Abstract
Measuring innovation is challenging both for researchers and for national statisticians, and it is increasingly important in light of the ongoing digital revolution. National accounts and many other economic statistics were designed before the emergence of the digital economy and the growing importance of intangible capital. They do not yet fully capture the wide range of innovative activity that is observed in modern economies. This volume examines how to measure innovation, track its effects on economic activity and prices, and understand how it has changed the structure of production processes, labor markets, and organizational form and operation in business. The contributors explore new approaches to, and data sources for, measurement—such as collecting data for a particular innovation as opposed to a firm, and the use of trademarks for tracking innovation. They also consider the connections between university-based R&D and business startups, and the potential impacts of innovation on income distribution. The research suggests potential strategies for expanding current measurement frameworks to better capture innovative activity, such as more detailed tracking of global value chains to identify innovation across time and space, and expanding the measurement of the GDP impacts of innovation in fields such as consumer content delivery and cloud computing.

New wave of infections suspends economic recovery
The lockdown is being eased only slightly in Germany in March 2021, and gross domestic product (GDP) declines significantly in the first quarter of 2021. As vaccination campaigns progress and restrictions are gradually eased, a normalisation of household consumption patterns will likely boost the economy later during the year. The Halle Institute for Economic Research (IWH) forecasts that GDP will increase by 3.7% in 2021, following a decline of 4.9% in 2020. In East Germany, both the contraction and the rebound are much less pronounced.

Abstract
Die globale Produktion hat nach dem dramatischen Einbruch vom vergangenen Frühjahr wieder deutlich zugelegt. Vor allem Ostasien erholt sich rasch, während das BIP im Euroraum zuletzt zurückging. Von Seiten der Wirtschafts politik sind die Bedingungen für eine Erholung der Weltwirtschaft insgesamt günstig. In Deutschland dürfte mit fortschreitender Impfkampagne und schrittweiser Aufhebung der Beschränkungen eine Normalisierung des Konsumverhaltens privater Haushalte die Konjunktur beflügeln. Im Jahr 2021 wird das BIP um 3,7% zunehmen, nach einem Rückgang um 4,9% im Jahr 2020. In Ostdeutschland fällt sowohl der Rückgang als auch der Wiederanstieg deutlich geringer aus.

Abstract
The European Commission’s Scoreboard of Macroeconomic Imbalances is a rare case of a publicly released early warning system. It was published first time in 2012 by the European Commission as a reaction to public debt crises in Europe. So far, the Macroeconomic Imbalance Procedure takes a one-size-fits-all approach with regard to the identification of thresholds. The experience of Central and Eastern European Countries during the global financial crisis and in the resulting public debt crises has been largely different from that of other European countries. This paper looks at the appropriateness of scoreboard of the Macroeconomic Imbalances Procedure of the European Commission for this group of catching-up countries. It is shown that while some of the indicators of the scoreboard are helpful to predict crises in the region, thresholds are in most cases set too narrow since it largely disregarded the specifics of catching-up economies, in particular higher and more volatile growth rates of various macroeconomic variables.

Abstract
Während die Weltwirtschaft zweigeteilt ist – die Wirtschaft in Ostasien und in den großen Schwellenländern hat sich zügig erholt, für Nordamerika und Europa ist mit einem schwachen Winterhalbjahr zu rechnen –, lässt der Shutdown die Produktion in Deutschland zum Jahresende zurückgehen. Nach Lockerung der Infektionsschutzmaßnahmen, dank Impfkampagnen und milder Witterung dürfte die Erholung ab dem Frühjahr langsam wieder in Gang kommen. Im Jahr 2021 wird das BIP um 4,4% zunehmen, nach einem Rückgang um 5% im Jahr 2020. In Ostdeutschland fällt sowohl der Rückgang als auch der Wiederanstieg deutlich geringer aus.

A Comparison of Monthly Global Indicators for Forecasting Growth

Abstract
This paper evaluates the predictive content of a set of alternative monthly indicators of global economic activity for nowcasting and forecasting quarterly world GDP using mixed-frequency models. We find that a recently proposed indicator that covers multiple dimensions of the global economy consistently produces substantial improvements in forecast accuracy, while other monthly measures have more mixed success. This global economic conditions indicator contains valuable information also for assessing the current and future state of the economy for a set of individual countries and groups of countries. We use this indicator to track the evolution of the nowcasts for the US, the OECD area, and the world economy during the coronavirus pandemic and quantify the main factors driving the nowcasts.

Abstract
Die Corona-Pandemie hat die Weltwirtschaft im ersten Halbjahr 2020 drastisch einbrechen lassen. Im Sommer wurden viele Aktivitäten aber wiederaufgenommen, und ein großer Teil des Einbruchs dürfte im zweiten Halbjahr wieder wettgemacht werden. Einige wirtschaftliche Aktivitäten wie der Tourismus oder Verkehrsdienstleistungen werden allerdings noch eine Weile eingeschränkt bleiben.

Private Equity and Portfolio Companies: Lessons From the Global Financial Crisis

Abstract
Critics of private equity have warned that the high leverage often used in PE-backed companies could contribute to the fragility of the financial system during economic crises. The proliferation of poorly structured transactions during booms could increase the vulnerability of the economy to downturns. The alternative hypothesis is that PE, with its operating capabilities, expertise in financial restructuring, and massive capital raised but not invested ("dry powder"), could increase the resilience of PE-backed companies. In their study of PE-backed buyouts in the U.K. - which requires and thereby makes accessible more information about private companies than, say, in the U.S. - the authors report finding that, during the 2008 global financial crisis, PE-backed companies decreased their overall investments significantly less than comparable, non-PE firms. Moreover, such PE-backed firms also experienced greater equity and debt inflows, higher asset growth, and increased market share. These effects were especially notable among smaller, riskier PE-backed firms with less access to capital, and also for those firms backed by PE firms with more dry powder at the crisis onset. In a survey of the partners and staff of some 750 PE firms, the authors also present compelling evidence that PEs firms play active financial and operating roles in preserving or restoring the profitability and value of their portfolio companies.

Promoting Higher Productivity in China — Does Innovation Expenditure Really Matter?

Abstract
The slowing down of the global economy adds additional challenges to China? economic policies as the country orchestrates its transition to lower resource dependency and higher technology intensity of output. Are policies aimed at technologically advanced sectors the right answer? Drawing from a newly created dataset of firms? balance sheets over the period 1998?2013, matched with patents data until 2009, we uncover that expenditure in innovation had limited effect on boosting productivity, without generating a clear gain in overall productivity for the high-tech sector. As a matter of fact, there is a much higher dispersion in productivity outcomes in firms belonging to the low-technology sectors, which derives from a bunch of champions in those sectors scoring higher productivity dynamics than in the High-technology sectors. The paper finds those barriers to entry and in general, market power of incumbents in the high-tech generate less than optimal resource reallocation, which hampers the overall productivity. Policies should presumably aim at removing such obstacles rather than solely promote innovation expenditure.
