Abstract
We examine the determinants of Japanese foreign direct investment (FDI) focusing on institutional and social factors. Using panel data on 59 countries from 1995 to 2008, we find that host countries with free and open markets and greater cultural distance from Japan attract Japanese FDI. Good institutions, such as a well-developed legal framework and an effective government, are important in promoting Japanese FDI to emerging economies, whereas fewer regulatory restrictions, lower tax burden, and more religious diversity attract Japanese FDI to developed countries. We find that corruption stimulates Japanese FDI to developed countries, which is contrary to most previous research.

MNEs and Regional R&D Co-operation: Evidence from Post-Transition Economies

Abstract
The aim of this paper is to contribute to the literature by investigating the determinants of R&D co-operation between MNEs’ foreign subsidiaries and enterprises in the region of location, thereby leading to a better understanding which firm- and region-specific factors influence this co-operation behavior. Applying a logit model, this paper investigates which firm- and region-specific determinants influence technological cooperation between foreign subsidiaries and suppliers, customers, and research institutions in the region of location. Results suggest that especially the foreign subsidiary’s mandate in terms of R&D, its internal technological embeddedness, its technological capability but also the regional knowledge stock are positively associated with these co-operations. The analysis focuses on post-transition economies, using the example of five selected CEE countries and East Germany. We exploit a unique dataset - the IWH FDI Micro database - which holds information on 1,245 foreign subsidiaries in this region.

Abstract
Schumpeterian growth theory has operationalized Schumpeter’s notion of creative destruction by developing models based on this concept. These models shed light on several aspects of the growth process that could not be properly addressed by alternative theories. In this survey, we focus on four important aspects, namely: (i) the role of competition and market structure; (ii) firm dynamics; (iii) the relationship between growth and development with the notion of appropriate growth institutions; and (iv) the emergence and impact of long-term technological waves. In each case, Schumpeterian growth theory delivers predictions that distinguish it from other growth models and which can be tested using micro data.

Start-up Competitions as an Instrument of Entrepreneurship Policy: The German Experience

Abstract
The number of aspiring entrepreneurs in high-tech industries who successfully complete the transition from a nascent start-up project towards an operational new venture is comparatively low in Germany. Since the mid-1990s, policy-makers have initiated numerous start-up competitions (SUCs or business plan competitions) to facilitate this important step in the venture creation process. SUCs have two key objectives. They are aimed at increasing start-up activity by motivating potential entrepreneurs, while they should also help to increase the likelihood of subsequent entrepreneurial success through providing necessary entrepreneurial skills to prospective entrepreneurs. With our explorative study, we provide the first comprehensive empirical evidence from a cross-sectional survey of existing SUCs in Germany. Overall, 71 SUCs are identified which are analysed regarding their development, regional distribution, and main structural characteristics. Finally, we outline an agenda of future research questions concerning the effectiveness and efficiency of SUCs as an instrument of entrepreneurship policy.

Abstract
Auf Grundlage zweier deutscher Datensätze, des Sozio-oekonomischen Panels und der Zeitbudgeterhebung, untersucht dieser Beitrag den Einfluss der für Hausarbeit aufgewandten Zeit auf die Löhne. Im Gegensatz zum Gros der internationalen Forschungsliteratur findet sich kein negativer Effekt der Hausarbeit auf die Löhne. Dieses Ergebnis zeigt sich in West- wie Ostdeutschland sowohl für Frauen und Männer, für verheiratete Individuen und Singles als auch für Teilzeit- und Vollzeitbeschäftigte. Unsere Ergebnisse ändern sich zudem nicht, wenn wir verschiedene Formen von Hausarbeit unterscheiden oder die Endogenität der geleisteten Hausarbeit in den Lohnregressionen mithilfe von Instrumentvariablenschätzungen berücksichtigen.

Abstract
Empirical evidence on the evolution of innovation networks within high-tech industries is still scant. We investigate network formation processes by analyzing the timing of firms to enter R&D cooperations, using data on laser source manufacturers in Germany, 1990-2010. Network measures are constructed from a unique industry database that allows us to track both the formation and the termination of ties. Regression results reveal that a firm's knowledge endowment (and cooperation experience) shortens the duration to first (and consecutive) cooperation events. The previous occupation of strategic network positions is closely related to the establishment of further R&D cooperations at a swift pace. Geographic co-location produces mixed results in our analysis.

Sachsen-Anhalt’s regional development has been heavily determined by the transition from a centrally planned economy to a market economy after German unification in 1990. The process of transition took place during the 1990s as the formal rules associated with a market economy system were adopted. Nevertheless, a number of structural peculiarities which have their roots in the transition period continue to have an impact. This feature is not specific to Sachsen-Anhalt; it concerns all East German regions.

Abstract
Externe Kooperationen bei innovativen Projekten sind mit einer Reihe von Vorteilen verbunden. Oft werden solche Projekte durch Kooperationen überhaupt erst möglich. Die Literatur stellt dabei insbesondere den Austausch von Wissen heraus. Für den Austausch einer ganz besonderen Form des Wissens, des so genannten nicht kodifizierten Wissens, ist oftmals räumliche Nähe erforderlich, da nicht kodifiziertes Wissen überwiegend durch persönliche Kontakte ausgetauscht wird. Der Bund und die Länder wenden eine ganze Reihe von Förderprogrammen an, die Anreize zur Aufnahme von innovativen Kooperationsprojekten bieten. Der vorliegende Beitrag analysiert die Kooperationsstrukturen innerhalb geförderter Verbundprojekte des Bundes in den Zeiträumen 1995 bis 2000 und 2005 bis 2010. Die Untersuchung richtet sich auf den Freistaat Sachsen. Es zeigt sich, dass die sächsischen Akteure im zweiten Zeitraum mehr Partner innerhalb Sachsens und der ostdeutschen Länder gewählt haben als in der ersten Periode. Dies spricht offenbar dafür, dass sächsische Partner attraktiver werden, und ermöglicht durch die räumliche Nähe den stärkeren Austausch von nicht kodifiziertem Wissen, welches wichtig für den Erfolg von Innovationsaktivitäten einer Region ist.

Abstract
Die Europäische Union (EU) hat sich das Ziel gesetzt, bis zum Jahr 2020 drei Prozent des Bruttoinlandsproduktes (BIP) in Forschung und Entwicklung (FuE) zu investieren. Zwar konnte die EU die FuE-Ausgaben von ca. 1,9% im Jahr 2007 auf ca. 2,1% im Jahr 2010 steigern, dennoch liegt sie hinter Ländern wie den USA und Japan deutlich zurück.
