Spillover Effects of Spatial Growth Poles - a Reconciliation of Conflicting Policy Targets?

Abstract
Regional economic policy faces the challenge of two competing policy goals - reducing regional economic disparities vs. promoting economic growth. The allocation of public funds has to weigh these goals particularly under the restriction of scarce financial re- sources. If, however, some region turns out to be a regional growth pole with positive spillovers to its disadvantaged periphery, regional policies could be designed to recon- cile the conflicting targets. In this case, peripheral regions could indirectly participate in the economic development of their growing cores. We start our investigation by defining and identifying such growth poles among German regions on the NUTS 3 administrative level based on spatial and sectoral effects. Using cluster analysis, we determine significant characteristics for the general identification of growth poles. Patterns in the sectoral change are identified by means of the change in the employment. Finally, we analyze whether and to what extent these growth poles ex- ert spatial spillover effects on neighbouring regions and thus mitigate contradictory in- terests in regional public policy. For this purpose, we apply a Spatial-Cross-Regressive- Model (SCR-Model) including the change in the secondary sector which allows to con- sider functional economic relations on the administrative level chosen (NUTS 3).

Abstract
En este artículo se analiza si el programa de intensificación de la integración del sector financier europeo puede dañar a la innovación y al crecimiento en Europa. En particular, es preciso resaltar los problemas que dicha integración financiera puede ocasionar sobre los últimos avances en materia de desarrollo empresarial. La integración financiera, al intensificar la competencia y la consolidación del sector bancario europeo, podría poner en peligro la financiación procedente de las fuentes más innovadoras. Sin embargo, al sopesar los datos actuales, la conclusión es que estos problemas serían, a lo sumo, transitorios.

Abstract
The article offers information on profits and municipal expenses of local public utilities in Germany. It reveals that cities and municipalities faced rising expenses over the last years and the only way for local governments to avoid budgetary bottlenecks is to postpone infrastructure investment and increase short-term borrowing. The countries municipalities tried to overcome such difficulties by increasing local public utilities' profits.

Microeconometric Evaluation of Selected ESF-funded ALMP-Programmes

Abstract
The study evaluates different ESF-funded labour market programmes by comparing the labour market status at different points in time after the treatment. In order to solve the selection problem we employ a standard matching algorithm with a multi-dimensional distance measure. The effects of the analyzed programmes (wage subsidies, start-up subsidies and qualification measures for recipients of social welfare) are very heterogeneous. It can be observed that the direct integration into the regular labour market provides an advantage for the supported individuals. Its lasting effects, however, strongly depend on the group of persons being supported, the type of treatment and the employers’ financial share.

Abstract
The paper discusses the role of the concept of special and differential treatment in the framework of regional trade agreements for the development of a competition regime. After a discussion of the main characteristics and possible shortfalls of those concepts, three case countries are assessed in terms of their experience with progressivity, flexibility, and technical and financial assistance: Poland was led to align its competition laws to match the model of the EU. The Ukraine opted voluntarily for the European model, this despite its intense integration mainly with Russia. South Africa, a developing country that emerged from a highly segregated social fabric and an economy dominated by large conglomerates with concentrated ownership. All three countries enacted (or comprehensively reformed) their competition laws in an attempt to face the challenges of economic integration and catch up development on the one hand and particular social problems on the other. Hence, their experience may be pivotal for a variety of different developing countries who are in negotiations to include competition issues in regional trade agreements. The results suggest that the design of such competition issues have to reflect country-particularities to achieve an efficient competition regime.

Abstract
The paper adresses the need for more flexibility in the integration process of the European Union after its recent eastward enlargement. Due to the increasing number of decision-makers and the increasing heterogeneity of economic structures, financial constraints, societal preferences, and political interests, European integration based on the uniformity principle is hardly feasible. In order to avoid a rank growth of integration and yet to strengthen the momentum of flexibility, so-called enhanced cooperation appears to be an appropriate instrument to be applied to the overall integration process. In this context the paper analyzes different possible developments of selected common policies in the EU if enhanced cooperation is practised by a sub-group of EU-members. Based on cluster analysis similarities and distinctions among the EU members with respect to some specific policy realms are elaborated to identify clusters, or clubs, of countries which may apply the instrument of enhanced cooperation in the specific policy fields.

