Abstract
We empirically analyze whether support by the parent organization in the early (nascent and seed) stage speeds up the process of commercialization and helps spin-offs from public research organizations generate first revenues sooner. To identify the impact of support by the parent organization, we apply multivariate regression techniques as well as an instrumental variable approach. Our results show that support in the early stage by the parent organization can speed up commercialization. Moreover, we identify two distinct channels—the help in developing a business plan and in acquiring external capital—through which support by the parent organization can enable spin-offs to generate first revenues sooner.

Abstract
Der Wirtschaftsstandort Jena in Thüringen wurde in der DDR durch den Stammbetrieb des Kombinats VEB Carl Zeiss Jena dominiert, der optische Erzeugnisse und Präzisionsgeräte herstellte. In den letzten Jahren der DDR beauflagten die zentralen Planungsinstanzen der DDR das Kombinat auch mit der Herstellung von Ausrüstungen für die Herstellung mikroelektronischer Erzeugnisse. Nach dem Übergang zu marktwirtschaftlichen Verhältnissen wurde die klassische optische Produktion im Zuge der Privatisierung an die westdeutsche Schwester des Jenaer Kombinats, die Firma Carl Zeiss in Oberkochen veräußert. Der andere Teil des Carl-Zeiss-Stammbetriebs firmierte als Jenoptik GmbH, ging in das Eigentum des Freistaats Thüringen über, wurde erfolgreich umstrukturiert und ist als JENOPTIK AG seit 1998 börsennotiert. Wichtig erscheint in der Retrospektive der Ansatz der Jenoptik GmbH und ihrer Führung, durch Ausgründungen und Attrahierung neuer Investoren eine vorteilhafte Ballung technologieintensiver Unternehmen am Standort Jena zu erreichen. Umgekehrt haben die Standortvorteile Jenas mit seinen leistungsfähigen Wissenschaftseinrichtungen die erfolgreiche JENOPTIK-Entwicklung begünstigt.

Essays on the Stability and Regulation of International Financial Markets

Abstract
The global financial crisis of 2007-08 and its adverse effects on economic activity have put financial stability back on the agenda of both researchers and policymakers. The regulatory debate has since then revolved around the question which reforms are needed to effectively reduce the likelihood and costs of future systemic financial crises. By now, the debate has led to an update of regulatory frameworks on the national, European, and global level. This thesis contributes to the empirical research on the risks to financial stability and to the debate on the regulation of international financial markets. It builds on some of the key insights from the recent global financial crisis and the respective policy responses. Chapter 1 of the thesis analyzes the reasons behind the strong co-movements of credit risk in sovereign bond markets during the financial crisis and the subsequent euro area debt crisis. In addition, it investigates to what extent high co-movements might be the outcome of contagion and through which channels contagion occurs. Chapter 2 investigates how uncertainty in banking affects banks’ loan supply, and it analyzes if the lending behavior is heterogeneous across different types of banks. Turning to the analysis of actual policies, Chapter 3 studies the effect of liquidity provided by the Eurosystem on macroeconomic adjustment in European crisis countries. Finally, Chapter 4 of the thesis assesses the effectiveness of a macroprudential policy instrument, caps on banks’ leverage, in stabilizing credit growth during financial downturns.

The Behavioral Impact of Non-Monetary Workplace Characteristics

Abstract
This book investigates the impact of non-monetary workplace characteristics ― i.e. employee voice, task characteristics, and the provision of information ― on workers’ individual decision making and workplace performance. Given the neoclassical assumption of purely self-interested and completely rational utility maximizing individuals, workplace characteristics should be of little interest as long as they are not directly related to payment issues, so that a worker’s utility maximizing effort choice given a fixed wage level remains unaffected. Recent empirical findings, however, suggest that the use of non-monetary incentives might even be the better option to increase work performance. Three out of the four experimental studies covered by this book extend the previous research by providing more reliable insights into field behavior than conventional laboratory experiments. Given e.g. the right to self-determine one’s wage, almost all participants in the laboratory opt for the highest possible wage. Within the context of an inventory taking with 140 assistants, we conducted a natural field experiment and show that most workers ask for rather moderate wages with women being particularly conservative in their demands. Notwithstanding, wage delegation causes workers’ performance to rise and, hence, stresses the relevance of voice at the workplace. Furthermore, we provide evidence that workers also care for the content and the meaningfulness of their tasks. Uselessly exerted effort, for instance, reduces work performance as regards a completely unrelated task in the future. Taken together, the field experimental evidence presented in this book indicates that if employees find a workplace which matches their preferences, it is quite likely to be a beneficial situation not only for the employee but also for the employer. Overall good working conditions can even help workers overlook unequal treatments within the workforce, at least in the short-run and as long as there is a plausible reason for it. An additional laboratory experiment, however, suggests that additional information, e.g. about potential coworkers, might be necessary to make reasonable decisions in accordance with individual preferences.

No Sign of Price Distortions – Lack of Evidence for Effects of US Bank Bailouts
There has been much political and public controversy surrounding the very large rescue packages offered to the banking sector in the course of the financial crisis of 2007 to 2009. The aim of the packages was to stabilise the financial sector and, therefore, the development of the real economy. The downsides of these bailouts were the enormous financial cost to the taxpayer, increased assumption of risk by the government and possible distortive effects on competition in the banking market – since not all banks were given financial support. Researchers at the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association led by Professor Felix Noth have now studied the long-term, indirect and possible market-distorting effects of the US rescue packages.

Related Variety and Regional Development: Insights from Germany

Abstract
The contribution of this thesis is to widen the focus of the literature on related variety. So far, this line of research has a strong focus on technological relatedness and cognitive proximity (Boschma et al. 2015). This thesis puts emphasis on three dimensions of relatedness that not yet been at the heart of research: input-output linkages and vertically related variety, the occupational dimensions of relatedness as well as insights from a project level R&D efforts and their relevance for the analysis of technological relatedness. We contribute to the understanding of how the specific composition and the degree of relatedness of economic agents in space shape their ability to generate variety in terms of entry of new occupational specialisations in regions. We enhance the understanding of how related variety affects different regional outcomes such employment growth and innovation and offer insights into the structure of inter-industry relations from a technological perspective and explains how the rise of certain technologies shapes inter-industry relatedness patterns.

The relaunched website of the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association goes live today. Abstract
We study the effect of top tax rates on “superstar” inventors’ international mobility since 1977, using panel data on inventors from the US and European Patent Offices. We exploit the differential impact of changes in top tax rates on inventors of different qualities. Superstar inventors' location choices are significantly affected by top tax rates. In our preferred specification, the elasticity to the net-of-tax rate of the number of domestic superstar inventors is around 0.03, while that of foreign superstar inventors is around 1. These elasticities are larger for inventors in multinational companies. An inventor is less sensitive to taxes in a country if his company performs a higher share of its research there.
