Avoiding the Fall into the Loop: Isolating the Transmission of Bank-to-Sovereign Distress in the Euro Area

Abstract
While the sovereign-bank loop literature has demonstrated the amplification between sovereign and bank risks in the Euro Area, its econometric identification is vulnerable to reverse causality and omitted variable biases. We address the loop's endogenous nature and isolate the direct bank-to-sovereign distress channel by exploiting the global, non-Eurozone related variation in banks’ stock prices. We instrument banking sector stock returns in the Eurozone with exposure-weighted stock market returns from non-Eurozone countries and take further precautions to remove Eurozone-related variation. We find that the transmission of instrumented bank distress to sovereign distress is around 50% smaller than the corresponding coefficient in the unadjusted OLS framework, confirming concerns on endogeneity. Despite the smaller relative magnitude, increasing instrumented bank distress is found to be an economically and statistically significant cause for rising sovereign fragility in the Eurozone.

What Drives Innovation Output from Subsidized R&D Cooperation? — Project-level Evidence from Germany

Abstract
Using a large dataset of 406 subsidized R&D cooperation projects, we provide detailed insights into the relationship between project characteristics and innovation output. Patent applications and publications are used as measures for the innovation output of an R&D project. We find that large-firm involvement is strongly positively related with the number of patent applications, but not with the number of publications. Conversely, university involvement has positive effects on projects’ innovation output in terms of the number of publications but not in terms of patent applications. In general, projects’ funding as measure of projects’ size is an important predictor of the innovation output of R&D cooperation projects. No significant effects are found for the number of partners as (an alternative) measure of projects’ size, for spatial proximity between cooperation partners, for the involvement of a public institute for applied research, and for prior cooperation experiences. We derive conclusions for the design of R&D cooperation support schemes.

Abstract
Based on theoretical considerations about the “third mission” of universities and the discussion of the nature of different university-industry relations, we conclude that the entrepreneurial university is a manifold institution with direct ways to transfer technology from academia to industry as well as indirect connections to industry via entrepreneurship education and training. While existing literature usually deals with one or another linking mechanism separately, our central hypothesises is that direct and indirect mechanisms should be interrelated and mutually complementary. We emphasize the importance of a more holistic view and empirically investigate the scope and interrelatedness of entrepreneurship education and direct technology transfer mechanisms at German universities. We find a variety of activities in both fields and evidence for an identification of HEI with the mission of knowledge commercialisation. Furthermore, it shows that the HEIs’ technology transfer facilities and the entrepreneurship education providers co-operate in support of the creation of spin-offs and innovative start-ups.

Abstract
Most of the existing empirical literature on self-employment decisions assumes that individuals’ risk-taking propensities are stable over time. We allow for endogeneity on both sides when examining the relationship between individual risk-taking propensities and entry into self-employment. We confirm that a greater risk-taking propensity is associated with a higher probability of entering self-employment. However, we also find evidence that entering self-employment is associated with a significant and substantial increase in an individual’s propensity to take risks. Our findings add to the growing evidence that risk-taking propensities are not only inborn, but also determined by environmental factors.

Abstract
This paper evaluates alternative indicators of global economic activity and other market fundamentals in terms of their usefulness for forecasting real oil prices and global petroleum consumption. We find that world industrial production is one of the most useful indicators that has been proposed in the literature. However, by combining measures from a number of different sources we can do even better. Our analysis results in a new index of global economic conditions and new measures for assessing future tightness of energy demand and expected oil price pressures.

Abstract
Welche Auswirkungen makroökonomische Schocks in Form von Naturkatastrophen auf Banken haben und welche realwirtschaftlichen Implikationen sich daraus ergeben können, wurde unter dem Titel „Katrina und die Folgen: Sicherere Banken und positive Produktionseffekte“ bereits an früherer Stelle in der „Wirtschaft im Wandel“ dargestellt. Daran anknüpfend stellt dieser Artikel einen Forschungsbeitrag vor, der die Folgen der Hochwasser des Jahres 2013 in Deutschland für die Sparkassen und Genossenschaftsbanken und deren Unternehmenskunden untersucht. Im Mittelpunkt steht die Frage, ob lokale Banken die negativen Effekte des Hochwassers mildern, indem sie die Kreditvergabe an Unternehmen ausweiten. Der Befund ist erstens, dass Banken, die Beziehungen zu betroffenen Unternehmen haben, ihre Kreditvergabe um 3% relativ zu Banken ohne Beziehungen zu betroffenen Unternehmen ausweiten, und zweitens, dass bei Sparkassen mit Zugang zu nicht betroffenen regionalen Märkten keine signifikante Erhöhung des Kreditrisikos zu beobachten ist. Ein gegenüber regionalen Katastrophen widerstandsfähiges Finanzsystem sollte somit aus lokalen Banken bestehen, die gleichwohl überregional verbunden sind, damit ausreichende Möglichkeiten zur Diversifikation bestehen.

Employment Effects of Introducing a Minimum Wage: The Case of Germany

Abstract
Income inequality has been a major concern of economic policy makers for several years. Can minimum wages help to mitigate inequality? In 2015, the German government introduced a nationwide statutory minimum wage to reduce income inequality by improving the labour income of low-wage employees. However, the employment effects of wage increases depend on time and region specific conditions and, hence, they cannot be known in advance. Because negative employment effects may offset the income gains for low-wage employees, it is important to evaluate minimum-wage policies empirically. We estimate the employment effects of the German minimum-wage introduction using panel regressions on the state-industry-level. We find a robust negative effect of the minimum wage on marginal and a robust positive effect on regular employment. In terms of the number of jobs, our results imply a negative overall effect. Hence, low-wage employees who are still employed are better off at the expense of those who have lost their jobs due to the minimum wage.
