Economic Outlook: German economy on a recovery path – Tailwinds from the global economy and fiscal policy
An increase in foreign demand has put the German economy on a recovery path in the first half of the year, despite higher energy prices. In the coming quarters, rising public investment is expected to support economic activity. According to the autumn forecast of the Halle Institute for Economic Research (IWH), gross domestic product (GDP) is projected to grow by 1.4% this year and by 0.8% in 2027. Economic recovery in eastern Germany is expected to be somewhat weaker. In June, the IWH economists had predicted growth of 0.9% for both this and the next year.

Die Produktion dürfte in diesem Jahr um 1,4% und im kommenden Jahr um 0,8% zunehmen; in Ostdeutschland fällt die wirtschaftliche Erholung etwas schwächer aus.

Climate Change Economics in Vietnam: Redefining Economic Impact

Abstract
Vietnam, a low middle-income economy, grapples with considerable climate impacts, primarily driven by heat waves, sea level rise, and tropical cyclones. Under ongoing global warming, these extreme weather events are projected to further intensify. We use a dynamic general equilibrium model to study economic transition dynamics from 2015 to 2100, accounting for heat-induced labor productivity losses, agricultural land loss from sea level rise, and residential property damage from tropical cyclones. We compare a Paris-compatible strong mitigation scenario where global warming is limited to well below 2 °C above preindustrial levels to a strong emission scenario where warming reaches 4–5 °C. We find that the impacts of climate change on output and investment are highly uncertain, with differences between the two emission scenarios remaining statistically insignificant until the end of the century, despite substantially higher climate forcing in the latter. By contrast, consumption losses are significantly larger under the high emission scenario. These negative impacts are primarily driven by heat-induced labor productivity losses, while TCs are the main source of uncertainty. Our findings highlight the need for analytical frameworks to capture the different channels through which climate and climate change affect economic development, rather than focusing mainly on output-related damage, as done in many existing studies.

Abstract
Nach einem mehrjährigen Abschwung hat im Verlauf des vergangenen Jahres eine Erholung in Deutschland eingesetzt. Während die exportorientierte Industrie angesichts weiter abnehmender Wettbewerbsfähigkeit, hoher geopolitischer Unsicherheit und handelspolitischer Belastungen kaum Tritt fasste, wurde die Erholung maßgeblich von der Binnenwirtschaft getragen. Der Energiepreisschock, der durch den Iran-Krieg ausgelöst wurde, dämpft die Erholung, dürfte sie aber nicht vollständig zum Erliegen bringen. Dafür sorgt der erheblich expansive Kurs der Finanzpolitik, der vor allem Unternehmen der Verteidigungsindustrie und des Tiefbaus stützt. Im Großteil des Verarbeitenden Gewerbes bleibt die Lage jedoch verhalten. Das Bruttoinlandsprodukt dürfte in diesem Jahr um 0,6 % und im Jahr 2027 um 0,9 % zunehmen, nachdem die Wirtschaftsleistung im Vorjahr mit einem Anstieg von 0,2 % kaum mehr als stagniert hat. Im Vergleich zum Herbstgutachten 2025 haben die an der Gemeinschaftsdiagnose beteiligten Institute damit ihre Prognose für das laufende Jahr deutlich um 0,6 Prozentpunkte und für das kommende Jahr um 0,4 Prozentpunkte nach unten korrigiert.

Oil price shock threatens recovery in Germany
Globally rising energy prices in the wake of the new Gulf War are clouding the outlook for the German economy. Nevertheless, increased public expenditure is expected to support economic activity both this year and next. According to the spring forecast of the Halle Institute for Economic Research (IWH), output is projected to grow by 0.7% in 2026 and by 1.0% in 2027. We expect similar rates of expansion for East Germany. In December, the IWH economists had predicted growth of 1.0% for both 2026 and 2027.

Abstract
Die internationale Konjunktur scheint Ende 2025 weiter robust, die weltwirtschaftliche Expansion dürfte sich 2026 jedoch etwas abschwächen. Nach der vorliegenden Prognose steigt die Weltproduktion 2025 um 2,7%, um im Jahr darauf um 2,4% zuzulegen. Im Euroraum dürfte sich die wirtschaftliche Expansion in geringem Tempo fortsetzen. Die deutsche Wirtschaft befindet sich auf einem fragilen Erholungskurs. Für das Jahr 2026 ist aufgrund von finanzpolitischen Impulsen und gestiegenen Realeinkommen eine leichte Belebung zu erwarten. Die Produktion dürfte im kommenden Jahr um 1,0% zunehmen, nach 0,2% im Jahr 2025.

Within-Country Inequality and the Shaping of a Just Global Climate Policy

Abstract
Climate policy design must balance emissions mitigation with concerns for fairness, particularly as climate change disproportionately affects the poorest households within and across countries. Integrated Assessment Models used for global climate policy evaluation have so far typically not considered inequality effects within countries. To fill this gap, we develop a global Integrated Assessment Model representing national economies and subnational income, mitigation cost, and climate damage distribution and assess a range of climate policy schemes with varying levels of effort sharing across countries and households. The schemes are consistent with limiting temperature increases to 2 °C and account for the possibility to use carbon tax revenues to address distributional effects within and between countries. We find that carbon taxation with redistribution improves global welfare and reduces inequality, with the most substantial gains achieved under uniform taxation paired with global per capita transfers. A Loss and Damage mechanism offers significant welfare improvements in vulnerable countries while requiring only a modest share of global carbon revenues in the medium term. The poorest households within all countries may benefit from the transfer scheme, in particular when some redistribution is made at the country level. Our findings underscore the potential for climate policy to advance both environmental and social goals, provided revenue recycling mechanisms are effectively implemented. In particular, they demonstrate the feasibility of a welfare improving global climate policy involving limited international redistribution.

Using a dynamic general equilibrium model, we analyze economic transition dynamics from 2015 to 2100, incorporating heat-induced labor productivity losses, agricultural land loss, and cyclone-related property damage. We compare a Paris-compatible scenario limiting warming to below 2 °C with a high-emission scenario reaching 4–5 °C. While output and investment impacts remain highly uncertain and statistically indistinguishable across scenarios until 2100, consumption losses are significantly larger under high emissions, mainly driven by heat-related productivity declines, with cyclones contributing most to uncertainty. These findings underscore the importance of considering multiple impact channels beyond output damages in climate-development research.
