Higher capital requirements: It’s the firms that end up suffering
61 European banks were scheduled to increase their capital cover by 2012 to provide a sufficient buffer for future crises. As the study by the research group chaired by Reint E. Gropp at the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association shows, the banks did implement these requirements – not by raising their levels of equity, but by reducing their credit supply. This resulted in lower firm, investment, and sales growth for firms which obtained a larger share of their bank credit from these banks.

Does Extended Unemployment Benefit Duration Ameliorate the Negative Employment Effects of Job Loss?

Abstract
We study the effect of job displacement due to bankruptcies on earnings and employment prospects of displaced workers and analyse whether extended potential unemployment benefit duration (PBD) ameliorates the negative consequences of job loss. Using German administrative linked employer-employee data, we find that job loss has long-lasting negative effects on earnings and employment. Displaced workers also more often end up in irregular employment relationships (part-time, marginal part-time employment, and temporary agency work) than their non-displaced counterparts. Applying a regression discontinuity approach that exploits a three months PBD extension at the age threshold of 50 we find hardly any effects of longer PBD on labour market outcomes of displaced workers.

Wage Delegation in the Field

Abstract
By conducting a natural field experiment, we analyze the managerial policy of delegating the wage choice to employees. We find that this policy enhances performance significantly, which is remarkable since allocated wage premiums of the same size have no effect at all. Observed self‐imposed wage restraints and absence of negative peer effects speak in favor of wage delegation, although the chosen wage premium levels severely dampen its net value. Additional experimental and survey data provide important insights into employees' underlying motivations.

TV boosts entrepreneurial identity
Entrepreneurship is a key driver of development in free-market economies – and TV is one channel in transporting and promoting an entrepreneurial identity or ‘culture’, as IWH economist Viktor Slavtchev and his co-author Michael Wyrwich find in a recent study. For their analysis, they compare – for the period after 1990 – the entrepreneurship incidence among the inhabitants of East German regions that had West Ger¬man TV signal prior to 1990 to that of the inhabitants of regions without such a signal.

Current economic outlook: German upswing is slowing down
In summer 2018, the world economy is still rather strong. Dynamics in the euro area, however, have declined markedly, and the cyclical upswing in Germany has almost stalled, due to weaker exports. “Gross domestic product will, according to this forecast, expand by 1.7% in 2018 and by 1.6% in 2019. Growth in East Germany will be about as strong as in Germany as a whole”, says Oliver Holtemöller, head of the Department Macroeconomics and vice president at IWH.

Fairness pays off
When companies arbitrarily cut their wages, the motivation and productivity of the employees decrease – this is clear. Less obvious, however: employees also become less productive even if it is their colleagues who are treated unfairly and not them. This was confirmed by a research group led by Sabrina Jeworrek at the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association.

The Cyclical upswing in Germany continues, in spite of foreign demand losing momentum
In autumn 2018, the global economy continues to expand quite strongly. Whereas the cyclical upswing in the USA has gained even more strength, the economy in the Euro area has weakened somewhat. To a lesser extent, this also applies to the German economy. “According to this forecast, the growth rate of German real gross domestic product will be 1.8% in 2018 and 1.7% in 2019. The East German economy will expand by 1.5% this year and by 1.4% in 2019”, says Oliver Holtemöller, head of the Department Macroeconomics and vice president at IWH.

Abstract
Große Banken profitieren in der Regel von einem „Toobig- to-fail“-Status: Sie sind „zu groß, um zu scheitern“. Vor der letzten Finanzkrise, die im Jahr 2007 begann, haben die Vermögenswerte der großen Banken in Deutschland durchschnittlich zugenommen. Je größer der Marktanteil und die Vernetzung großer Banken, desto größer sind die systemischen Auswirkungen, falls eine Bank in Schieflage gerät. Aus Angst vor einem systemischen Zusammenbruch werden deshalb oft staatliche Garantien ausgesprochen oder Eigenkapital bereitgestellt. Wenn große Banken die Rettung durch den Staat antizipieren, kann das dazu führen, dass sie riskantere Geschäfte eingehen. Diese Problematik kam in der letzten Krise zum Tragen, sodass zahlreiche regulatorische Änderungen beschlossen wurden, um das systemische Risiko großer Banken zu reduzieren.
