Aufschwung im Osten so stark wie in Deutschland insgesamt – Implikationen der Gemeinschaftsdiagnose Herbst 2017 für Ostdeutschland
Für das Jahr 2017 prognostiziert das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) einen Anstieg des ostdeutschen Bruttoinlandsprodukts mit Berlin um 1,9% (Gemeinschaftsdiagnose für Deutschland insgesamt ebenfalls 1,9%). Der gegenüber dem Jahr 2016 (2,1%) etwas schwächere Zuwachs der Produktion resultiert lediglich aus der geringeren Anzahl von Arbeitstagen. Auch im Jahr 2018 dürfte die ostdeutsche Wirtschaft mit 2,0% so kräftig wie in Deutschland insgesamt zulegen.

Joint Economic Forecast—Autumn 2017: Upturn Remains Robust—Amid Mounting Tensions
The German economic upturn has gained both in terms of strength and breadth. In addition to consumer spending, external trade and investments are now also contributing to economic expansion. These are the conclusions drawn by the economic research institutes in their autumn report for the German federal government. Whereas the very high economic momentum in the first half of the current year will slow slightly, expansion of economic output this year and next will exceed production capacity growth. As a result, overall capacity utilization will increase, with economic output exceeding potential output. Gross Domestic Product is likely to grow by 1.9 percent this year and by 2 percent in 2018 (calendar-adjusted: 2.2 and 2.1 percent, respectively).

During the financial crisis, billions were spent to rescue banks that were according to their governments too big to be allowed to fail. But a study by Michael Koetter from the Halle Institute for Economic Research (IWH) and co-authors shows that besides the size of the banks, the centrality within the global financial network was also pivotal for financial institutions to receive a bail-out.

Abstract
Die Daten zum Wirtschaftswachstum des Arbeitskreises Volkswirtschaftliche Gesamtrechnungen der Länder für das Jahr 2016 zeigen erneut, dass Sachsen-Anhalt von der wirtschaftlichen Entwicklung im übrigen Ostdeutschland abgekoppelt ist. Während das Wirtschaftswachstum in Ostdeutschland im Jahr 2016 insgesamt 2,1% betrug, stellte Sachsen-Anhalt mit nur 1,0% wieder einmal das ostdeutsche Schlusslicht dar. Im gesamtdeutschen Vergleich schnitt lediglich das Saarland noch schlechter ab. Berlin und Sachsen waren mit jeweils 2,7% bundesweit die Spitzenreiter beim Wirtschaftswachstum, Thüringen lag mit 1,8% gleichauf mit Westdeutschland (vgl. Abbildung a).

In the early summer of 2017, economic momentum in the world is quite strong. Important general conditions for the global economy are likely to remain favourable: Interest rates will continue to be low almost everywhere, and low inflationary pressure suggests that there are hardly any constraints from the supply side.

Higher capital requirements: It’s the firms that end up suffering
61 European banks were scheduled to increase their capital cover by 2012 to provide a sufficient buffer for future crises. As the study by the research group chaired by Reint E. Gropp at the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association shows, the banks did implement these requirements – not by raising their levels of equity, but by reducing their credit supply. This resulted in lower firm, investment, and sales growth for firms which obtained a larger share of their bank credit from these banks.

Abstract
In this paper we study the relationship between task complexity and the occupational wage- and employment structure. Complex tasks are defined as those requiring higher-order skills, such as the ability to abstract, solve problems, make decisions, or communicate effectively. We measure the task complexity of an occupation by performing Principal Component Analysis on a broad set of occupational descriptors in the Occupational Information Network (O*NET) data. We establish four main empirical facts for the U.S. over the 1980–2005 time period that are robust to the inclusion of a detailed set of controls, subsamples, and levels of aggregation: (1) There is a positive relationship across occupations between task complexity and wages and wage growth; (2) Conditional on task complexity, routine-intensity of an occupation is not a significant predictor of wage growth and wage levels; (3) Labor has reallocated from less complex to more complex occupations over time; (4) Within groups of occupations with similar task complexity labor has reallocated to non-routine occupations over time. We then formulate a model of Complex-Task Biased Technological Change with heterogeneous skills and show analytically that it can rationalize these facts. We conclude that workers in non-routine occupations with low ability of solving complex tasks are not shielded from the labor market effects of automatization.
