rating announcements. We fill this gap by explicitly differentiating between a decision to assess a country and the actual rating decision. Thereby, we account for rational inattention of rating agencies that exists due to costs of reassessment. Exploiting information of rating announcements, we show that (i) the proposed differentiation significantly improves estimation; (ii) rating agencies consider many nonfundamental factors in their reassessment decision; (iii) markets only react to ratings providing new information; (iv) developed countries get preferential treatment.

Abstract
Die erste Privatisierung des Stammbetriebs des ehemaligen VEB Schwermaschinenbau-Kombinats „Ernst Thälmann“ (SKET) scheiterte nach zwei Jahren, und das Unternehmen ging 1996 in die Gesamtvollstreckung. Im Jahr 1998 wurden in einem zweiten Anlauf die fünf geschaffenen Auffanggesellschaften allesamt privatisiert, allerdings mit nur wenigen Beschäftigten. In einem Fall entstand eine völlig neue Produktion: die Herstellung von Komponenten für Windenergieanlagen. Der Aufschwung der erneuerbaren Energien hat den Magdeburger Schwermaschinenbauern in die Hände gespielt. Die Verfügbarkeit großer Industrieflächen war ebenfalls förderlich für diese Branche, ebenso die Kompetenzen in der Bearbeitung großer Maschinenteile. Auch andere Geschäftsfelder des früheren Schwermaschinenbau-Kombinats leben in Form mittelständischer Unternehmen fort: die Entwicklung und Herstellung von Maschinen zur Verarbeitung von Ölsaaten, Maschinen in den Bereichen Kabel- und Stahlseiltechnik, Walzwerksausrüstungen sowie EDV-Dienstleistungen.
