Abstract
Worin unterscheiden sich erfolgreiche von weniger erfolgreichen "Bewältigern des Risikos", und welche Techniken sind verfügbar, die den Umgang mit Risiko erleichtern. Zunächst wird der Frage nachgegangen, was sich institutionell geändert hat, weshalb (ökonomische) Risiken möglicherweise stärker als zu früheren Zeiten auf das Individuum bzw. das Unternehmen (insbesondere das KMU) durchschlagen. Die Antwort findet sich vor allem in Prozessen, die mit den Begriffen "Globalisierung" und "Netzwerkökonomie" verbunden sind. Sodann werden ökonomische Aspekte des Risikos vertieft, dabei auch der Frage nachgegangen, wodurch eigentlich Wohlstand entsteht, um schließlich zu prüfen, welche Wirkungsbeziehungen in Richtung auf den Unternehmenswert bestehen. Dabei wird zwischen vollkommenen und unvollkommenen Märkten unterschieden. Darauf aufbauend wird schließlich eine Systematik des Risikomanagements vorgestellt und daran aufgezeigt, wie dieser "Wertreiber" zur Unternehmensentwicklung beitragen kann. Darauf baut eine Darstellung der Organisation des Risikomanagements im Unternehmen auf. Ein Ausblick zeigt auf, wie volkswirtschaftliche Institutionen weiterentwickelt werden können, um die Risikoallokation zu optimieren.

Abstract
This study analyzes the performance of the IMF World Economic Outlook forecasts for world output and the aggregates of both the advanced economies and the emerging and developing economies. With a focus on the forecast for the current and the next year, we examine whether IMF forecasts can be improved by using leading indicators with monthly updates. Using a real-time dataset for GDP and for the indicators we find that some simple single-indicator forecasts on the basis of data that are available at higher frequency can significantly outperform the IMF forecasts if the publication of the Outlook is only a few months old.

Abstract
In volume XV of the African Development Perspectives Yearbook, the Research Group on African Development Perspectives investigates the impact of the GFC on economic reform processes in Africa. The analysis is structured in such a way so as to reflect the opportunities and dangers of policy reversals in the face of the GFC. The impact of the crisis on different types and forms of governance in the region is considered. The first question is therefore which macro-economic policy instruments have to be applied in order to overcome the crisis and to continue with sustainable development. The second question is how the GFC has affected Africa's external economic relations and if the path of opening up to the world markets is continued. The third question raised is how the crisis has affected social cohesion, impacted on poverty alleviation strategies and the achievement of Millennium Development Goals (MDGs). All these questions are discussed in the various contributions which comprise general studies and country case studies. The authors also looked into the role of international financial institutions during and after the crisis. The volume XV of the African Development Perspectives Yearbook is structured into three Units. Unit 1 addresses general issues regarding the impact of the GFC on reform processes in Africa. Unit 2 presents case studies from countries and sub-regions. Unit 3 presents reviews and book notes of current literature focusing on issues of African development perspectives.

Abstract
This paper evaluates the potential effects of the Basel II accord on preventing the transmission from currency crises to financial crises. By analyzing the case study of South Korea, it shows how mismatches on banks’ balance sheets were the primary cause for such a transmission, and models how Basel II would have affected those balance sheets. The paper shows that due to South Korea’s positive credit rating in the months leading up to the crisis, the regulatory capital reserves under Basel II would have been even lower than those under Basel I, and that therefore Basel II would have had adverse effects on the development of the crisis. In the second part, the article analyses whether the behavior of rating agencies has changed since their failure to predict the Asian crisis. The paper finds no robust econometric evidence that rating agencies have started to take micromismatches into account when assigning sovereign ratings. Thus, given the current approach of credit rating agencies, we have reservations concerning the effectiveness of Basel II to prevent the transmission from currency crises to banking crises, both for the case of South Korea and for potential future crises.
