Abstract
Immer mehr Rentner engagieren sich in Deutschland in ihrer Freizeit ehrenamtlich. Dies ergab eine Analyse der Jahre 1995 und 2008 auf Grundlage des Sozio-oekonomischen Panels (SOEP) des Deutschen Instituts für Wirtschaftsforschung (DIW) Berlin. Als Rentner werden hier Personen ab 65 Jahren betrachtet, unabhängig von ihrem Erwerbsstatus. Ehrenamtlich tätig sind Personen, die laut Angaben im SOEP täglich oder mindestens einmal in der Woche bzw. im Monat ein Ehrenamt ausführen.

Upturn in Saxony-Anhalt in between structural Barriers

Abstract
The gross domestic product of Saxony-Anhalt will increase by 2.6% in 2011. Due to structural reasons the growth is lower than in Germany. In Saxony-Anhalt the key growth driver, the engineering industry, are poorly represented. The previously strong food industry suffers under the pressure of rising commodity prices. The growth gap is explained also from a slowing dynamics in the industry later this year, what is already indicated in the intermediate goods sector, which is the most important part in Saxony-Anhalt´s industry. In addition, the dynamics of household demand for consumer goods and housing is weaker because of the sharp decline in population. Furthermore, the government sector slows in connection with the consolidation of public budgets. The growth gap compared to the average of the New Federal States in total also stems from the fact that the recovery in Saxony-Anhalt had progressed rapidly in the previous year.

Abstract
Not macht erfinderisch. Oder ist es Zufall, dass in Zeiten zunehmenden Fachkräftemangels das Thema „Frauen in Führungspositionen“ anhaltend thematisiert wird? Dabei ist die verstärkte Einbindung von Frauen in leitende Positionen keine neue Erfindung. So haben Norwegen, Spanien und Frankreich in den letzten Jahren gesetzliche Maßnahmen ergriffen, um den Anteil von Frauen in leitenden Funktionen der Unternehmen zu erhöhen. Gesellschaftspolitische Fragen der Gleichberechtigung treffen auf Indizien der Bildungs- und Beschäftigungsstatistik, Zitate von Vorstandsvorsitzenden, Einzelbeispiele und vieles mehr. Part-time Jobs Again Determine Working Time

Abstract
During the economic crisis in 2009 mainly the reducing of working hours prevented a strong reduction of employment. This was achieved by the expansion of short time and the reduction of overtime on the one hand and by the replacement of full-time jobs through part-time jobs on the other. Meanwhile the average working time per employee has achieved again the level before the crisis. The most important factor which influences further development of working time is the extension of part-time jobs.

Abstract
Die deutsche Wirtschaft bleibt 2011 im Aufschwung – auch wenn das außerordentlich hohe Tempo vom Jahresbeginn nicht gehalten werden kann: Für das zweite Quartal 2011 prognostizieren die Kurzfristmodelle des Instituts für Wirtschaftsforschung Halle einen Zuwachs des preisbereinigten Bruttoinlandsproduktes von 0,8% gegenüber dem Vorquartal, für das dritte Quartal eine weitere Zunahme um 0,4%. Insgesamt dürfte die Produktion im Jahr 2011 mit 3,6% nochmals so kräftig zulegen wie 2010. Die Impulse kommen dieses Jahr vor allem von den privaten Investitionen und vom privaten Konsum. Der Beitrag des Außenhandels bleibt positiv, nimmt aber im Verlauf ab. Die Lage
auf dem Arbeitsmarkt wird sich weiter deutlich verbessern. Die Schulden- und Vertrauenskrise im Euroraum ist das Hauptrisiko für die Fortsetzung des kräftigen Aufschwungs in Deutschland.

School Closures and Population Decline in Saxony-Anhalt

Abstract
In rural areas school closures are often linked to a decline in population. Do school closures stimulate enhanced emigration? This paper analyses whether family migration is affected by the existence of primary schools. We conduct an empirical study for the East German province Saxony-Anhalt for the period 1991 to 2008. We find that primary schools significantly affect migration behaviour. After school closure municipalities experience a decrease in in-migration. Unexpectedly, controlling for cohort size, unobserved heterogeneity as well as for neighbourhood effects yields higher out-migration prior to school closure. Because the in-migration and the out-migration are of the same magnitude, in sum school closures have no observable impact on net-migration.

Abstract
Die mittel- und osteuropäischen EU-Mitgliedstaaten haben in den vergangenen Jahren im deutschen Außenhandel stetig an Bedeutung gewonnen. Während die kräftig expandierende Nachfrage in dieser Region der deutschen Exportindustrie deutliche Wachstumsimpulse lieferte, wurde in zunehmenden Importen aus diesen relativ arbeitsreichen Ländern häufig eine Gefahr für die inländische Beschäftigung gesehen. Aus Sicht der Außenhandelstheorien ist ein solcher Effekt insbesondere dann zu erwarten, wenn intersektoraler Handel vorliegt, der strukturellen Anpassungsdruck auslösen und die relative Entlohnung oder die Beschäftigung der Produktionsfaktoren in den Handelspartnerländern beeinflussen kann. Vor diesem Hintergrund analysiert dieser Beitrag zunächst die Produktions- und Beschäftigungsstrukturen ausgewählter osteuropäischer Länder. Darauf aufbauend folgt eine Untersuchung der Außenhandelsstruktur zwischen Ost- und Westdeutschland auf der einen und den osteuropäischen EU-Mitgliedstaaten, insbesondere Polen, der Tschechischen Republik, Ungarn und der Slowakei, auf der anderen Seite. Im Ergebnis zeigt sich, dass der Außenhandel zwischen Deutschland und Osteuropa größtenteils intra-industriell geprägt ist und weder
Alte noch Neue Bundesländer über ausgeprägte komparative Vorteile bei kapital- und humankapitalintensiven Gütern gegenüber Osteuropa verfügen.

Abstract
All in all, the IWH expects that GDP of East Germany will increase by 2.8% this year. With this forecast, the growth gap with the West will indeed reduce significantly, but the growth rate remains once again behind the West. The reason is not only that the East German federal states have to consolidate their budgets. The weaker increase in aggregate output is also due to export and innovation weakness, the lack of large enterprises, the aging and declining population.

Old Age Poverty and Satisfaction with Living Conditions in East and West Germany, 1995 and 2009

Abstract
The current contribution presents poverty indicators for West and East Germany for the years 1995 and 2009. The analysis is based on the two corresponding waves of the GSOEP. We only consider households with at least one senior citizen aged 65 or above. Furthermore, we distinguish between male and female pensioners. In the first part the weighted equivalized household income is calculated as well as various statistical measures such as the 20%- and 80%-percentile, the 80/20-ratio and the 90/10-ratio of the income distribution of senior citizen households. In an additional step we also present and discuss the main sources of income such households have. In the second part of the contribution we focus on social indicators with respect to the satisfaction with income and the current living conditions as well as the expected situation in five years. As the results show, old age poverty has increased in both parts in Germany with East German women being an exception. With respect to the future, most elder people look optimistically into the future.

Bereits zum 14. Mal fand am 18. und 19. September der diesjährige Workshop zur Arbeitsmarktpolitik am IWH in Halle (Saale) statt, der traditionell gemeinsam mit dem Institut für Arbeitsmarkt- und Berufsforschung (IAB) organisiert wird. Mit dem Schwerpunkt „Industrielle Beziehungen: Arbeitnehmermitbestimmung und Tarifverträge im Fokus“ widmete sich der Workshop einem wirtschaftspolitisch aktuellen Thema.
