Abstract
Eine der größten Sorgen sowohl der aktuellen als auch der vorhergehenden Regierung ist es, in Deutschland wichtige Industrieproduktion zu erhalten beziehungsweise neu anzusiedeln. Dabei geht es um eine breite Palette von Sektoren: Halbleiter, Batterien, Chemie, Stahl, Pharmazeutika oder Elektroautos. Basierend auf diesem Ziel werden signifikante Subventionen gerechtfertigt, etwa Einzelsubventionen in Milliardenhöhe für individuelle Unternehmen (Intel, TSMC) oder generelle Vergünstigungen wie der Industriestrompreis. Deutschland ist mit dieser Sorge nicht allein; auch die USA, die EU, Indien, Indonesien und viele weitere Länder versuchen, Anreize für inländische Produktion zu schaffen.

Slight upturn on the horizon, structural problems remain
As the year draws to a close, it remains uncertain whether the German economy is on a path to recovery, as export weakness persisted through the autumn. Nevertheless, a slight upturn is forecast for 2026, supported by fiscal stimulus and rising real incomes. According to the winter forecast of the Halle Institute for Economic Research (IWH), output is projected to grow by 1.0% in 2026, after an increase of just 0.2% in 2025. In September, the IWH economists had predicted growth of 0.8% for 2026 and 0.2% for the current year. According to this forecast, the pace of expansion in East Germany is expected to be slightly slower, mainly due to demographic factors.

Abstract
Die internationale Konjunktur scheint Ende 2025 weiter robust, die weltwirtschaftliche Expansion dürfte sich 2026 jedoch etwas abschwächen. Nach der vorliegenden Prognose steigt die Weltproduktion 2025 um 2,7%, um im Jahr darauf um 2,4% zuzulegen. Im Euroraum dürfte sich die wirtschaftliche Expansion in geringem Tempo fortsetzen. Die deutsche Wirtschaft befindet sich auf einem fragilen Erholungskurs. Für das Jahr 2026 ist aufgrund von finanzpolitischen Impulsen und gestiegenen Realeinkommen eine leichte Belebung zu erwarten. Die Produktion dürfte im kommenden Jahr um 1,0% zunehmen, nach 0,2% im Jahr 2025.

The Geography of Worker-Firm Sorting: Drivers of Rising Colocation

Abstract
Spatial segregation of low- and high-wage workers is a persistent economic issue with broad social implications. Using social security data and an AKM wage decomposition, this paper examines spatial wage inequality in West Germany. Spatial inequality in log wages rose sharply between 1998 and 2008, mainly due to increased variance in worker pay premiums across regions (48%) and stronger positive spatial assortative matching of workers and establishments (40%), i.e. colocation. Changes in establishment wage premia are mostly unrelated to rising colocation whereas labor mobility even reduced it. Instead, growth in worker pay premiums among stayers was concentrated in regions where high-wage workers and high-wage establishments were overrepresented already in the 1990s and, thus, magnified pre-existing colocation leading to ‘colocation without relocation’. Germany’s rising trade surplus, especially with Eastern Europe, boosted stayers’ worker pay premiums in those ex-ante high-wage regions and fully explains rising colocation.

The (Heterogeneous) Economic Effects of Private Equity Buyouts

Abstract
The effects of private equity buyouts on employment, productivity, and job reallocation vary tremendously with macroeconomic and credit conditions, across private equity groups, and by type of buyout. We reach this conclusion by examining the most extensive database of U.S. buyouts ever compiled, encompassing thousands of buyout targets from 1980 to 2013 and millions of control firms. Employment shrinks 12% over two years after buyouts of publicly listed firms—on average, and relative to control firms—but expands 15% after buyouts of privately held firms. Postbuyout productivity gains at target firms are large on average and much larger yet for deals executed amid tight credit conditions. A postbuyout tightening of credit conditions or slowing of gross domestic product growth curtails employment growth and intrafirm job reallocation at target firms. We also show that buyout effects differ across the private equity groups that sponsor buyouts, and these differences persist over time at the group level. Rapid upscaling in deal flow at the group level brings lower employment growth at target firms. We relate these findings to theories of private equity that highlight agency problems at portfolio firms and within the private equity industry itself.

