Abstract
Informationally efficient prices are a necessary requirement for optimal resource allocation in the real estate market. Prices are informationally efficient if they reflect buildings’ benefit to marginal buyers, thereby taking account of all available information on future market development. Prices that do not reflect available information may lead to over- or undersupply if developers react to these inefficient prices. In this study, we examine the efficiency of the UK commercial property market and the interaction between prices, construction costs, and new supply. We collated a unique data set covering the years 1920 onwards, which we employ in our study. First, we assess if real estate prices were in accordance with present values, thereby testing for informational efficiency. By comparing prices and estimated present values, we can measure informational inefficiency. Second, we assess if developers reacted correctly to price signals. Development (or the lack thereof) should be triggered by deviations between present values and cost; if prices do not reflect present values, then they should have no impact on development decisions.

Foreign Bank Entry, Credit Allocation and Lending Rates in Emerging Markets: Empirical Evidence from Poland

Abstract
Earlier studies have documented that foreign banks charge lower lending rates and interest spreads than domestic banks. We hypothesize that this may stem from the superior efficiency of foreign entrants that they decide to pass onto borrowers (“performance hypothesis”), but could also reflect a different loan allocation with respect to borrower transparency, loan maturity and currency (“portfolio composition hypothesis”). We are able to differentiate between the above hypotheses thanks to a novel dataset containing detailed bank-specific information for the Polish banking industry. Our findings demonstrate that banks differ significantly in terms of portfolio composition and we attest to the “portfolio composition hypothesis” by showing that, having controlled for portfolio composition, there are no differences in lending rates between banks.

Abstract
The ‘Quiet Life Hypothesis (QLH)’ posits that banks with market power have less incentives to maximize revenues and minimize cost. Especially government owned banks with a public mandate precluding profit maximization might succumb to a quiet life. We use a unified approach that simultaneously measures market power and efficiency to test the quiet life hypothesis of German savings banks. We find that average local market power declined between 1996 and 2006. Cost and profit efficiency remained constant. Nonparametric correlations are consistent with a quiet life regarding cost efficiency but not regarding profit efficiency. The quiet life on the cost side is negatively correlated with bank size, quality of loan portfolio and local per capita income. The last result indicates that the quiet cost life is therefore potentially due to benevolent excess consumption of local input factors by public savings banks.

Abstract
In this article, we describe the results of a multiple case study on the indirect corporate innovation impact of climate change in the Central German chemical industry. We investigate the demands imposed on enterprises in this context as well as the sources, outcomes and determining factors in the innovative process at the corporate level. We argue that climate change drives corporate innovations through various channels. A main finding is that rising energy prices were a key driver for incremental energy efficiency innovations in the enterprises’ production processes. For product innovation, customer requests were a main driver, though often these requests are not directly related to climate issues. The introduction or extension of environmental and energy management systems as well as the certification of these are the most common forms of organizational innovations. For marketing purposes, the topic of climate change was hardly utilized so far. As the most important determinants for corporate climate innovations, corporate structure and flexibility of the product portfolio, political asymmetry regarding environmental regulation and governmental funding were identified.

Abstract
Als Ergänzung eines zunehmend rigider werdenden Ordnungsrechtes, welches die Mindestanforderungen festlegt, existiert auf der Ebene von Bund und Ländern ein breites Angebot von Förderprogrammen für die Sanierung energetisch relevanter Gebäudeteile. Der Bund fördert in diesem Zusammenhang energetisch hochwertige Sanierungsinvestitionen, welche über den Mindeststandard des Ordnungsrechtes hinausgehen. Während die Förderprogramme auf der Bundesebene – abgesehen von der Berücksichtigung unterschiedlicher Finanzierungsmodelle – für alle Investoren sowie für Gebäude, die älter als 15 Jahre sind, bundesweit die gleichen Rahmenbedingungen anlegen, zeigen die Bundesländer eine differenziertere Ausgestaltung ihrer Förderpolitik, die spezifische Faktoren der regionalen Wohnungsmärkte berücksichtigt. Eine Analyse der Wirkung dieser Förderlandschaft auf die regionale Sanierungsaktivität wird Thema weiterer Forschungen sein.

Government Banking in Russia: Magnitude and New Features

Abstract
State-controlled banks are currently at the core of financial intermediation in Russia. This paper aims to assess the magnitude of government banking, and to reveal some of its special features and arrangements. We distinguish between directly and indirectly state-controlled banks and construct a set of bank-level statistical data covering the period between 2000 and 2011. By January 2011 the market share of state-controlled banks reached almost 54 percent of all bank assets, putting Russia in the same league with China and India and widening the gap from typical European emerging markets. We show that direct state ownership is gradually substituted by indirect ownership and control. It tends to be organized in corporate pyramids that dilute public property, take control away from government bodies, and underpin managerial opportunism. Statecontrolled
banks blur the borderline between commercial banking and development
banking. Dominance of public banks has a bearing on empirical studies whose results might suggest state-owned banks’ greater (or lesser) efficiency or competitiveness compared to other forms of ownership. We tend to interpret such results as influenced by the choice of indicator, period of observations, sample selection, etc., in the absence of an equal playing field for all groups of players. We suggest that the government’s planned retreat from the banking sector will involve non-core assets mainly, whereas control over core institutions will just become more subtle.

