Ostdeutsche Wirtschaft: Rückstand bleibt trotz kräftigem Aufschwung groß, Finanzausgleich fließt auch nach Reform vor allem in den Osten
Ostdeutschland hat vom gegenwärtigen Aufschwung in Deutschland bisher besonders deutlich profitiert. In jedem der Aufschwungsjahre 2014 bis 2016 nahm die gesamtwirtschaftliche Produktion schneller zu als in Westdeutschland; auch für das Jahr 2017 prognostiziert das IWH, dass der Zuwachs der Produktion in Ostdeutschland mit 1,8% etwas höher liegt als in Westdeutschland. „Freilich ist auch nach mehr als 25 Jahren Deutscher Einheit in jeder der ostdeutschen Regionen die Produktivität immer noch niedriger als in derjenigen westdeutschen Region mit der geringsten Produktivität“, räumt Oliver Holtemöller, Leiter der Abteilung Makroökonomik und Vizepräsident des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH), ein. Der größte Teil der Zuweisungen vom Bund wird auch ab dem Jahr 2020, wenn der reformierte Länderfinanzausgleich gilt, in den Osten der Republik fließen. Die Reform des Länderfinanzausgleichs hat dabei nicht zu einer Verbesserung der wirtschaftspolitischen Anreize für die finanzschwachen Bundesländer geführt, was auch dazu beitragen könnte, dass die ökonomische Konvergenz nur schleppend verläuft.

Ailing banks increase leverage of ailing firms
Euro area countries such as Greece and Spain continue to struggle not only with their banks, but also with highly indebted domestic firms. Michael Koetter from the Halle Institute for Economic Research (IWH) and co-authors show the failure to resolve banks’ financial difficulties also prevents debt reduction of over-leveraged firms – and sometimes even contributes to increasing leverage of the weakest firms.

Joint Economic Forecast Spring 2017: Upturn in Germany strengthens in spite of global economic risks
The German economy is already in the fifth year of a moderate upturn. According to the Gemeinschaftsdiagnose (GD, joint economic forecast) that was prepared by Germany’s five leading economic research institutes on behalf of the Federal Government, capacity utilization is gradually increasing, and aggregate production capacities are now likely to have slightly exceeded their normal utilisation levels. However, cyclical dynamics remain low compared to earlier periods of recoveries, as consumption expenditures, which do not exhibit strong fluctuations, have been the main driving force so far. In addition, net migration increases potential output, counteracting a stronger capacity tightening. “Gross domestic product (GDP) is expected to expand by 1.5% (1.8% adjusted for calendar effects) and 1.8% in the next year. Unemployment is expected to fall to 6.1% in 2016, to 5.7% in 2017 and 5.4% in 2018”, says Oliver Holtemöller, Head of the Department Macroeconomics and vice president of the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association. Inflation is expected to increase markedly over the forecast horizon. After an increase in consumer prices of only 0.5% in 2016, the inflation rate is expected to rise to 1.8% in 2017 and 1.7% in 2018. The public budget surplus will reduce only modestly. Public finances are slightly stimulating economic activity in the current year and are cyclically neutral in the year ahead.

IWH-Industrieumfrage im ersten Quartal 2017: Ostdeutsche Industrie ausgesprochen optimistisch
Das Geschäftsklima im Verarbeitenden Gewerbe Ostdeutschlands hat sich zum Jahresbeginn 2017 weiter aufgehellt, wie die Ergebnisse der IWH-Industrieumfrage unter rund 300 Unternehmen zeigen. Die Geschäftslage wird per saldo sechs Punkte besser als im Vorquartal bewertet. Auch der Saldo aus positiven und negativen Meldungen über die Geschäftsaussichten ist nochmals günstiger ausgefallen (vgl. Abbildung 1 und Tabelle).

Arbeitsleistung: Osten und Westen gleichauf
75% der erwerbsfähigen Personen in Ostdeutschland hatten 2016 dort auch einen Arbeitsplatz. In Westdeutschland waren es 81% – also sechs Prozentpunkte mehr. Hans-Ulrich Brautzsch vom Leibniz-Institut für Wirtschaftsforschung Halle (IWH) zeigt aber jetzt: Wenn Pendlerströme und Arbeitszeiten eingerechnet werden, liegen Osten und Westen bei der Arbeitsleistung gleichauf – und das Gefälle entsteht erstaunlicherweise zwischen Nord- und Süddeutschland.
