Abstract
Die anhaltend hohe Unterbeschäftigung in Ostdeutschland wird mit der im Vergleich zum Arbeitsangebot geringen Nachfrage der Unternehmen nach Arbeitskräften erklärt. Maßgeblich für die fehlenden Angebote an Arbeitsplätzen durch die Wirtschaft sind die hohe Kapitalintensität der Produktion sowie das mit der Re-Industrialisierung verbundene Spezialisierungsmuster der ostdeutschen Produktion.

Abstract
Der Beitrag zeigt am Beispiel eines Bauunternehmens, wie die Kosten der Risikotragung bestimmt und in der Projektkalkulation berücksichtigt werden können. Hierfür wird für ein fiktives Bauunternehmen die Risikosituation analysiert und dargestellt, wie unter Verwendung einer Monte-Carlo-Simulation relevante Risikokennzahlen abgeleitet werden können.

Abstract
According to theoretical implications the succes of enterprises benefits from co-operation and integration into networks. Enterprises of the biotechnology sector in particular have a high propensity to build up co-operations. Estimations of the growth of firms using co-operation-based and non-co-operation-based factors as independent variables reveal a significantly positive influence of the propensity of co-operation as well as networking. In this regard scientific institutions and universities located in geographical proximity of firms play an important role. From this analysis it can be generalized and concluded, concerning other industries too, that networks emerge automatically under certain conditions. Nevertheless their creation and development should be encouraged, e.g. by efficiency incentives for public research and education of universities as well as an intensification of co-operation and networking between the scientific and the corporate sector. This can promote the technology and human capital transfer.

Abstract
Reforms of benefits for long-term unemployed in Germany are usually discussed in terms of workfare and financial incentives. This paper broadens the discussion with a concept of incentive ethics. It analyzes how the dependency on benefits can be left out by allocating so-called moral goods to the longterm unemployed. Comparing the new concept with the last reform ("Hartz IV"), the shortcomings of this reform are revealed. Thus, the paper concludes with a new reform proposal.