Abstract
Die deutsche Wirtschaft stagnierte im dritten Quartal 2025, nachdem sie im Quartal zuvor noch um 0,2% geschrumpft war. Einem Rückgang der Exporte standen steigende Investitionen in Ausrüstungen gegenüber. Das Bruttoinlandsprodukt (BIP) liegt damit weiterhin mehr als einen Prozentpunkt unter dem Höchstwert von vor drei Jahren. Die anhaltende Exportschwäche der deutschen Industrie ist dabei nicht auf eine ungünstige weltwirtschaftliche Lage zurückzuführen, sondern auf weiterhin ungelöste strukturelle Probleme wie zu hohe Energie- und Arbeitskosten in Deutschland. Zwar deutet sich zum Jahreswechsel 2025/2026 eine moderate konjunkturelle Belebung an (vgl. Abbildung 1), von den geplanten Mehrausgaben für Verteidigung und Infrastruktur sind jedoch erst ab dem kommenden Jahr konjunkturelle Impulse zu erwarten. Allerdings belasten weltweite Spannungen die Lieferketten weiterhin, und sie führen in der stark arbeitsteiligen deutschen Industrie immer wieder zu Engpässen. Laut IWH-Flash-Indikator steigt das Bruttoinlandsprodukt (BIP) im vierten Quartal 2025 um 0,2% und im ersten Quartal 2026 um 0,4%.

A Helping Hand, but not a Lift. EU Cohesion Policy and Regional Development

Abstract
This study provides new evidence on the impact of the EU Cohesion Policy on income growth in less developed regions. Our panel includes data from all European regions for the years 1989-2020. Using a fuzzy Regression Discontinuity Design, we model treatment dynamics by applying a random effects estimator. Based on digitized historical data, we precisely replicate the policy rule and correctly classify the regions’ eligibility status. Results show that the policy has a moderate positive effect on GDP per capita growth in the targeted regions.

Abstract
Die Projektgruppe Gemeinschaftsdiagnose prognostiziert für das Jahr 2025 einen leichten Zuwachs des Bruttoinlandsprodukts in Deutschland um 0,2 %. Im weiteren Prognosezeitraum stimuliert die expansive Finanzpolitik die Konjunktur. Die Institute prognostizieren für die kommenden beiden Jahre Expansionsraten von 1,3 % und 1,4 %. Strukturelle Probleme wie abnehmende Wettbewerbsfähigkeit und der demografische Wandel bleiben bestehen. Um Wachstumsperspektiven für die deutsche Wirtschaft zu schaffen, bedarf es einer umfangreichen Reformpolitik. Zur Orientierung präsentieren die Institute einen Zwölf-Punkte-Kompass für den Herbst der Reformen.

Joint Economic Forecast Autumn 2025: Fiscal stimulus masks structural weakness
The German economy is emerging from the trough and is likely to regain some momentum over the next two years. Following stagnation in the first half of the year, the Joint Economic Forecast project group predicts gross domestic product growth of 0.2% for the current year in its fall report. In the next two years, an expansionary fiscal policy is likely to accelerate economic growth noticeably to 1.3% and 1.4%, respectively. This means that the institutes' forecast for this year and next remains roughly unchanged from the spring report. “The German economy is still on shaky ground,” says Dr Geraldine Dany-Knedlik, head of the Forecasting and Economic Policy Division at the German Institute for Economic Research (DIW Berlin). “It will recover noticeably in the next two years. However, given ongoing structural weaknesses, this momentum will not last.”

Abstract
Deutschland befand sich in den vergangenen zwei Jahren in der Rezession. Die jüngst stark revidierten Volkswirtschaftlichen Gesamtrechnungen zeigen, dass die Krise deutlich ausgeprägter war als bislang ausgewiesen. Mit einer Stagnation in der ersten Hälfte dieses Jahres dürfte die deutsche Wirtschaft die konjunkturelle Talsohle erreicht haben. Eine breit angelegte Erholung ist allerdings nicht zu erwarten, denn grundlegende strukturelle Schwächen dauern an.
Die Konjunktur dürfte in den kommenden zwei Jahren durch die Finanzpolitik expansive Impulse erfahren. Während die Dienstleistungsbereiche, insbesondere im öffentlichen Sektor, weiterhin kräftig zulegen, wird die Erholung im Produzierenden Gewerbe wohl nur verhalten ausfallen. Vor allem dürfte sich die Auslandsnachfrage nach deutschen Waren nicht zuletzt infolge der US-Zollpolitik weiterhin nur schleppend entwickeln. Die geplanten öffentlichen Ausgaben für Verteidigung und Infrastruktur können dies nur begrenzt abfedern, denn ein erheblicher Teil der Mittel fließt in gesamtwirtschaftlich kleine Bereiche, in denen die bestehenden Kapazitäten bereits gut ausgelastet sind. Insgesamt dürfte es in den kommenden beiden Jahren zu Kapazitätsausweitungen und entsprechenden privaten Investitionen kommen.
Das Bruttoinlandsprodukt dürfte in diesem Jahr mit einem Anstieg um 0,2 % kaum mehr als stagnieren. Im weiteren Prognosezeitraum dürfte eine expansive Finanzpolitik die Konjunktur anschieben. Im kommenden Jahr steigt das Bruttoinlandsprodukt um 1,3 % und im Jahr 2027 um 1,4 %. Damit lassen die Institute ihre Prognose für das laufende und kommende Jahr im Vergleich zum Frühjahr in etwa unverändert.
