Krisensicherheit des europäischen Finanzsystems: Leopoldina und IWH organisieren Dialogveranstaltung
Steigende Arbeitslosigkeit und drohende Staatsinsolvenzen: Die Finanzkrise vor mehr als zehn Jahren hat ganz Europa getroffen. Die Folgen sind bis heute spürbar, zum Beispiel in Form niedriger Zinsen. Welche Lehren aus der Finanzkrise bisher gezogen wurden, ist Thema einer gemeinsamen Dialogveranstaltung der Nationalen Akademie der Wissenschaften Leopoldina und des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH). What Does Peer-to-Peer Lending Evidence Say About the Risk-taking Channel of Monetary Policy?

Abstract
This paper uses loan application-level data from a Chinese peer-to-peer lending platform to study the risk-taking channel of monetary policy. By employing a direct ex-ante measure of risk-taking and estimating the simultaneous equations of loan approval and loan amount, we are the first to provide quantitative evidence of the impact of monetary policy on the risk-taking of nonbank financial institution. We find that the search-for-yield is the main workhorse of the risk-taking effect, while we do not observe consistent findings of risk-shifting from the liquidity change. Monetary policy easing is associated with a higher probability of granting loans to risky borrowers and a greater riskiness of credit allocation, but these changes do not necessarily relate to a larger loan amount on average.

Abstract
n zahlreichen ostdeutschen Regionen existieren inzwischen deutlich ausgeprägte Branchenschwerpunkte mit im ostdeutschen Vergleich hoher Beschäftigung. So weisen vor allem die Wirtschaftszweige in den Bereichen Finanzierung, Vermietung und Unternehmensdienstleistungen eine hohe regionale Konzentration auf. Aber auch in den Bereichen Land- und Forstwirtschaft, Handel, Gastgewerbe und Verkehr sowie bei öffentlichen und privaten Dienstleistern ist in einigen Teilbereichen eine regionale Konzentration feststellbar. Ein Vergleich zwischen den neuen und alten Bundesländern zeigt, dass die Anteile der Beschäftigten in den Branchen des Produzierenden Gewerbes Ostdeutschlands zumeist deutlich unter den entsprechenden Werten im Westen liegen und die ostdeutschen Branchenschwerpunkte mithin noch vergleichsweise schwach ausgeprägt sind.

Abstract
The paper discusses the role of the concept of special and differential treatment in the framework of regional trade agreements for the development of a competition regime. After a discussion of the main characteristics and possible shortfalls of those concepts, three case countries are assessed in terms of their experience with progressivity, flexibility, and technical and financial assistance: Poland was led to align its competition laws to match the model of the EU. The Ukraine opted voluntarily for the European model, this despite its intense integration mainly with Russia. South Africa, a developing country that emerged from a highly segregated social fabric and an economy dominated by large conglomerates with concentrated ownership. All three countries enacted (or comprehensively reformed) their competition laws in an attempt to face the challenges of economic integration and catch up development on the one hand and particular social problems on the other. Hence, their experience may be pivotal for a variety of different developing countries who are in negotiations to include competition issues in regional trade agreements. The results suggest that the design of such competition issues have to reflect country-particularities to achieve an efficient competition regime.

Considering the potential of modern biotechnology to contribute to the achievement of major European Union policy goals, such as economic growth and job creation, public health, environmental protection and sustainable development, the European Parliament has requested the European Commission to carry out an assessment of modern biotechnology. In simple words the pharmaceutical industry links activities and business accomplishing the discovery, development, production and commercialisation of drugs (i. e. products with therapeutic properties). Accordingly, product innovation is based on the search and development of molecules that may have desirable therapeutic effects. Basically new drugs can be developed either with the application of organic chemical synthesis or from the separation of compounds produced by natural microorganisms, which as an application of biotechnology.