In “Clio and the Economics of QWERTY,“ Paul David challenges an overarching, mainstream assumption that market forces should indeed lead toward efficient and optimal outcomes that include technology selection. David seeks to explain the endurance of technologies that his use of historiography judges inefficient and suboptimal. We challenge David's research, arguing that failure to consider the original institutional economics (OIE) tradition limits his grasp of complex processes to reduced notions of “path dependence“ based upon a “lock-in.“ This inquiry offers an alternative account of QWERTY and technology selection based upon Veblenian thinking, further supported by Paul Dale Bush's emphasis upon the ceremonial.

Abstract
The present paper gives an overview of the development of Corporate Governance of German banks since the 1950s. The focus will be on economic analysis. The most striking changes in Corporate Governance occurred with the ownership structure of commercial banks, in particular with the major joint-stock banks. In addition to that, the capital market has become a core element of Corporate Governance in all major German banks, which have replaced their prior concentration on the interests of a broadly defined circle of stakeholders by a one-sided concentration on shareholders’ interests. In contrast, with savings banks and cooperative cooperative banks, Corporate Governance has remained unchanged for the most part. Exceptions to this are the regional state banks: in their case, after they had turned away from traditional business models and in particular following the discontinuation of the guarantee obligation, the problems of their Corporate Governance, which were already discernible beforehand, became quite obvious. If you include the financial crisis, beginning in 2007, in the analysis, it becomes evident that it was precisely a Corporate Governance unilaterally geared to shareholders’ interest and the efficiency of the capital market that materially contributed to the evolution and widening of the crisis.

Finance and Growth in a Bank-Based Economy: Is It Quantity or Quality that Matters?

Abstract
Most finance–growth studies approximate the size of financial systems rather than the quality of intermediation to explain economic growth differentials. Furthermore, the neglect of systematic differences in cross-country studies could drive the result that finance matters. We suggest a measure of bank’s intermediation quality using bank-specific efficiency estimates and focus on the regions of one economy only: Germany. This quality measure has a significantly positive effect on growth. This result is robust to the exclusion of banks operating in multiple regions, controlling for the proximity of financial markets, when distinguishing different banking sectors active in Germany, and when excluding the structurally weaker East from the sample.

Ein zentrales Element der europäischen Klimaschutzpolitik ist die Reduktion des Energieverbrauchs privater Haushalte. Im Fokus stehen dabei Wohnimmobilien, insbesondere im Mehrfamilienhausbestand. Die Energieeinsparverordnung
(EnEV 2009) fordert deshalb eine deutliche Reduktion des Energiebedarfs bei Sanierungen bzw. beim Neubau von Wohnimmobilien. Allerdings sind diese Vorgaben weitgehend undifferenziert, was Alter und Art einer Immobilie sowie die
Marktbedingungen betrifft, unter denen errichtet oder saniert wird. Der vorliegende Artikel zeigt auf Grundlage eines umfangreichen Datensatzes des Energiedienstleisters ista Deutschland GmbH, dass die Energiekennwerte von Mehrfamilienhäusern abhängig vom Jahr ihrer Errichtung sowohl im sanierten
als auch im unsanierten Zustand deutlich variieren. Die Daten zeigen zudem, dass die allgemein angenommenen Einsparpotenziale, die sich vor allem am technisch Machbaren orientieren, die Realität erheblich überschätzen. So sind die tatsächlichen Verbräuche in unsanierten Immobilien und die unter Marktbedingungen realisierten Energieeinsparungen nach einer Sanierung teilweise
deutlich geringer als bisher angenommen. Eine bautechnische und architektonische Betrachtung legt die Vermutung nahe, dass unterschiedliche
Sanierungskostenverläufe und die Bestandseigenschaften des Altbaus zu den beobachtbaren Differenzen beitragen. Im Ergebnis sprechen die hier präsentierten Zahlen für eine differenziertere Strategie, die sowohl die Belange der Wirtschaftlichkeit von Sanierungen, als auch die Belange des Klimaschutzes und Städtebaus berücksichtigt. Konkret bedeutet dies, dass sich die spezifischen
Eigenschaften von Immobilien auch in den rechtlichen Vorgaben und der Förderpolitik niederschlagen sollten, um Investitionsanreize auch tatsächlich
zu setzen.
