Cross-Border Bank Contagion in Europe

Abstract
We analyze cross-border contagion among European banks in the period from January 1994 to January 2003. We use a multinomial logit model to estimate, in a given country, the number of banks that experience a large shock on the same day (“coexceedances”) as a function of common shocks and lagged coexceedances in other countries. Large shocks are measured by the bottom 95th percentile of the distribution of the daily percentage change in distance to default of banks.We find evidence of significant cross-border contagion among large European banks, which is consistent with a tiered cross-border interbank structure. The results also suggest that contagion increased after the introduction of the euro.

Abstract
The link between banking integration and financial stability has taken center stage in the wake of the current financial crisis. To what extent is the banking system in Europe integrated? What role has the introduction of the common currency played in this context? Are integrated banking markets more vulnerable to contagion and financial instability? Does the fragmented regulatory framework in Europe pose special problems in resolving bank failures? What policy reforms may become necessary? These questions are of considerable policy interest as evidenced by the extensive discussions surrounding the design and implementation of a new regulatory regime and by the increasing attention coming from academia.

Abstract
We show that transaction costs and external economies, which change institutional arrangements heavily, influence cluster structures. Two types of clusters, (i) the vertical cluster where a hub dominates suppliers that have settled in the vicinity and, (ii), the horizontal cluster where firms share a common platform – historically a natural resource, today often knowledge and competences. Furthermore, non-cluster firms exist. We show, in a model, how these types emerge from the interaction found in firms and the interaction of firms within a network system. Changing transaction costs and externalities influence clusters and produce cluster dynamics. The sustainability of a cluster depends on its ability to stabilize the basis of its existence. This is easier for horizontal clusters that can steadily develop their knowledge and competence platform than for a vertical cluster which heavily depends on product life cycles. We give some evidence for clusters in East Germany, which presents an interesting example. The Treuhand atomized the giant combines, so that the rearrangements may be interpreted as results of fundamental market forces. Therefore major influences on the emerging institutional structure should stem from transaction costs and externalities.

Abstract
Wirtschaftspolitische Entscheidungsträger weltweit setzen große Hoffnungen in Technologie- und Gründerzentren als effektive Förderinstrumente auf regionaler und lokaler Ebene zur Unterstützung junger, innovativer Unternehmen. Oftmals wird hierbei unterstellt, dass die Wachstumsphase der geförderten Jungunternehmen erst mit dem erfolgreichen Auszug zum Tragen kommt. Ob dies allerdings tatsächlich der Fall ist, ist bislang kaum empirisch belegt. Das vorliegende Papier versucht zur Verminderung dieses Kenntnisdefizites beizutragen. Es wird detailliert die langfristige Entwicklung von 324 ausgezogenen Unternehmen auf fünf deutschen Technologie- und Gründerzentren untersucht. Um Verzerrungen durch bereits aus dem Markt ausgeschiedene Unternehmen zu vermeiden (Survivor Bias), schließt die Analyse auch die Entwicklung dieser Unternehmen ein. Dies ist im vorliegenden Forschungskontext erstmalig möglich. Als Indikatoren der Unternehmensentwicklung werden Beschäftigungs- und Umsatzgrößen herangezogen. Die empirischen Ergebnisse weisen ein teilweise sehr starkes Wachstum der geförderten Unternehmen nach – allerdings weitgehend beschränkt auf den eigentlichen Förderzeitraum. Entgegen der oben genannten Annahme kann in der vorliegenden Studie nicht bestätigt werden, dass die ehemals geförderten Unternehmen nach dem Verlassen der Technologie- und Gründerzentren nachhaltig stark wachsen. Nach dem Auszug bleibt das Wachstum der überwiegenden Mehrheit der Unternehmen moderat. Nur ein kleiner Anteil ehemaliger Zentrums-Unternehmen kann starke Wachstumsraten nach beendeter Förderung vorweisen. Ein größerer Teil der Unternehmen stagniert oder schrumpft sogar. Im Durchschnitt befinden sich die ausgezogenen Unternehmen ab einem Zeitraum von acht bis zehn Jahren auf einem zum Auszug vergleichbaren Entwicklungsstand bzw. sogar auf einem niedrigeren Niveau.

Abstract
A common joke among economist is: Why has god created meteorologists? To make the forecasts of economist look less bad! At the heart of this joke stands the critique that economic forecasts are notoriously inaccurate. Prediction Markets are an attempt to improve these forecasts by aggregating the knowledge of many. The present article takes a closer look at these Prediction Markets. By analysing the existing literature in terms of the relevant theoretical as well as empirical basis, it is shown that an adapted version of the model by Kyle (1985) with noise and insider traders is able to explain the high degree of predictive accuracy, i. e. informational efficiency, of prediction markets. At the same time such a model is able to cope with the Grossman-Stiglitz Paradox (1976) or the No-Trade Theorem (Milgrom & Stokey, 1982), both are common theoretical arguments against informational efficiency. This allows the interpretation of market prices as event probabilities. Even though some empirical artefacts (e. g. the favorite-longshot bias) exist and more research, especially in terms of prediction markets covering economic events, is needed, the overall verdict on these forecasting tools has to be that they are roughly semi-strong efficient. They hence provide an interesting, very accurate and additional tool in forecasting.

Abstract
Regionale Gesamtrechnungen sind aufgrund der dünnen Datenbasis am aktuellen Rand auch für abgelaufene Zeiträume auf Prognosen angewiesen. Sie bedienen sich verschiedener Fortschreibungsmethoden, um bis zur Vorlage von Originärberechnungen mit aktuellen Daten zum Wirtschaftswachstum aufwarten zu können. In dem Buchbeitrag werden für die Jahre ab 2000 die Ergebnisse der einzelnen Fortschreibungsrunden des Bruttoinlandsprodukts und der Bruttowertschöpfung mit den Endergebnissen verglichen. Die Prognosegüte wird mit den gängigen statistischen Fehlermaßen ermittelt. Dabei ergibt sich ein Ost-West-Gefälle in der Treffsicherheit der Prognosen.
