Economic Outlook: Between Energy Crisis and AI Boom
Until the outbreak of the energy crisis, the German economy was on a path to recovery. Now the recovery will only continue over the course of 2026 if the Gulf conflict eases and energy prices do not rise further. This assumption underlies the present summer forecast of the Halle Institute for Economic Research (IWH). In that case, German output is expected to increase by 0.9% for this year and for 2027. Growth rates in East Germany will be similar. In March, the IWH economists had predicted growth of 0.7% for 2026 and 1% for the next year.

Abstract
Die deutsche Wirtschaft hat im ersten Quartal 2026 um 0,3% zugelegt, nach 0,2% im Schlussquartal 2025. Getragen wurde dieser Zuwachs vor allem von staatlichen und privaten Konsumausgaben sowie von den Exporten. Im Verlauf des Quartals hat sich die wirtschaftliche Stimmung jedoch deutlich eingetrübt. Der Iran‑Konflikt und die stark gestiegenen Rohöl‑ und LNG‑Preise, die aus den zeitweiligen Einschränkungen der Transportwege durch die Straße von Hormus sowie Schäden an der Energieinfrastruktur in den Golfstaaten resultieren, belasten die Weltwirtschaft, stören Lieferketten und wirken dämpfend auf die deutsche Konjunktur. Die aktuellen Indikatoren sprechen daher für eine vorübergehende Abschwächung (vgl. Abbildung 1). Nach dem IWH‑Flash‑Indikator dürfte das Bruttoinlandsprodukt im zweiten Quartal 2026 nur leicht um 0,1% zulegen, bevor im dritten Quartal wieder eine etwas kräftigere Zunahme um 0,3% zu erwarten ist.

Energy price shock dampens recovery – inflation rises
Although the leading economic research institutes consider the German economy to be in a recovery phase following a downturn lasting several years, they nevertheless expect only a moderate increase in gross domestic product of 0.6% for 2026 and 0.9% for 2027. “The energy price shock triggered by the Iran war is hitting the recovery hard, but at the same time expansionary fiscal policy is bolstering the domestic economy and preventing a stronger slide,” says Timo Wollmershäuser, Head of Forecasts at the ifo Institute. The institutes estimate that the inflation rate will rise to an average of 2.8% in 2026 and 2.9% in 2027.

Oil price shock threatens recovery in Germany
Globally rising energy prices in the wake of the new Gulf War are clouding the outlook for the German economy. Nevertheless, increased public expenditure is expected to support economic activity both this year and next. According to the spring forecast of the Halle Institute for Economic Research (IWH), output is projected to grow by 0.7% in 2026 and by 1.0% in 2027. We expect similar rates of expansion for East Germany. In December, the IWH economists had predicted growth of 1.0% for both 2026 and 2027.

Joint Economic Forecast Autumn 2025: Fiscal stimulus masks structural weakness
The German economy is emerging from the trough and is likely to regain some momentum over the next two years. Following stagnation in the first half of the year, the Joint Economic Forecast project group predicts gross domestic product growth of 0.2% for the current year in its fall report. In the next two years, an expansionary fiscal policy is likely to accelerate economic growth noticeably to 1.3% and 1.4%, respectively. This means that the institutes' forecast for this year and next remains roughly unchanged from the spring report. “The German economy is still on shaky ground,” says Dr Geraldine Dany-Knedlik, head of the Forecasting and Economic Policy Division at the German Institute for Economic Research (DIW Berlin). “It will recover noticeably in the next two years. However, given ongoing structural weaknesses, this momentum will not last.”

Recovery on shaky ground – tariffs dampen growth, but a change in fiscal policy is on the way
In late summer 2025, it is still unclear whether the German economy is on the road to recovery, as it has to cope with the dampening effect of higher US tariffs in the second half of the year. It is not until 2026 that fiscal policy stimulus measures, combined with low key interest rates, will probably lead to an economic upturn. According to the autumn forecast of the Halle Institute for Economic Research (IWH), production is then expected to increase by 0.8%, following 0.2% in 2025. Similar rates of expansion are also expected for East Germany. In June, the IWH economists were forecasting growth of 1.1% for 2026 and 0.4% for the current year.

Abstract
Trotz der Handelskonflikte zeigt sich die Weltwirtschaft bislang robust und dürfte weiter in mäßigem Tempo expandieren. Die Weltproduktion steigt im Jahr 2025 um 2,6% und im Jahr darauf um 2,4%. Ob sich die deutsche Wirtschaft auf Erholungskurs befindet, ist weiterhin nicht erkennbar, zumal sie in der zweiten Jahreshälfte den Dämpfer höherer US-Zölle zu verkraften hat. Erst für 2026 stehen die Chancen gut, dass finanzpolitische Impulse zusammen mit niedrigen Leitzinsen eine konjunkturelle Belebung bewirken. Das Bruttoinlandsprodukt dürfte dann um 0,8% zunehmen, nach 0,2% im Jahr 2025.

Joint Economic Forecast 1/2025: Geopolitical turn intensifies crisis – structural reforms even more urgent
The German economy will continue to tread water in 2025. In their spring report, the leading economic research institutes forecast an increase in gross domestic product of just 0.1% for the current year. For 2026, the institutes expect gross domestic product to increase by 1.3%. In the short term, the new US trade policy and economic policy uncertainty are weighing on the German economy. The additional scope for public debt should gradually have an expansionary effect, but threatens to crowd out private consumption and private investment.

Abstract
Die Weltwirtschaft steht im Frühjahr 2025 im Zeichen sich tiefgreifend ändernder geopolitischer und wirtschaftspolitischer Rahmenbedingungen. Vor dem Hintergrund des Politikwechsels in den USA sind insbesondere in Europa, aber nicht nur dort, neue sicherheitspolitische Herausforderungen entstanden. Sie haben zunächst zu einer Lockerung fiskalischer Restriktionen beigetragen, machen aber zumindest längerfristig auch eine Überprüfung finanzpolitischer Prioritäten erforderlich. Zudem hat die US-Regierung begonnen, neue Handelshürden aufzubauen und zusätzliche Unsicherheiten für die wirtschaftlichen Akteure zu schaffen. Dies bremst den globalen Warenhandel und die Produktion sowohl weltweit als auch in den USA selbst, wo erste Anzeichen für eine Abkühlung der Konjunktur sichtbar sind.
