How Do Banks React to Catastrophic Events? Evidence from Hurricane Katrina

Abstract
This paper explores how banks react to an exogenous shock caused by Hurricane Katrina in 2005, and how the structure of the banking system affects economic development following the shock. Independent banks based in the disaster areas increase their risk-based capital ratios after the hurricane, while those that are part of a bank holding company on average do not. The effect on independent banks mainly comes from the subgroup of highly capitalized banks. These independent and highly capitalized banks increase their holdings in government securities and reduce their total loan exposures to non-financial firms, while also increasing new lending to these firms. With regard to local economic development, affected counties with a relatively large share of independent banks and relatively high average bank capital ratios show higher economic growth than other affected counties following the catastrophic event.

Abstract
We use Hurricane Katrina’s damage to the Mississippi coast in 2005 as a natural experiment to study business survival in the aftermath of a capital-destruction shock. We find very low survival rates for businesses that incurred physical damage, particularly for small firms and less-productive establishments. Conditional on survival, larger and more-productive businesses that rebuilt their operations hired more workers than their smaller and less-productive counterparts. Auxiliary evidence from the Survey of Business Owners suggests that the differential size effect is tied to the presence of financial constraints, pointing to a socially inefficient level of exits and to distortions of allocative efficiency in response to this negative shock. Over time, the size advantage disappeared and market mechanisms seem to prevail.

Abstract
Welche Auswirkungen haben große Schocks wie Naturkatastrophen auf das Risiko von Banken, und welche realwirtschaftlichen Implikationen ergeben sich daraus? Diesen Fragen geht ein aktueller Beitrag unter IWH-Beteiligung nach, der die Auswirkungen des Wirbelsturms Katrina in den USA untersucht. Dabei finden die Autoren, dass vor allem eigenständige und besser kapitalisierte Banken auf das erhöhte Risiko reagieren, indem sie ihre Risikovorsorge in Form deutlich erhöhter Eigenkapitalpuffer nach oben fahren und den Anteil risikoreicher Aktiva in ihren Bilanzen verkleinern. Das geschieht allerdings nicht durch eine Verknappung des Kreditangebots, sondern potenziell durch Kreditverkäufe. Die Ergebnisse legen deshalb nahe, dass das Instrument der Verbriefung es betroffenen Banken ermöglicht, einerseits ihre Bilanzen sicherer zu machen und andererseits Unternehmen mit neuen Krediten zu versorgen. Dadurch profitieren auch die vom Schock betroffenen Regionen. Solche Regionen, die durch mehr eigenständige und besser kapitalisierte Banken gekennzeichnet sind, haben nach der Wirbelsturmsaison von 2005 deutlich höhere Produktionseffekte und geringere Arbeitslosenquoten.

Flooded Through the Back Door: Firm-level Effects of Banks‘ Lending Shifts

Abstract
I show that natural disasters transmit to firms in non-disaster areas via their banks. This spillover of non-financial shocks through the banking system is stronger for banks with less regulatory capital. Firms connected to a disaster-exposed bank with below median capital reduce their employment by 11% and their fixed assets by 20% compared to firms in the same region without such a bank during the 2013 flooding in Germany. Relationship banking and higher firm capital also mitigate the effects of such negative cross-regional spillovers.

Badly Hurt? Natural Disasters and Direct Firm Effects

Abstract
We investigate firm outcomes after a major flood in Germany in 2013. We robustly find that firms located in the disaster regions have significantly higher turnover, lower leverage, and higher cash in the period after 2013. We provide evidence that the effects stem from firms that already experienced a similar major disaster in 2002. Overall, our results document a positive net effect on firm performance in the direct aftermath of a natural disaster.

Borrowers Under Water! Rare Disasters, Regional Banks, and Recovery Lending

Abstract
We show that local banks provide corporate recovery lending to firms affected by ad-verse regional macro shocks. Banks that reside in counties unaffected by the natural disaster that we specify as macro shock increase lending to firms inside affected counties by 3%. Firms domiciled in flooded counties, in turn, increase corporate borrowing by 16% if they are connected to banks in unaffected counties. We find no indication that recovery lending entails excessive risk-taking or rent-seeking. However, within the group of shock-exposed banks, those without access to geographically more diversified interbank markets exhibit more credit risk and less equity capital.

Alternatives to GDP - Measuring the Impact of Natural Disasters using Panel Data

Abstract
A frequent criticism of GDP states that events that obviously reduce welfare of people can nevertheless increase GDP per capita. We use data of natural disasters as quasi experiments to examine whether alternatives to GDP (Human Development Index, Progress Index, Index of Economic Well-Being and a Happiness Index) lead to more plausible responses to disasters. Applying a Differences-in-Differences approach and estimates from various panels of countries we find no noteworthy differences between the response of real GDP per capita and the responses of suggested alternative welfare measures to a natural disaster except for the Human Development Index.
