Abstract
This paper derives a European Herfindahl–Hirschman concentration index from 15 micro-aggregated country datasets. In the last decade, European concentration rose due to a reallocation of economic activity toward large and concentrated industries. Over the same period, productivity gains from an increasing allocative efficiency of the European market accounted for 50% of European productivity growth while markups stayed constant. Using country-industry variation, we show that changes in concentration are positively associated with changes in productivity and allocative efficiency. This holds across most sectors and countries and supports the notion that rising concentration in Europe reflects a more efficient market environment rather than weak competition and rising market power.

Financial Linkages and Sectoral Business Cycle Synchronization: Evidence from Europe

Abstract
We analyze whether financial integration leads to converging or diverging business cycles using a dynamic spatial model. Our model allows for contemporaneous spillovers of shocks to GDP growth between countries that are financially integrated and delivers a scalar measure of the spillover intensity at each point in time. For a financial network of ten European countries from 1996 to 2017, we find that the spillover effects are positive on average and much larger during periods of financial stress, pointing towards stronger business cycle synchronization. Dismantling GDP growth into value added growth of ten major industries, we observe that spillover intensities vary significantly. The findings are robust to a variety of alternative model specifications.

Energy crisis in Germany
Dwindling gas supplies from Russia and soaring prices for gas and electricity are leading to massive real income losses and a recession in Europe and Germany. The Halle Institute for Economic Research (IWH) forecasts that German gross domestic product (GDP) will increase by 1.1% in 2022 and decrease by 1.4% in 2023. Consumer prices are expected to rise by 7.9% in 2022 and 9.5% in 2023.

Abstract
Die Weltwirtschaft ist auch im Sommerhalbjahr verschiedenen schweren Belastungen ausgesetzt, die die Preise stark steigen lassen. Produktionsstilllegungen im Zuge der chinesischen Null-Covid-Strategie und der Angriff gegen die Ukraine heizen die Inflation weltweit an. Auch in Deutschland wird die konjunkturelle Entwicklung durch die mit dem Krieg verbundenen Preissteigerungen sowie unterbrochene Lieferketten schwer belastet. Die konjunkturellen Aussichten für den Sommer sind trüb. Das deutsche Bruttoinlandsprodukt wird im Jahr 2022 um 1,5% zunehmen. In Ostdeutschland liegt der Zuwachs bei 1%.

Abstract
Die russische Wirtschaft ist durch die westlichen Sanktionen nach dem Einmarsch in die Ukraine schwer getroffen. Die Wirtschaft schrumpft um über 8%, die Inflation hat sich auf knapp 20% erhöht. Die meisten internationalen Firmen haben sich aus Russland zurückgezogen. Viele reiche Russen haben keinen Zugang mehr zu ihren Vermögenswerten im Ausland, Kapitalverkehrskontrollen verhindern, dass Russen und russische Firmen Fremdwährung kaufen können, und sowohl die russischen Banken als auch die russische Zentralbank haben fast keine Möglichkeiten mehr, mit ausländischen Banken Transaktionen durchzuführen. Gleichzeitig hat Putin das Gegenteil von dem erreicht, was er laut eigener Aussage wollte: eine Schwächung der NATO, der Europäischen Union und des Westens im Allgemeinen. Schweden und Finnland haben um die Aufnahme in die NATO gebeten und damit die gemeinsame Grenze der NATO mit Russland um über 800 km verlängert. Die Chancen, dass die Ukraine in die EU aufgenommen wird, haben sich deutlich erhöht, und der Westen ist mit wenigen Ausnahmen (Ungarn, Türkei) geeinter denn je.

Climate Change-Related Regulatory Risks and Bank Lending

Abstract
We identify the effect of climate change-related regulatory risks on credit real-location. Our evidence suggests that effects depend borrower's region. Following an increase in salience of regulatory risks, banks reallocate credit to US firms that could be negatively impacted by regulatory interventions. Conversely, in Europe, banks lend more to firms that could benefit from environmental regulation. The effect is moderated by banks' own loan portfolio composition. Banks with a portfolio tilted towards firms that could be negatively a affected by environmental policies increasingly support these firms. Overall, our results indicate that financial implications of regulation associated with climate change appear to be the main drivers of banks' behavior.

Abstract
Der Angriff Russlands auf die Ukraine hat die wirtschaftlichen Rahmenbedingungen in Europa drastisch verschlechtert. Rohstoff- und Energiepreise sind stark gestiegen, und die Sanktionen bringen den gesamten Russlandhandel nahezu zum Erliegen. Auch die deutsche Wirtschaft trifft es vor allem über einen Energiepreisschock, aber auch über unterbrochene Handelsströme und eine allgemeine Verunsicherung. Gleichwohl erhält die Konjunktur von der Aufhebung vieler Pandemie-Restriktionen einen kräftigen Schub. Das deutsche BIP wird 2022 um 3,1% zunehmen. Die ostdeutsche Wirtschaft wird vom Krieg kaum schwerer getroffen als die gesamtdeutsche Wirtschaft.

Banking Reform, Risk-Taking, and Accounting Quality: Evidence from Post-Soviet Transition States

Abstract
The drastic banking reform within Central and Eastern Europe following the collapse of the Soviet Union provides an ideal quasi-experimental design to examine the causal effects of institutional development on accounting quality (AQ). We find that banking reform spurs significant improvement in predictive power of earnings and reductions in earnings smoothing, earnings-inflating discretionary provisions, and avoidance of reporting losses. These effects hold under alternative model specifications and after considering concurrent institutional developments. In contrast, corporate reform shows no such effects, refuting the alternative explanation that unobserved factors affect both reform speed in general and the quality of financial reporting. We further identify four specific reformative actions that are integral to the drastic banking reform process where prudential regulation contributes the most to the observed AQ improvement. It supports the conjecture that banking reform improves AQ by reducing banks' risk-taking behaviors and, as a result, their motive behind accounting manipulation.
