Abstract
Armut, absolute Armut, so wie wir sie von Bildern aus Entwicklungsländern kennen, dürfte in Europa eher die Ausnahme sein. Auch wenn absolute Armut bei uns kein existenzielles Problem ist, so drängt doch die zunehmende relative Verarmung seit einigen Jahren verstärkt in das öffentliche Bewusstsein. Relative Armut, oder genauer: das Armutsrisiko, betrifft weite Schichten der Bevölkerung, wobei bestimmte Gruppen diesem Risiko in erhöhtem Maße ausgesetzt sind. Zu diesen gehören u. a. geringqualifizierte Personen, Personen, die sich in einer prekären Beschäftigungssituation befinden, Alleinerziehende, Langzeitarbeitslose, Personen mit einem Migrationshintergrund und ältere Menschen. Kinderarmut und die Armut älterer Menschen werden hierbei als besonders problematisch angesehen: Armut bereits im frühen Alter verbaut systematisch Berufs- und Aufstiegschancen und damit potenzielle Einkommensquellen, die vor Armut schützen. Altersarmut wird als Demütigung empfunden, weil man sich trotz eines langen Erwerbslebens im Alter weniger Wünsche erfüllen kann und dies in diesem Lebensabschnitt kaum mehr auszugleichen vermag. Und es gibt eine wachsende Gruppe von Menschen, deren Einkommen bereits heute so niedrig ist, dass es durch staatliche Transfers angehoben werden muss. Zwar wird gegenwärtig das Armutsproblem gelöst, aber künftig wird aufgrund niedriger Einkommen bei vielen eine ausreichende Altersvorsorge schwierig, sodass hier ein hohes Risiko zukünftiger Altersarmut besteht.

Abstract
Soll untersucht werden, ob ein bedingungsloses Grundeinkommens finanzierbar ist, dann ist es wichtig, diesen Vorschlag analytisch von ergänzenden Vorschlägen zu unterscheiden, um die finanziellen Effekte verschiedener Reformvorhaben nicht zu vermischen. Für die Finanzierbarkeit ist entscheidend, welche Folgen das Grundeinkommen für die Höhe der Produktion am Markt hat. Diese Folgen sind bisher nur unzureichend erforscht, aber in jedem Fall sehr schwer abzuschätzen. Deshalb sollte das Grundeinkommen in mehreren Schritten eingeführt werden, um Erfahrungen mit den Folgen zu sammeln. Dabei sollte nicht mit einem niedrigen Grundeinkommen für alle, sondern mit einem existenzsichernden Grundeinkommen für bestimmte Zielgruppen begonnen werden.

Is the European Monetary Union an Endogenous Currency Area? The Example of the Labor Markets

Abstract
Our study tries to find out whether wage dynamics between Euro member countries became more synchronized through the adoption of the common currency. We calculate bivarate correlation coefficients of wage and wage cost dynamics and run a model of endogenously induced changes of coefficients, which are explained by other variables being also endogenous: trade intensity, sectoral specialization, financial integration. We used a panel data structure to allow for cross-section weights for country-pair observations. We use instrumental variable regressions in order to disentangle exogenous from endogenous influences. We applied these techniques to real and nominal wage dynamics and to dynamics of unit labor costs. We found evidence for persistent asymmetries in nominal wage formation despite a single currency and monetary policy, responsible for diverging unit labor costs and for emerging trade imbalances among the EMU member countries.

Determinants of Female Migration – The Case of German NUTS 3 Regions

Abstract
Our study examines the regional patterns and determinants of migration flows of young women. At the NUTS-3 regional level, i.e. the district level (Kreise), the German internal migration flows of the year 2005 are explored. From descriptive statistics it can be seen that peripheral regions in East Germany face the strongest migration deficit with respect to young women, whereas agglomerations in West Germany but also in the East benefit from an intense migration surplus within this group. An econometric analysis of determinants of regional migration flows gives evidence of the importance of labour market, family-related and educational migration motives. Generally speaking, young women tend to choose regions with good income and job opportunities, in addition they seem to be attracted by regions enabling an appropriate balance between family and career. Furthermore the existence of excellent educational facilities is a significant influence for young women’s migration. This educationally motivated type of migration generates a long lasting effect on the regional migration balance, especially when the educational opportunities in the destination region are associated with adequate career perspectives for high qualified female graduates. In view of considerable losses due to migration, the study shows various options for action. An important course of action is to incorporate policy measures improving regional employment and income opportunities. Secondly, extending vocational and academic offers addressed to women seems to be a suitable way to stimulate women’s immigration. Moreover, enhancing the social infrastructure, which contributes to a satisfactory work life balance, might attract young women or at least reduce the number of them leaving a region.

