Local conditions for the New Economy in structurally weak areas: The Example of Saxony-Anhalt

The paper presents the main results of an analysis of the regional conditions for the New Economy in Saxonia-Anhalt, i. e. for the sectors of modern biotechnology and modern information technology. Therefore, the regional conditions in Saxonia-Anhalt and the Raumordungsregion (ROR) Munich are compared. Latter region is one of the most advanced areas in Germany with regard to the two sectors under consideration. As expected, the ROR Munich shows better results in most aspects. Nevertheless, an important result is that even in less economically advanced regions modern biotechnology and modern information technology have chances for a good economic performance. Therfore, these regions must use better their existing potentials and eliminate their still existing regional deficits.

Does Germany need a tax on property? - A commentary

Abstract

Steuern werden vor allem aus fiskalischen Gründen erhoben. Mit der zunehmenden Anspannung der öffentlichen Finanzen wird auf der Suche nach neuen Einnahmequellen vielfach der Ruf nach der Wiedereinführung der Vermögensteuer laut. Eine solche Steuer bestand bis zum 31.12.1996 und ist vorrangig aus juristischen Gründen abgeschafft worden. Sie war eine reine Ländersteuer und erbrachte im letzten Jahr ihrer vollen Gültigkeit 4,6 Mrd. Euro. Um die Länder für die Einnahmeausfälle zu entschädigen, wurden im Gegenzug die Erbschaftsteuer (um 1,1 Mrd. Euro) und die Grunderwerbsteuer (um 2,7 Mrd. Euro) erhöht. Die Abschaffung der Vermögensteuer führte damit per saldo zu Mindereinnahmen in Höhe von 0,9 Mrd. Euro.

Germany 2004: Only a transitory economic stimulus from moving tax cuts forward

Abstract

In summer 2003 the German economy once again did not overcome the stagnation, which by now lasted three years. Only by the end of this year the German economy will begin to receive stronger support from a then further improved world economy. In the past months both US and European monetary policy have provided sufficient liquidity by lowering interest rates. In the USA, additional support is provided by fiscal policy; tax reductions and rebates increase domestic demand. Overall, Gross Domestic Product in the US will increase by 2.1% this year; in the euro area GDP will merely expand by a modest 0.8%. For Germany one of its key sectors will not be able to lift the economy as usual and GDP, when compared to last year, will only stagnate. Provided by the brought forward tax reform 2000 the coming year will begin with a stimulus to the German economy. The tax reductions, though, will have limited effect on aggregate production, as the increased consumption will not be able to stimulate investment. Accounting for calendar effects GDP in Germany will increase by at least 1% in 2004 compared with this year, but due to several additional working days in 2004, the unadjusted rate of expansion will be 1.7%. No substantial improvements are expected for the job market.

Innovative East German industrial companies do well in comparison with others - An empirical analysis based on the IAB company panel

Abstract

In the period of 1999/2000 the proportion of product renewals in the East German manufacturing was above the West German level. The proportion of industries with innovation activities follows the industrial structure. Most product innovations take place in the proportionately largest branches of industry, such as the consumer goods and food industries. However, the high proportion of innovative enterprises in research-intensive industries (chemistry, electrical engineering, car manufacture) is a sign of a structural change. On the basis of the data it is also shown that innovative enterprises positively stand out from non-innovative ones in their performance parameters and, with their investment and employment trends they also rank among the expanding enterprises.

East German Construction Industry June 2003: Opinions on business conditions not negative for the first time since 1999

Abstract

Das Geschäftsklima im ostdeutschen Baugewerbe erweist sich laut Umfrage des IWH unter 300 Unternehmen auch im Juni 2003 günstiger als vor Jahresfrist. Vor allem im Bauhauptgewerbe hat sich die seit Jahresanfang zu beobachtende Stimmungsverbesserung sowohl bei der Geschäftslage und als auch den Geschäftsaussichten weiter fortgesetzt. Im Ausbaugewerbe ist dagegen die Aufhellung vom Frühjahr abgebrochen. Zwar ergibt sich hier nochmals eine weniger ungünstige Bewertung der aktuellen Geschäfte gegenüber dem Vorjahreszeitraum, die Geschäftsaussichten werden aber deutlich schlechter gesehen.

Cross subsidization of municipal services in Germany: Current importance and evaluation with respect to efficiency and distribution

Abstract

rotz Liberalisierung des Energiemarktes und der absehbaren Deregulierung des Öffentlichen Personennahverkehrs (ÖPNV) innerhalb der EU hat die Quersubventionierung des Nahverkehrs über die Gewinne der kommunalen Versorgungsunternehmen nach wie vor eine große quantitative Bedeutung in Deutschland. Dies belegt eine Erhebung des IWH in deutschen Großstädten. Diese Praxis kann aus wohlfahrtsökonomischer Sicht und aus der Verteilungsperspektive als ineffizient bzw. nicht mit den üblichen Vorstellungen von Bedarfsgerechtigkeit vereinbar beurteilt werden. Soll aus politischen Gründen das ÖPNV-Angebot im bisherigen Umfang aufrechterhalten werden, wäre unter Umständen eine alternative Finanzierungsform geboten.
