Abstract
European authorities and scholars published proposals on which indicators of macroeconomic imbalances might be used to uncover risks for the sustainability of public debt in the European Union. We test the ability of four proposed sets of indicators to send early-warnings of debt crises using a signals approach for the study of indicators and the construction of composite indicators. We find that a broad composite indicator has the highest predictive power. This fact still holds true if equal weights are used for the construction of the composite indicator in order to reflect the uncertainty about the origin of future crises.

Abstract
Die mittel- und osteuropäischen Länder haben sich mit ihrem Beitritt zur Europäischen Union verpflichtet, mittelfristig den Euro als gemeinsame Währung einzuführen. Voraussetzung dafür ist, dass sie sich bei wichtigen nominalen wirtschaftlichen Kenngrößen möglichst dauerhaft an die alte EU annähern. Die meisten neuen EUMitgliedsländer wurden von der globalen Finanzkrise allerdings vergleichsweise hart getroffen, sodass das Ausmaß der wirtschaftlichen Probleme Zweifel an der Nachhaltigkeit der bisherigen Konvergenz aufkommen lässt.
Wirtschaftspolitisch sind die Länder vor besondere Herausforderungen gestellt: Sie müssen einerseits Antikrisenpolitik betreiben, andererseits dürfen sie ihren Konvergenzprozess nicht zu sehr verzögern. Angesichts dieses Dilemmas hat sich die Einstellung zur Zukunft der gemeinsamen Währung geändert. Strebten die Länder anfangs danach, den Euro möglichst rasch zu übernehmen, so scheint dieses Vorhaben nun in die Ferne gerückt zu sein. Der Zeitplan für die Erweiterung des Euroraums wird sich verschieben, auch wenn das Ziel der gemeinsamen
Währung offiziell derzeit nicht infrage gestellt wird.

Fiscal Policy and the Great Recession in the Euro Area

Abstract
How much did fiscal policy contribute to euro area real GDP growth during the Great Recession? We estimate that discretionary fiscal measures have increased annualized quarterly real GDP growth during the crisis by up to 1.6 percentage points. We obtain our result by using an extended version of the European Central Bank's New Area-Wide Model with a rich specification of the fiscal sector. A detailed modeling of the fiscal sector and the incorporation of as many as eight fiscal time series appear pivotal for our result.

Abstract
Die Schulden- und Vertrauenskrise in Europa hat eine intensive Diskussion über die makroökonomische Koordinierung ausgelöst. Die bestehenden Institutionen, darunter auch der Stabilitäts- und Wachstumspakt, haben sich als Krisenpräventions- und Krisenmanagementinstrumente nicht bewährt. Ein Vorschlag in der gegenwärtigen Debatte lautet, anhand geeigneter Frühindikatoren eine regelmäßige und systematische makroökonomische
Überwachung vorzunehmen, um sich anbahnende Krisen früh erkennen und darauf reagieren zu können. Dieser Beitrag stellt die Prognosegüte von vier vorgeschlagenen Indikatorensets vergleichend dar, wobei sowohl die Güte
von Einzelindikatoren als auch die Güte aggregierter Gesamtindikatoren betrachtet werden. Die verschiedenen Einzelindikatoren weisen eine sehr unterschiedliche Prognosequalität auf, wobei sich neben dem Staatsdefizit
besonders die Arbeitsmarktindikatoren, die private Verschuldung und der Leistungsbilanzsaldo durch eine hohe Prognosegüte auszeichnen. Unter den Gesamtindikatoren schneiden besonders jene gut ab, die sowohl viele unterschiedliche als auch besonders gute Einzelindikatoren beinhalten. Deshalb wird für den Einsatz eines breit basierten Gesamtindikators bei der makroökonomischen Überwachung plädiert. Dieser sollte zudem aus gleichgewichteten Einzelindikatoren zusammengesetzt sein, um der Tatsache Rechnung zu tragen, dass die Ursachen künftiger Krisen vorab nicht bekannt sind.

Internationalisation Theory and Technological Accumulation - An Investigation of Multinational Affiliates in East Germany

Abstract
This dissertation applies the theory of technology accumulation to explain the internationalisation of foreign and West German multinational enterprises (MNEs) into East Germany. This theory shifts the focus from technology transfer to the international diffusion of innovation within the MNE. It rejects the position that all MNEs offer the same technological opportunities to host economies. Yet, most of the existing empirical research on postcommunist transition economies including East Germany applies the traditional technology transfer perspective. Therefore, this dissertation provides a complementary and novel approach. We assume a dynamic interaction between existing location specific technological capabilities within the host country, MNEs’ location choice, their internationalisation of research and development (R&D) and innovation, and the potential for technological spillover effects from MNEs to the host economy. The dissertation exploits information from the IWH FDI micro database on the full population of MNEs that entered East German manufacturing until 2005 and corresponding survey data. Microeconometric estimation results generate a number of novel findings: We can show that existing location specific technological capabilities affect MNEs’ general location choice within East Germany. They are not powerful enough to attract MNEs’ technological activities. Instead, the location of MNEs’ innovation requires the joint presence of technological and industry specialisation within regions, whereas foreign R&D benefits from technological specialisation in combination with a diversified industry structure. Moreover, the location of technological activity differs depending upon the underlying motive for internationalisation. Our findings suggest that the potential for technological externalities from affiliates to local firms is subject to centrally and locally driven technological heterogeneity of MNEs. Existing location specific technological capabilities do not affect the spillover potential. This hints a limited dynamic interaction of ownership and locational advantages in firms’ internationalisation. We derive implications for the technology accumulation theory as well as for various fields of science and technology policy.