Abstract
Deutschland hat nach mehreren Anläufen inzwischen seinen Weg zum zyklischen Aufschwung gefunden. Er führt – wie seit längerem vorhergesagt – vom Export über die Anregung der Investitionsaktivitäten zur Beschleunigung des gesamtwirtschaftlichen Produktionsanstiegs. Der Konsum der privaten Haushalte bleibt hingegen wegen der ungenügenden Beschäftigungseffekte zurück. Im Jahr 2006 wird er nun ein wenig Schwung erhalten – allerdings mit Schützenhilfe. Die Finanzpolitik ist zwar restriktiv ausgerichtet. Die für den 1. Januar 2007 angekündigte Mehrwertsteuererhöhung wird die privaten Haushalte jedoch zu vorgezogenen Käufen veranlassen und das gesamtwirtschaftliche Wachstum im Jahr 2006 beflügeln. Da diese Ausgaben 2007 fehlen werden, folgt eine Delle nicht nur im Konsum, sondern auch in der gesamtwirtschaftlichen Aktivität. Hier offenbart sich das Janusgesicht der staatlichen Eingriffe. Auf die politikinduzierte Stärkung des konjunkturellen Aufschwungs im Jahr 2006 wird eine Tempoverlangsamung folgen. Die Inlandsnachfrage bricht ein. Solange jedoch der Aufschwung in der Weltwirtschaft kräftig bleibt, ist die Gefahr einer rezessiven Entwicklung in Deutschland gering. Außerdem werden die Investitionen in Deutschland durch die zeitlich begrenzte Verbesserung der steuerlichen Abschreibungsbedingungen gestützt.

Investment and Internal Finance: Asymmetric Information or Managerial Discretion?

Abstract
This paper examines the investment-cash flow sensitivity of publicly listed firms in The Netherlands. Investment-cash flow sensitivities can be attributed to overinvestment resulting from the abuse of managerial discretion, but also to underinvestment due to information problems. The Dutch corporate governance structure presents a number of distinctive features, in particular the limited influence of shareholders, the presence of large blockholders, and the importance of bank ties. We expect that in The Netherlands, the managerial discretion problem is more important than the asymmetric information problem. We use Tobin's Q to discriminate between firms with these problems, where LOW Q firms face the managerial discretion problem and HIGH Q firms the asymmetric information problem. As hypothesized, we find substantially larger investment-cash flow sensitivity for LOW Q firms. Moreover, specifically in the LOW Q sample, we find that firms with higher (bank) debt have lower investment-cash flow sensitivity. This finding shows that leverage, and particularly bank debt, is a key disciplinary mechanism which reduces the managerial discretion problem.

Abstract
Der Koalitionsvertrag liegt vor: komplex und unübersichtlich, mit vielen einzelnen Maßnahmen, die noch der Präzisierung bedürfen. Das Programm zu quantifizieren und die Finanzströme abzuschätzen, die sich daraus ergeben, ist zur Zeit schwierig; offizielle Berechnungen liegen allenfalls für Teilbereiche vor. Gleichwohl wird der Vertrag die Grundlage der Wirtschaftspolitik in den kommenden vier Jahre sein; seine Beurteilung ist mithin schon heute unumgänglich. Wie ein roter Faden zieht sich die Konsolidierung durch den Koalitionsvertrag, was im Hinblick auf die Lage der öffentlichen Finanzen auch gut zu verstehen ist. Gut 80% des Volumens wird dabei über die Einnahmeseite des Staates aufgebracht. Hiervon ist zwar ein Drittel dem Abbau von Steuervergünstigungen zuzuschreiben, der Löwenanteil wird jedoch über die Anhebung der Steuertarife – vor allem der Mehrwertsteuer – erbracht. Alles in allem wird zu wenig auf die Kürzung von Ausgaben zurückgegriffen, und die Vereinbarung bleibt deutlich hinter der Koch/Steinbrück-Liste zurück; es werden sogar neue Ausnahmetatbestände geschaffen...

Der Sommer 2005 wartete mit einigen Überraschungen für die Konjunktur auf. Der Ölpreis hielt sich hartnäckig über 60 US-Dollar je Barrel und überschritt nach den Verwüstungen im Süden der USA durch den Hurrikan Katrina in der Spitze erstmalig die 70-Dollar-Marke. In zwei großen Volkswirtschaften, Japan und Deutschland, wurden die Parlamentswahlen wegen des Vertrauensverlusts in die Regierungen vorgezogen. Die Ungewißheit über den Fortgang der wirtschaftlichen Expansion in der Welt ist gestiegen.