Abstract
Das Grundeinkommen wird als ein Konzept vorgestellt, das Unzulänglichkeiten der bestehenden Armutsbekämpfung überwindet, insbesondere die staatlichen Kontrollen der Arbeitsfähigkeit und -bereitschaft beseitigt. Das System der sozialen Sicherung wird von lohnbezogenen Beiträgen unabhängiger. Hauptproblem des Modells ist die Finanzierung. Kern dieses Problems ist aber nicht die Frage, wie es gelingen kann, einen hohen Geldbetrag aufzubringen, sondern die Folgen für Leistungsanreize und Produktion. Diese setzen dem Grundeinkommen Grenzen.

Abstract
Der Vorschlag zur Einführung eines Grundeinkommens ist in letzter Zeit verstärkt in der politischen Diskussion. Ein Grundeinkommen ist „ein Einkommen, das von einem politischen Gemeinwesen an alle seine Mitglieder ohne Bedürftigkeitsprüfung und ohne Gegenleistung ausgezahlt wird“ (Vanderborght/Van Parijs) und würde an die Stelle vorhandener steuerlicher und sozialer Instrumente der Existenzsicherung treten. Mit dem Grundeinkommen würden Armut umfassend verhindert, das Sozial- und Steuersystem erheblich vereinfacht und der Produktionsfaktor Arbeit von den Kosten der sozialen Sicherung entlastet werden. Es wäre das Ende der problematischen staatlichen Kontrollen von Arbeitsfähigkeit und -bereitschaft von Arbeitslosen. Probleme des Vorschlags sind die Finanzierungsschwierigkeiten und die Gefahr verringerter Arbeitsanreize, die der Umsetzung des Modells in Reinform Grenzen setzen.

Microeconometric Evaluation of Selected ESF-funded ALMP-Programmes

Abstract
The study evaluates different ESF-funded labour market programmes by comparing the labour market status at different points in time after the treatment. In order to solve the selection problem we employ a standard matching algorithm with a multi-dimensional distance measure. The effects of the analyzed programmes (wage subsidies, start-up subsidies and qualification measures for recipients of social welfare) are very heterogeneous. It can be observed that the direct integration into the regular labour market provides an advantage for the supported individuals. Its lasting effects, however, strongly depend on the group of persons being supported, the type of treatment and the employers’ financial share.

Abstract
Die Zusammenlegung von Arbeitslosenhilfe und Sozialhilfe für Erwerbsfähige zum neuen Arbeitslosengeld II im Rahmen der Hartz IV Reform war mit der Erwartung einer Entlastung der öffentlichen Haushalte verbunden. Stattdessen sind jedoch Mehrausgaben zu verzeichnen, so dass die institutionelle Ausgestaltung der sozialen Grundsicherung möglicherweise noch nicht adäquat ist. Der Artikel vergleicht zunächst die institutionellen Regelungen für das Arbeitslosengeld II mit denen der bisherigen Sozialhilfe für Erwerbsfähige. Anschließend wird analysiert, inwieweit institutionelle Veränderungen oder das Unterlassen derselben den Anstieg der Empfängerzahlen begünstigt haben. Als Bewertungsmaßstab dienen dabei insbesondere die Ergebnisse empirischer Studien für erwerbsfähige Sozialhilfeempfänger. Dabei zeigt sich, dass die Reform nur partiell zu einer Verbesserung von Rahmenbedingungen und Anreizstrukturen beiträgt. Von Teilen der Reform bzw. deren Umsetzung gehen hingegen negative Effekte aus.

"A product of the Framework V research project, this book addresses one of the key problems facing the EU today: Why is the ‘new’ EU so much poorer than the ‘old’, and how will EU enlargement help to solve the problem? Focusing on the productivity problems underlying the East-West gap, it looks in particular at the role that foreign investment and R&D can play in closing it. Against that background, the book assesses what role proactive development policy might play in attacking the roots of low social productivity. Concluding that there will be a clear-cut process of convergence between East and West, albeit an incomplete one, it finishes with an assessment of the patterns of competitiveness, East and West, that are likely to emerge from this process of incomplete convergence."

Abstract
The paper discusses the role of the concept of special and differential treatment in the framework of regional trade agreements for the development of a competition regime. After a discussion of the main characteristics and possible shortfalls of those concepts, three case countries are assessed in terms of their experience with progressivity, flexibility, and technical and financial assistance: Poland was led to align its competition laws to match the model of the EU. The Ukraine opted voluntarily for the European model, this despite its intense integration mainly with Russia. South Africa, a developing country that emerged from a highly segregated social fabric and an economy dominated by large conglomerates with concentrated ownership. All three countries enacted (or comprehensively reformed) their competition laws in an attempt to face the challenges of economic integration and catch up development on the one hand and particular social problems on the other. Hence, their experience may be pivotal for a variety of different developing countries who are in negotiations to include competition issues in regional trade agreements. The results suggest that the design of such competition issues have to reflect country-particularities to achieve an efficient competition regime.
